    Demolition in Carreta resumes

    TENSION arose when the demolition of houses occupying a private lot on J. De Veyra St., Cebu City resumed last Friday.

    Affected families raised placards and streamers expressing their opposition to the demolition, which was suspended for more than a month. They said the lot owner has not given them a place to relocate.

    Members of the Special Weapons and Tactics (Swat) and personnel from Police Station 4 were deployed to the area to maintain order.

    She said she has been living in the area for several years and she hopes that the lot owner would take pity on them.

    The Municipal Trial Court (MTCC) Branch 6 ordered the demolition of about 34 structures that served as dwelling for 117 families on J. De Veyra St. at the North Reclamation Area within the jurisdiction of Barangay Carreta.

    The court issued the order on Jan. 30 yet and was implemented only on March 11 and 12.

    But only a few houses were cleared from the lot owned George Giminez because the families appealed the courts decision.

    The court recently denied the families motion so the demolition resumed.

    The demolition was carried out by Deputy Sheriff Edilberto Suarin, who requested the presence of the police after getting into an argument with the affected families.

    Neighbors decry demolition of old Concord house

    CONCORD -- A bulldozer made quick work Monday morning of a house believed to be more than 80 years old, razed to make way for a small subdivision -- to the chagrin of a group of neighbors.

    The house, at 3319 Walnut Ave., belonged to the Humphrey family, for whom a nearby street is named. Discovery Builders, a branch of the Concord-based Seeno family home-building empire, plans to build the Copperleaf subdivision of 11 single-family houses on the 2.36-acre former walnut grove.

    Discovery Builders applied for a zoning change on the property to create slightly smaller lots -- 7,500-square-feet instead of the required 10,000 square feet. The city approved the tentative map and zoning change for the project in July 2009, despite neighbors' concerns about drainage, lot size, site elevation and parking.

    Although neighbors had believed otherwise, thanks to action taken at the state level, Discovery Builders wasn't required to go through the approval process again or pay any additional fees before beginning work on the project.

    "There have been some legislative extensions of subdivision maps in acknowledgment of the recession and the impact that's had on the home-building industry," said Carol Johnson, Concord's planning manager.

    Under the most recent state bill, Discovery Builders has an automatic extension until July 2015, according to Johnson. There isn't a time limit on the rezoning, she added.

    Discovery Builders did not return a call seeking comment.

    Neighbors decry demolition of old Concord house

    Demolition Begins At Watertown's Former Mercy Hospital

    It has been a long time coming, but demolition crews have finally begun demolishing the former Mercy Hospital in Watertown.

    Before crews began razing the building, Lieutenant Governor Robert Duffy and other local leaders spoke during a ceremony.

    "It's going to be done right. It's going to be done well. It's going to be a great asset for Watertown," said Duffy.

    The demolition marks the start of the official start of the $65 million Mercy Hospital redevelopment project.

    COR Development plans to build 168 apartments, offices and shops on the site.

    "There's always a need for new space and we've had quite a lot of interest," said Steven Aiello of COR Development.

    The company is receiving state money for the project.

    It's expected to create an estimated 400 new jobs and more than 650 construction jobs, as well as help meet critical housing requirements for Fort Drum personnel.

    The first phase of the project, which is a priority of the North Country Regional Economic Development Council, includes demolition of 377,000 square feet of the former hospital and nursing home that has been vacant in downtown Watertown since 2013.

    "It fits exactly into the strategic plan that the people of this region have developed," said Tony Collins, co-chair of the council.

    SC stays demolition of Supertech towers

    NEW DELHI: The Supreme Court on Monday spared Supertech's twin 40-storeyed residential towers from demolition for now but ordered that the controversial buildings remain sealed till further orders and added that the flats cannot not be further sold, allotted or transferred.

    A bench of Chief Justice R M Lodha and Justices Madan B Lokur and Kurian Joseph passed this interim order pending a final verdict on appeals by the builder and flat owners who had challenged an Allahabad high court judgment ordering demolition of the towers on the ground that these were constructed in violation of building bylaws.

    The Supreme Court bench was quick in giving interim relief against demolition of the Supertech towers but it was quicker to sniff an unholy nexus between the builder and Noida administration.

    At the beginning of the hearing, the bench said if it finally ordered demolition of unauthorized floors built in collusion with Noida officials, the authority would have to refund to the builder the construction cost of floors to be razed.

    As Supertech's counsel Mukul Rohatgi and Noida, through additional solicitor general L N Rao, pointed out that there was no violation of any bylaw and that the HC misdirected it by ordering demolition of the twin towers, the bench asked some simple questions: "What were the number of floors sanctioned initially, when did the construction commence and when did it get permission to build 40 floors?"

    From the history of the sanctioned plan, which kept increasing the number of floors in favour of the builder, the court found that the initial sanction in 2005 permitted the builder to construct ground plus nine floors. Next year, it was given a revised sanction for construction of ground plus 11 floors.

    On November 26, 2009, the authority allowed the builder to construct ground plus 24 floors and construction started a month or two later, Rohatgi said.

    The bench asked, "If you had sanction for 24 floors, the foundation of the towers must have been of the nature to sustain the load of a 24-storey building. How did you (the builder) add 16 more floors? Are you not putting the lives of people in danger?"

    Rohatgi surprised the bench by saying, "At the time of laying the foundation, the builder knew that he will get permission for constructing 40-storey building." Surprisingly, sanction for ground plus 40 floors came two-and-a-half years after the builder started construction of the towers, which was supposed to be ground plus 24 floors high.

    This meant the builder knew two-and-a-half years in advance that he would get sanction from Noida administration to construct 16 more floors than the sanctioned plan with which he started construction.

    No easy way toGolden Chair

    A contemporary artist has chosen a novel medium of art - installation art - to present his views on the present electoral politics centred on power of the Golden Chair.

    Raparla Vinod Chowdary has come up with Golden Chair, an installation art show, which was open to public at 6/1 Chandramouli Nagar, besides West Krishna Plaza on Lakshmipuram Main Road.

    The Golden Chair, is central to art form and is the bone of contention among the major players. It symbolises authority, power and influence.

    But the path to ascend the chair is fraught with use of money in the form of corruption , media - which influence public opinion, and all unethical electoral practices that have been the bane of Indian democracy.

    In fact, you can see that the Golden Chair looks rusty, unpolished but still retains the aura associated with power. The chair is 75-years-old and I found that the chair was discarded in a house. I know that the oldest and most respectable member of the family is no more. We need to polish the chair and make it look beautiful. Likewise, we need to cleanse the present system and elect good leaders, says Vinod Chowdary.

    Vinod has draped his single room with newspapers of various kinds - with stories on current affairs. A drapery hangs over the ceiling and runs up to the chair. The drapery symbolises the power of news media in influencing public opinion. But the news media too has become a tool in the hands of selfish politicians, says Vinod.

    Art critics such as Gridhar Vajjala, praised the new art. ``Vinods installation is a statement of dynamics of media and politics centered around power symbolised by the chair, Mr. Gridhar said.

    A native of Guntur, Vinod has left school at the age of 12 years to pursue art. In 1988, he moved to Chennai to work in films and since 1990, he has been working on contemporary art. He has just come back from USA where he show cased his art in Rennis Art Gallery at New Jersey.
