There could be more outdoor restaurant patios and new rules for businesses that sell food out of trucks or carts in Charlottetown this summer.
City council gave first and second reading to its street vendors bylaw at its regular public monthly meeting on Monday night.
The process opens issues for debate although council referred proposed amendments to the street vendors bylaw to a committee of the whole meeting before going any further.
The proposed amendments to the bylaw would see an expanded geographical area for outdoor patios to operate in the downtown area. It would also allow council to set the number of parking spaces allocated for those patios.
A new bylaw would set definitions for food trucks, food carts and mobile canteens and designated where they can operate.
Amendments would also introduce a licensing system, outlining the cost of fees for licences and an increase in minimum liability insurance. There would be a new application form for those licences which would list areas of permitted operation. And, there would be a deadline to file those applications and renew licences.
The police committee recommended the changes.
There is certainly a very large demand for street food now, said Coun. Rob Lantz, chairman of planning and heritage.

Nefarious deeds take place behind overgrown brush between homes and the Seaton Street pedestrian underpass.
Its an area where used needles and other trash are found. All the concrete, rocks and light fixtures in the tunnel that runs underneath the Trans-Canada Highway are splashed in paint, marker and even white out graffiti.
There are things (drawn) at eye level that kids shouldnt be seeing or reading, says Saanich police Const. Mark Pamminger. Some tags are absurd, others obscene.
Pamminger, the police departments graffiti co-ordinator and a bike section member, is happy all the vandalism will be gone this week. Saanich crews and a contractor power-washed the marked up surfaces last week, and are expected to finish painting over everything this afternoon (April 16).
Some see graffiti as art (but) its vandalism when its not consensual. Its not their property, Pamminger says. As artists they want to be seen. If you paint over it, why would they come back? The faster you remove graffiti the less they will return.
He cites personal anecdotal evidence in another area of Saanich where a business on the Galloping Goose Regional Trail took personal pride in their concrete wall. It was tagged five times, and every time the business owner quickly painted over the damage. The amount of graffiti in that area has dropped.
The quick removal plan is in place for Seaton, thanks to regular patrols by Saanich police officers and municipal staff.
The police alone cant deal with this, Pamminger says. Its a collaborative approach. Police are just facilitating the movement. Its a community issue.

DUNCAN Maundy Thursday, the night before the crucifixion that some Chrisitians refer to as Holy Thursday, will be recognized with special services in some Duncan churches.
The day is celebrated in recognition of the Last Supper and a foot washing ceremony that took place before the crucifixion of Jesus Christ.
Holy Week began on Sunday with Palm Sunday and will end on Easter Sunday.
Several days of significance are recognized during Holy Week, the final week of the Lenten season.
Because of the significance of the day on Thursday, many churches reflect on the sacrifice of Christ with special services. Some of these services include foot washings.
All Saints Episcopal Church has a special service scheduled for Maundy Thursday. The service, which will include foot washing, will be at 7 p.m. in the main church. The church will also have two Good Friday services, one at noon and the other at 7 p.m. Friday.
Good Shepherd Lutheran will have a service at 7 p.m. Thursday to celebrate the day. The church also has a Good Friday service also scheduled for 7 p.m.
First Presbyterian Church will celebrate Holy Thursday with a service beginning at 7 p.m. The Rev. Vicki Rucker will lead the service.

The next time you clean your house, try to do it without causing much harm to the environment.
Chemical cleaners are not the only things that will do a good job of ridding your home of stubborn dirt, according to an article by Jessica Kellner in the online site Care2.
She says three natural productsvinegar, baking soda and lemoncan be used to clean your whole house. They are versatile, not expensive and you probably have them already in your kitchen.
Kellner says, Many of the chemicals used in conventional cleaning products are bad for human health, and using them actually pollutes the air inside our homes. These cleaners are also a health hazard for children and pets.
After use, the chemicals go into the waterways and may leach into bodies of water, harming wildlife and potentially contaminating drinking water.
Kellner, editor of Natural Home & Garden magazine, a sustainable home and lifestyle magazine, says chemical cleaners are simply not necessary. Common household items can clean and disinfect just as well as commercial preparations without putting peoples health and the environment at risk.
She offers formulas to turn the natural products into effective cleaners.
To use vinegar as disinfectant, Kellner suggests mixing one part vinegar with four parts water. The all-purpose cleaning solution, she says, will disinfect anything from countertops to doorknobs.
To clean glass, combine 2 cups water, cup vinegar and teaspoon of liquid dish soap in a spray bottle. As for the toilet, Kellner says to pour 1 cup of vinegar into the toilet and let sit. Add a few tablespoons of baking soda for extra whitening power then use a toilet brush to remove rings, then flush. She says vinegar naturally deodorizes and kills germs.
For clogged drains, she recommends pouring cup of baking soda down the drain followed by cup of vinegar. Cover the drain to keep fizzing action inside. After the fizzing subsides, follow with a liter or two of boiling water, Kellner says. Snaking the drain or repeating the whole process may be needed in some cases.
