In support of the Austin City Councils new South Central Waterfront Plan Initiative, two local companies Aha Digital Marketing and Pfluger Architects are unveiling their recently acquired Aha Moment artwork on their co-owned property at 209 E. Riverside. Dr. Aha and Pfluger are among the first private property owners in the South Central Waterfront District to actively support the recently announced Vision + Design Intensive plan for the Central Waterfront.
The Aha Moment sculpture stands 14-feet tall and is approximately 20 feet in length. The piece was created by world-renowned, Napa, California artist, Gordon Huether, whose art can be found across the country, around the world and a little closer to home at the LBJ Library, Houston Hobby Airport, and the Law Building at Texas Tech University. The relationship was formed when Huether sought out Aha Digital Marketing to develop a new website for the artist.
Brad and I are longtime Austin residents, said Aha Founder and CEO, Deborah Pfluger. We love our city, and very much want to support the plan to enhance the visual environment in this district. Working with Gordon on his website introduced us to his work, and we felt it would make a perfect center-piece for our property.
The installation of Aha Moment is the first step in the two companies plans to re-invigorate their property. Their second phase will include new landscaping and accent lighting to enhance the sculpture.
We very much support the citys initiative, added Brad Pfluger, an Austin native and owner of Pfluger Architects. And, we recognize that individual property owners can team up with the city to create even more impact for this very visible gateway to Lady Bird Lake and downtown Austin.
The Austin City Council authorized the South Central Waterfront Plan Initiative in December 2013 after several years of planning. The initiative will establish a vision and provide a cohesive set of recommendations to guide public and private development over the next 20-plus years. The plan aims to facilitate privately developed properties and publicly financed amenities working in tandem to create a beautiful public realm that supports a lively, attractive pedestrian environment, creates great public spaces, and enhances connections to the waterfront.

A stroke of Gov. Phil; Bryants pen April 23 brought to a close Mississippis short-lived experiment in granting sales tax rebates to new retail shopping as a way to boost visitor numbers and create jobs.
The Mississippi Development Authority so far has awarded up to $155 million in potential subsidies for three shopping malls since legislators widened the sales tax rebate program last year to include cultural retail attractions, or what are more commonly known as retail centers and shopping malls. House Bill 1358 puts an end to the rebates at least for now.
HB1358 sponsor Rep. Rita Martinson, a Madison Republican, proposed in an earlier bill HB1233 to extend the incentives for three more years. Lawmakers balked at giving the renewal a vote, arguing the state has a dearth of evidence that the incentives brought much value to the state beyond creating low-paid retail jobs and created unfair competition for merchants not receiving the tax incentives.
With more study and hard data to provide their value, the sales tax rebates could return.
Martinson said in an interview with The Associated Press she thinks incentives have been helpful, but conceded: It might be at the point to sit back and see what weve done.
The incentives that expire on July 1 returned 80 percent of sales taxes collected at a development over 10 years, until the total collected reaches 30 percent of the construction price.
Many economists voice doubts about subsidizing retail development. Good Jobs First, a nonprofit group that is skeptical of business subsidies, is particularly critical of giving money to retailers, saying they dont pay well or create spinoff jobs, the AP reported.
Building new retail space doesnt grow the economy, it just moves sales and lousy jobs around, the group writes.
The first retail development to qualify for the widened incentives was Pearls Outlets of Mississippi, where Spectrum Capital could get up to $24 million of its $80 million investment back. That mall opened in November.

As Towson goes so goes Baltimore Countys other Commercial Revitalization Districts.
At least that is the opinion of Robert E. Latshaw Jr. , chairman of the Baltimore County Economic Development Commission. During an interview for a story about Towson developing into an urban area, Latshaw argued that if the county couldnt spur growth in the county seat it was going to have a hard time attracting investment in other parts if the county.
If you cant save Towson, and have it grow like its been growing, theres no way you can save the other revitalization districts like Pikesville, Parkville, Catonsville and Essex, Latshaw said. The county seat has got to be a success and it is. And will be more so in the future.
There are 16 commercial revitalizationareas in Baltimore County. All of the zones are considered front doors to our desired established communities, according to the countys website. Resources such as 10 free hours of architectural services, a $30,000 interest-free loan and a commercial revitalization tax credits are available in the zones.
