Patna, May 19: Nitish Kumar today stuck to his decision to give up the chief ministers chair but sprang a surprise by picking his low-profile cabinet colleague Jitan Ram Manjhi for the post.
The 68-year-old Manjhi, who hails from Gaya, is a legislator from south Bihars Makhdumpur Assembly segment in Jehanabad.
Manjhi who belongs to the Mahadalit Musahar (rat catchers) community, among the lowest in the pecking order of Bihars caste hierarchy held the portfolio of SC/ST welfare in the outgoing cabinet.
Nitish had stunned all his supporters and detractors included by demitting office on Saturday, a day after his JD(U) suffered its worst-ever debacle in the general elections.
Today, after refusing to give in to the clamour of his legislators to rescind his decision to quit, Nitish again stunned one and all by choosing Manjhi as the next occupant of 1 Aney Marg, the official residence of the chief minister in Patna. Nitish himself is expected to move into the bungalow at 11 Strand Road.
Manjhi said he himself had no clue about Nitishs decision. I was not aware that I am going to become the chief minister until Nitish called me to 1 Aney Marg to tell me that this house is now yours, Manjhi said after Nitish escorted him to Raj Bhavan.
Nitish, accompanied by JD(U) national president Sharad Yadav and Manjhi, met Governor D.Y. Patil to inform him about the decision on who would be the legislature party leader and head of government. We have submitted a list of 119 MLAs, including two Independents, in our support in the Assembly that has a strength of 239 as of now, Nitish said. Manjhi is a capable leader as he has the experience of heading government departments.
Nitish picked Manjhi as his replacement after the ruling JD(U) legislature party unanimously authorised him to nominate his successor. Nitish, who had resigned as chief minister on Saturday owning moral responsibility for his partys debacle in the general elections, refused to give in to the clamour of his legislators to rescind his resignation.
Through the day yesterday, the MLAs had been insistent that Nitish reconsider his decision to quit because of the JD(U)s poor performance that saw it end up with a tally of just two seats out of the 40 up for grabs in Bihar. Nitish asked for a day to think about their demand he was also giving his frenzied legislators, who were sitting on dharna, time to cool down.
At the legislature party meet today, Nitish explained to the MLAs why it was necessary to take extraordinary decisions in the face of extraordinary challenges ahead of next years Assembly elections and succeeded in persuading them to abide by his decision. The MLAs relented and authorised him to choose his replacement.

MARSHALL - Roofing bids were among a number of action items to be approved at the Marshall Public School board meeting on Monday.
MPS Superintendent Klint Willert and TSP architect Ron Halgerson summarized the bidding process for the board members.
"We worked a process that solicited bids based upon the specs that this board had reviewed, on considering the different products," Willert said. "We went with a thicker millimeter product. We had a number of qualified contractors that put forward a bid."
From 10 plan holders, six submitted bids for the Marshall Middle School roofing project.
"We chose a 90-millimeter system as the base bid," Halgerson said. "It's fully adhered and it's specified as a 30-year warranty. That was one of the primary criteria for this roofing project."
Laraway Roofing, Inc. from New Ulm came in with the lowest base bid ($390,480) and alternate 1 bid ($78,900), which is for the additional roofing areas of 14 and 18.
"Laraway Roofing is a firm I've known for years and years and years," Halgerson said. "They've been in business for 54 years. Their proposal for the base bid, plus the alternate, is for a total of $469,380. There is also a specification that the work is to be completed by August 1."
Before the board approved budget assumptions, MPS Business Director Bruce Lamprecht pointed out that there was a newly-reported increase in the formula for projected per adjusted pupil unit for students.
"There are changes that are occurring almost on a daily basis, with one of those being the new formula," he said. "It's a $25 increase in formula moving forward, from $5806 to $5831. Those assumptions will be incorporated eventually into the budget. It's still a work in progress."
The board also approved the continuation of partnerships with Taher Foods as the food service management and Hoffman and Brobst as the financial adviser for the district.

