Ex-Saline County Sheriff Bruce Pennington accepted free granite countertops in exchange for helping a man get out of a community service and took money from inmate phone cards to pay for his own legal troubles while in office, authorities allege in charges filed against him Friday.

Two other former employees of the sheriff's office were also charged, including a former lieutenant over criminal investigations who a confidential informant said provided her drugs in exchange for sex, the documents show.

Pennington, who left office last year after pleading guilty to alcohol-related charges after an arrest at a Benton restaurant, was formally charged Friday morning after an investigation by special prosecutor Cody Hiland.

Pennington is facing felony charges of theft of property and abuse of public trust and an additional misdemeanor theft of property charge. He was arrested at a Benton Wal-Mart around 11 a.m., Hiland said, though it wasn't clear if the other two ex-employees had been arrested.

According to the charging documents, the abuse of public trust charge reflects Pennington purportedly providing a false letter claiming a man who had been sentenced to community service had completed the work when he hadn't. Pennington then accepted an offer from the man to install granite countertops for free in his home, a probable cause affidavit states.

Pennington admitted providing the false letter and acknowledged that the man "wanted to repay him ... for the favor," the affidavit said. It added police spoke with multiple witnesses who said Pennington "bragged about the countertops and how he obtained them."

Pennington is also accused of using a $1,000 check to the sheriff's office for personal expenses after indicating it would be used to buy vests for the SWAT team and taking money that went missing from inmate phone card revenues. He used that to pay his own fines in district court from his own arrest and subsequent guilty pleas to public intoxication and refusal to submit to arrest.

Two others formerly employed by the sheriff's office are also charged as a result of the investigation, Hiland said.

Michael Frost, a former lieutenant over the criminal investigations division, is facing charges of delivery of a controlled substance and illegal use of a communication device.

According to a probable cause affidavit for Frost, an informant told authorities Frost would provide her narcotics and Frost "in turn would get sex" from the informant.

HAVEN'T BEEN to the San Francisco Decorator Showcase yet? There are at least three good reasons to go.

You can wander through House Beautiful magazine's Kitchen of the Year, experience the design work of eight Marin experts up close and tour 30 interior and exterior spaces containing plenty of inspirational ideas.

The Showcase House this year is a four-story brick mansion with six bedrooms spread out over 8,820 square feet, set on a third of an acre overlooking the Presidio and San Francisco Bay. It was built in 1908 for Alfred Sutro's family.

Here is a look at the work of the Marin participants.

"I always want people to have an aha moment, so as you come up the stairs from the Grand Entrance, I think you are surprised by this (rough-edged bronze alphabet collection) by Martin Bialas," says Ray of Five Senses Art Consultancy in San Rafael.

"The installation and concept is thoroughly contemporary and chic," she says. "It can be comfortable in a traditional home or contemporary home, or in a garden. It is extremely versatile."

NEW PORT RICHEY Improvements to Sims Park could at last come off the drawing board and begin construction in months ahead, city officials believe.

New Port Richey City Council members expressed eagerness Tuesday night to get the first phase of the park overhaul rolling.

Architects unveiled the rough draft of the park plan last August. Council members saw the revised version of a three-prong master plan Tuesday night and committed at least $1.8 million toward the initial upgrades.

Do-able was a key word most council members used to describe the plan.

Among first-phase priorities, the playground would be moved to the north end of the enlarged Sims Park, away from traffic on Main Street.

It gets the playground out of harms way, Mayor Rob Marlowe said.

Youngsters could gain splash pads in which to frolic, among other additions.

The deadline for a $200,000 grant toward the playground falls in December 2015, interim City Manager Susan Dillinger reported.

The relocation of the playground would require closing a section of Grand Boulevard along the existing, northern boundary of the park. Circle Boulevard could revert to two-way traffic since the plan shuts off part of the loop. City staff told council members a traffic study could be expedited.

At some point, Peace Hall would move from its current spot next to the West Pasco Historical Society Rao Musunuru. M.D., Museum and Library, to the east side of Orange Lake to make more room for the enlarged park.
