    "The pictures which purport to be of [a] high rise block in North Korea are truly shocking," said Professor John Nolan, the former President of the London-based Institution of Structural Engineers.

    He pointed to the building's misaligned windows and flimsy steel rebar. "Quality control appears to be an alien concept," he said. "If this is a genuine example of the general standard of high rise construction in North Korea, it is no surprise to me that the [recent] collapse occurred and there is a serious risk that it will not be an isolated incident."

    The complex, which opened in June 2012, is made up of three 47-floor buildings and 15 buildings of between 20 and 36 floors. Its rapid construction surprised many observers, who wondered how North Korea had achieved the feat without any modern equipments and with limited access to reinforced steel.

    Historical satellite images also suggest the complex was built at roughly the same time as the 23-floor building that collapsed because of "slipshod" construction.

    A second structural engineer, who asked not to be named, said the steel rebar used in the complex are too flimsy for such a tall structure and could endanger its structural integrity. He added that the formwork moulds used to pour the concrete walls appeared badly made and variable in quality.

    He also noted that concrete was mixed at the site by hand and with limited quality control, then poured by hand into the moulds.

    Commissioners will consider a request for financial incentives for an East Lawrence apartment project.

    Background

    A development group led by Tony Krsnich is asking several street and utility improvements to assist in the construction of a four-story, 43-unit apartment building at the southeast corner of Ninth and Delaware Streets. Much like the Poehler Lofts building that Krsnich renovated, the new apartment building would be rent-controlled. Commissioners are being asked to approve $270,967 in in street, waterline and sewer improvements, plus the waiver of several fees. City staff is recommending that the requested amount be reduced by about $100,000 due to city budget constraints. Krsnich has indicated he also plans to file for another incentive request on the project, which will involve using the Neighborhood Revitalization Act to rebate new property taxes generated by the project.

    Mosquito invasion expected after storms

    HOUSTON -

    Days of heavy, continuous rain has left behind pools of standing water, the number one breeding ground for mosquitoes. Experts say the stage is now set for one giant invasion.

    "If they are having a problem, that's when I get involved," said Glenn Gamache with John Moore.

    On Thursday, he was out conducting a termite inspection. This time next week will likely be a different story.

    "Going around a home like this, treating the bushes for mosquitoes where they are sleeping during the daytime. That way we can get them before they are biting our customers," Gamache said.

    To prevent an all-out assault, check for and eliminate standing water around your home, walk the entire property and look for those less obvious, out of the way spots, and don't forget to arm yourself with a good insect repellent.

    Mosquito experts insist now is the time to act before it gets too hot.

    "As the temperature increase, the life cycle goes faster. So probably by next week, the middle of next week you are going to see an uptick in mosquitoes," said Kyle Flatt, with Harris County Mosquito Control.

    The greater Houston area is home to more than 50 species of mosquitoes and some may carry the deadly West Nile virus.

    Landscaper Terry Collins isn't fooled. He knows just because he can't see mosquito larvae in a puddle, doesn't mean they are not there.

    Denver restaurants and bars can allow dogs on patios under new rules

    Coming soon to a Denver restaurant patio near you: dog-friendly and Fido-free zones.

    New rules approved by city health regulators this month will make Denver the first city in Colorado to allow dogs on restaurant and bar patios with servers if they meet certain requirements.

    The old rules permitted dog-friendly patios only for some places, mostly cafes, as long as they didn't offer table service outside.

    Though a restaurant industry spokesman says there are reasons for owners to pause before allowing paws on their patios including potential liability from dog bites Denver Environmental Health Department officials expect many to take advantage. It will be up to the restaurant's owner.

    Any food service establishment with a patio of 400 square feet or larger qualifies. Dogs must enter from the street or sidewalk, and at least half the space must be reserved for customers who may prefer not to dine so up close and personal with others' dogs. A few other rules will apply, including keeping dogs a safe distance from food/drink-handling areas and wait stations.

    An early adopter is Jake's Food & Spirits in River North, where a manager says a new dog-friendly policy has attracted new customers.

    About a month ago, the restaurant fenced off a portion of its patio, enclosing 10 tables seating 25 to 30 people. Customers must place orders and retrieve them from the bar. That cautious policy is more in line with old rules than the new ones, which allow table service in dog zones.

    "It's been really popular," said Helen Sierminski, Jake's assistant general manager. "There's definitely days where almost every seat is taken out there."

    Dogs have gotten into barking contests a few times, she said, but none have escalated into the kind of fights that could pose a liability concern.

    Manitobans want smoking ban on patios

    WINNIPEG A growing majority of Manitobans iscalling for smoking to be banned on public patios, a new poll shows.

    Among the 800 adult Manitobans polled, 67 per cent support extending smoking bans to outdoor patios of restaurants and bars, an increase from 58 per cent in 2008, says the survey obtained exclusively by Global News on Thursday.

    One thing we want to do is show that (a smoking ban)has public support, said Murray Gibson from the Manitoba Tobacco Reduction Alliance, which plans to release more poll results on smoking bans Friday.

    Manitobas2004 Non-Smokers Health Protection Act banned smoking in all enclosed public places and indoor workplaces, but did not apply to outdoor eating and drinking areas.

    The province doesnt plan tochange that law anytime soon, Manitoba Healthy Living Minister Sharon Blady told Global News Thursday.

    Ithink its one of those things we have to consider and we have to do things incrementally, but at this point, most people seem to be satisfied with the way things are, Blady said.

    A Winnipeg city councillor seemed more open to the idea.

    We may be moving now to a place where we should talk about that for the patio. I think thats a debate we should have, said Brian Mayes (St. Vital).

    The website mypeg.careleased a survey Thursday showing 19.4%ofWinnipeggers smoke, a 13% drop from a decade ago and slightly below the national average.

    World No Tobacco Day is Saturday.

    Ahead of World No Tobacco Day, a new survey shows most Manitobans support a ban on smoking in public places.

    The survey, conducted by Prairie Research Associates for the Manitoba Tobacco Reduction Alliance (MANTRA), found that about that 67 per cent of Manitobans want smokers to butt out on patios at restarants and bars. That number is up from 58 per cent in 2008.

    It also showed a majority of Manitobans support extending a ban to beaches, public parks, green spaces and outdoor events.

    Province orders Manitobans to butt-out on beaches

    Parents at Assiniboine Park told CTV News on Friday it's time to bring in the ban at our parks, saying there is no place for smoking around children. One mother who smokes agreed that the smoking ban should be extended.

    The province announced earlier this month that it will ban smoking on all beaches in provincial parks, starting this summer. That's set to take effect June 21.

    According to MANTRA, eight in 10 Manitobans feel that current smoking restrictions make their community a better place to live.

    World No Tobacco Day takes place every year on May 31. The World Health Organization is calling for countries across the globe to raise taxes on cigarettes.

    A new poll suggests two-thirds of Manitobans support banning smoking on restaurant and patio bars.

    WINNIPEG Most Manitobans want smoke-free patios at bars and restaurants, a new survey from the Manitoba Tobacco Reduction Alliance suggests.

    Among 800 adults polled, two-thirds supported extending smoking bans to outdoor patios of restaurants and bars, an increase from 58 per cent in 2008.

    Most Manitobans also support banning smoking on all beaches (65 per cent), public parks and green spaces (61 per cent) and outdoor events (59 per cent), the survey found.

    And almost eight in 10 Manitobans and more than half of the Manitobans who smoke said smoking restrictions have made their community a better place to live.

    The survey was conducted by Prairie Research Associates in September 2013. The poll is considered accurate within 3.5 per cent, 19 times out of 20.