May 19, 2014 - Northwoods League (Northwoods) Wisconsin Rapids Rafters Wisconsin Rapids, Wis.- The Wisconsin Rapids Rafters gained a trio of late additions as the start of the season nears. First baseman Cullen Gassaway (Arkansas), left-handed pitcher Matt McClain (St. Mary's University), and infielder Erik Payne (Virginia Tech) have signed contracts to join the Rafters and look to make an impact during the 2014 campaign.
"We are excited to add three quality players as the season draws near and I look for each to make a meaningful impact for us this season," said Rafters general manager John Fanta.
IF - Erik Payne - 6'2" 205 lbs (R/R) Junior
Payne will re-join the Rafters for his second season after appearing in 53 games a year ago when he batted .230 and drove in 34 runs, while ranking third on the team with 11 home runs. He will be anxiously looking to add to that total after sitting out his spring season due to his transfer from South Carolina to Virginia Tech. A season ago, Payne was also a participant in the Northwoods League All-Star festivities as he competed in the Home Run Derby. The Richmond, Virginia native is majoring in business finance at Virginia Tech.
1B - Cullen Gassaway - 6'3" 210 lbs (R/R) Sophomore
Gassaway brings a little bit of everything to the table as he enters his first season with the Rafters. He has flashed a versatile skill set throughout his 2014 campaign with Blinn College in Brenham, Texas. Gassaway leads the Buccaneers in doubles (20) and home runs (7), sits second on the team in both OBP(.400) and SLG (.557), and has shown prowess on the bases to the tune of seven stolen bases. At one point in the season, he racked up a seven-game hitting streak where he batted .522 (12-for-23), scored five runs, brought in 12 RBIs, and collected four doubles and two home runs. Gassaway will be heading to the University of Arkansas in the fall to continue his baseball career. The Bedford, Texas native and future engineer is no stranger to success after being named a NJCAA All-Star as a freshman.
LHP - Matt McClain - 6'0" 190 lbs (L/L) Junior
Matt McClain will join the Rafters after having already thrown a complete game, no-hitter where he struck out 12 batters on February 21st against conference foe, Rogers State. The Division II St. Mary's University product threw his school's first no-hitter since 2007 and only its second in the last 12 years. He currently carries a 3.64 ERA, 8-5 record, and a .241 batting average against in 96.1 innings pitched over the course of the 2014 season. His success continued to carry over from his 2013 sophomore campaign when he maintained a 2.34 ERA, finished fifth in the nation in strikeouts with 108 in 107.2 innings, and earned a second-team Heartland All-Conference award. The Woodlands, Texas native saw similar results in his freshman season, fanning 18 batters in 18.1 innings pitched. He is currently majoring in exercise and sports science.

It was a season of breaking records and defying expectations.
Despite Floridas No. 5 rank in the national preseason polls, UF fans were still concerned with the team losing 13 players to graduation in 2013 and replacing them with 11 freshmen.
When Florida defeated Ohio State 10-9 on March 22 to improve to 10-2 to start the year, fans began to see the impact of the 11 new additions.
So when Florida lost in the 12-11 double-overtime game against Northwestern on Saturday, it was a hard pill to swallow for coach Amanda OLeary.
Im just really proud of our seniors, what they brought to the table, their leadership, their love, theyre caring and Im sad for them, OLeary said. They gave so much to this program over the course of this four years for Krista (Grabher) and five years for Cara (Canington).
Attacker Sammi Burgess, midfielder Mollie Stevens and defender Caroline Fitzgerald a trio of freshmen became vital players for OLeary alongside juniors Shannon Gilroy and Nora Barry.
Burgess was one of Floridas biggest recruits before the start of the season. The 5-foot-3 attacker never lost a game during her four years at the McDonogh School in Maryland and became known at Florida for being a vital scorer when Gilroy failed.
Stevens also came in as a top recruit but she spent her time in high school as an attacker. When Stevens arrived at Florida, OLeary immediately moved her to midfield in an attempt to give other midfielders, like Sam Darcangelo and Nora Barry, a chance to rest. Stevens completed the season with 38 points and a reputation for her ability to score on the fast break.
Fitzgerald became Floridas go-to player when it needed someone to guard the opponents best scorer. Fitzgerald covered star-offensive players like Syracuses Kayla Treanor and Northwesterns Alyssa Leonard. The Mount Sinai, N.Y., native finished the season with the most caused turnovers on defense (22) and 30 ground balls.
Although the freshmen were the Gators biggest and most unexpected story of the year, Gilroy also made a splash in the lacrosse community.

Groundbreaking is set for this fall on a 25-story office tower at Tryon and Third streets, a timetable that would make it the first tower to start construction in uptown since the end of the recession.
Babson Capital Management will be the anchor tenant for the new 634,000-square-foot building, to be called 300 South Tryon. Construction is slated for completion by the spring of 2017.
The building will be next to the Latta Arcade, on the site of a parking lot that was Googles temporary home during the Democratic National Convention.
The new office building will be the first office tower completed in uptown since 2010, when the 48-story Duke Energy Center and 32-story 1 Bank of America Center opened. No new office buildings have begun construction uptown since the recession ended in 2009, said Andrew Jenkins, a real estate analyst with Karnes Research.
Cornerstone Real Estate Advisers, a global real estate investment management firm, owns the property and will oversee development; Spectrum Properties will develop, manage and lease the property.
Babson and Cornerstone are affiliates of the MassMutual Financial Group of financial services companies. Babson, which when combined with its affiliates has more than $200 billion under management, employs at least 130 people in Charlotte.
The firm plans to relocate its existing Charlotte operations from the 45,000 square feet it currently leases in the Duke Energy Center.
Tom Finke, Babsons chairman and CEO, said the firm plans to occupy about 200,000 square feet in the new building. He said Babson has enjoyed good success in Charlotte, growing from about 60employees in 2008 or 2009.
The firm expects that to continue, and is positioning itself for continued long-term growth.
Weve grown quite frankly a little faster than we thought we would, Finke said. A lot of people came out of the (economic) crisis and struggled. We came out of it well.
