The Department of Personnel and Training (DoPT) on Monday paved the way for Indian Forest Service (IFoS) officer Bharat Lal to join the Prime Ministers Office (PMO) as a joint secretary.

The DoPT issued a circular to announce the empanelment of 29 officers of the IFoS batch of 1988 for appointment to the posts of joint secretary or its equivalent. These officers include Bharat Lal, Gujarats resident commissioner in the national capital for the past four years.

Lal is a Gujarat cadre officer and considered close to Prime Minister (PM) Narendra Modi. Bureaucratic sources said it was rare for an IFoS officer to serve in the PMO in the capacity of a joint secretary. Top PMO jobs have historically remained with Indian Administrative Service (IAS) officers with one Indian Foreign Service officer to help with foreign affairs.

Apart from Lal, Modis PMO is also likely to have Gujarat cadre IAS officer A K Sharma as a joint secretary. Sharma also belongs to the 1988 batch.

Others already appointed to the PMO are National Security Advisor Ajit Kumar Doval, who has replaced Shivshankar Menon. Last week, former Telecom Regulatory Authority of India chairman Nripendra Misra was appointed the principal secretary to the PM. S Jaishankar, Indias former ambassador to Beijing, is likely to be the foreign policy advisor in the PMO.

Asbestos in the building isnt the only worry when the former Souderton Area High School is demolished, Mary Ann Alig told Souderton Borough Council June 2.

There are remediation plans to remove the asbestos, she said, but none for mold or rodents. Alig said shes concerned about the effects on neighboring properties, including her own, when the mold or rodents now in the building, escape as the building is razed for the redevelopment plans currently being reviewed.

Council members said theyre not sure about the rodents, but have been told there is mold in the building, which has been vacant since 2009.

There is a significant amount of mold. We know that, Mayor John Reynolds said.

As a result, the school building is off limits, he said.

Our code enforcement officer sealed the building two or three years ago, Reynolds said.

Council member Andrew Schlosser said hes not an expert on mold, but has talked to experts and the mold should not be a problem for neighboring properties.

Mold is only a danger in an enclosed area, he said.

Once it gets out in the air, it disperses, Schlosser said.

The plans being reviewed for the site include about 200 homes, a five story hotel and office, retail and restaurant space in a mixed use development. The plans were not on the June 2 agenda, but, during the public comment period, two residents spoke about the plans, which were presented at meetings held last month. Continued...

Souderton resident raises concerns about effects of mold on demolition of old high school

Residents at Green Lake could soon be getting the sewers they've been demanding for 36 years, and at a reduced cost.

Nanaimo city council voted Monday to cover the entire $3.2-million cost of installing sewer services on public land instead of a proposed 80/20 split that would have required Green Lake's 107 property owners to fork over an additional $640,000.

Katherine Miller, a Green Lake resident who has lobbied council to install the sewers on the public's dime, said the decision is like a breath of fresh air.

"It's what we've wanted all along," said Miller. "It's the responsibility of the city to provide the sewers down the public roads."

Green Lake was amalgamated into the city in 1975 and residents have waited to be hooked up to sanitary sewer services ever since.

Still, landowners will have to pay an $1,800 connection fee, for which council has provided a 12-month grace period once the sewers are installed, as well as for the work which includes pumps, pipes and holding tanks to be installed on their properties.

Tom Hickey, general manager of community services, said the average cost for property owners to have connections completed will be about $7,500.

"Some properties will be significantly more challenging, like blasting rock for example, so they will be more expensive, and some will be less," said Hickey.

Without the city covering the cost of the main line, Miller estimates her costs would have soared to more than $15,000, instead of what she estimates will be half that.

"Once [the sewers] come it means a lot of us with larger properties will be able to subdivide a smaller piece off and stay there, which is my intention. Once I retire, I wouldn't have been able to afford to live on my two-acre lot, but now I can," said Miller. "I can afford the cost over a period of time."

A residential burglary was reported at 8 a.m. on May 29. Police say an unknown suspect entered a home through the unlocked front door, and stole car keys, a wallet, cell phone and a car from the driveway at the 22200 block of Southeast 250th Street.

A pistol was reported stolen at 8:07 p.m. on May 28 during a burglary to a residence on the 16000 block of 258th Street.

An attempted shoplifting was reported at 2 p.m. on May 28 at Kohl's, 17002 SE 270th Place.
