    Oswego OKs Orchard Rd. senior apartments

    A second three-story apartment building for senior citizens will be constructed off Orchard Road in Oswego as a result of action taken this past week by the village board.

    Village President Brian LeClercq cast the tie-breaking vote on the motion to approve the preliminary and final development plans for the second phase of the Diamond Senior Apartment project along the south side of Lewis Street, just east of Orchard Road.

    Board members Gail Johnson, Judy Sollinger and Pam Parr cast ballots in favor of the plans, while board members Tony Giles, Terry Michels and Scott Volpe cast the negative votes.

    Oswego Senior Apartments LP (limited partnership) is the project developer.

    According to information presented to the board by Rod Zenner, the village's community development director, the 63 unit apartment building will be constructed on a 2.76 acre parcel immediately south of the existing 60 unit apartment building constructed as part of the project's first phase three years ago.

    Like the existing building, the new apartment building will be clad in three toned bricked and siding and have a gable roof. The building will have a total of 65,809 square feet and include 50 one-bedroom apartments and 13 two-bedroom apartments.

    A parking lot with 93 spaces will be located immediately west and north of the building, according to project plans.

    Dan Kramer, a Yorkville attorney representing the developers, said the building has an estimated construction cost of $15 million.

    As with the existing building, the developers are seeking federal tax credit financing for the project through the Illinois Housing Development Authority (IHDA), the state's housing finance agency. This financing method serves to reduce the debt that developers have to borrow. As a result of the lower debt, the developers can offer lower rents to qualified tenants. Developments, financed with tax credits, serve households earning 60 percent or less of the area median income. However, rents are restricted so they don't exceed 30 percent of household income, according to the IHDA.

    Kramer said his clients are currently seeking IHDA financing for the second building.

Unfortunately, it's not only the flowers in your garden that attract pests but also your home itself. One of the most determined springtime pests is termites. Termites live up to their nickname of the "silent destroyer" very well as they can munch away at your home, virtually undetected. And, it's not just the critical support beams that they feed on. Termites can chew up floors, walls and even wallpaper.

    According to a study by the National Pest Management Association, termites cost U.S. homeowners approximately $5 billion in damage, which is not typically covered by homeowners insurance.

    Early spring is a critical time to be on the lookout for termite infestations. When the ground warms up, swarmers emerge to search for a suitable mate. If a pair chooses your home for their new residence, you could be looking at a colony of millions. The swarmers shed their wings during the mating process, so signs of these wings around windows and doors could be a warning of an infestation. Other signs include soft wood that sounds hollow when tapped, darkening or blistering of wood structures, and cracked or bubbling paint.

    As spring approaches, the NPMA shares these prevention strategies homeowners can use to protect their homes from termite damage.

    * Keep less frequently used rooms such as basements, attics and crawl spaces well ventilated and dry.

    * Repair leaking faucets, water pipes and AC units which are on the outside of the home. The added moisture could attract Dampwood termites that need access to water.

    * Repair fascia, soffits and rotted roof shingles. Some species of termites colonize a home through the attic.

    Restaurant patios coax diners back outside

    Our long, winter nightmare is over. Lets eat.

    Restaurants around Boston are hauling patio furniture out of storage, mixing up pitchers of sangria and putting oysters on ice. As temperatures creep from the 50s into the 70s (yes!), nobody wants to eat inside anymore.

    We keep our patio open year-round, and a few die-hards use it, but its really the Sox opening day that kicks off our season, Eastern Standard general manager Andrew Holden said. All of a sudden were pouring tall drinks on ice and glasses of rose; oyster and shrimp cocktail sales are way up.

    From Back Bay to South Boston, through Cambridge and Somerville, more and more patios, porches and decks are seating diners. At Forum, next to one of the marathon bombing locations, general manager Chris Loper is excited to begin a new season on a new patio.

    I dont think theres much emotional baggage here, were mostly excited to be out of a deep freeze, Loper said. Were ready for bowls of mussels to share, drinks and people-watching in one of Bostons best spots. Were ready for a good time.

    It wasnt long ago that spring celebrations were trapped behind glass, out of the April breezes. But things have slowly changed over a decade.

    Neighbors were worried about whooping and hollering, people jumping into the harbor, Salty Pig co-owner Mike Moxley said. But good owners and operators have proved to the city that this works. Its good for the city and transforms neighborhoods, giving them a European feel.

    The biggest transformation in the past decade has been in the Seaport District. Once a patchwork of modest seafood joints and industrial piers, the neighborhood has become a dining hot spot full of hip bars, steakhouses and two Legal Sea Foods restaurants Legal Test Kitchen and Legal Harborside. Legal president and CEO Roger Berkowitz has had a hand in the makeover.

    We saw with our patio at the Charles that outdoor dining is a magnet, he said. The sights and smells and activity brings people in. The trick was not getting into the neighborhood too early or too late, but I think we came at the right time. Now alfresco dining on the waterfront is jump-starting the whole area.

    Hopefully, more neighborhoods will see the economic impact and buzz outdoor dining brings. After all, we have only six months before groan were stuffing that patio furniture back into storage.

    More winter-like weather in store for the Capital

    The drastic swing in temperature in Ottawa Monday had many enjoying outdoor patios, going for a run along the Rideau Canal and procrastinating.

    "Its so nice we are supposed to be studying but we are not, we can't stay inside its ridiculous, said one young woman.

    Its been a crappy winter its nice to be out running again, said a jogger.

    The temperature in Ottawa reached a high of 25 C, but Environment Canada says it will drop to 6 C by Monday night and -3 C by Tuesday.

    Rain, freezing rain, and even snow are in the forecast for Ottawa and much of Eastern Ontario, according to Environment Canada.

    Motorists are being advised to be prepared for hazardous winter driving conditions due to low visibility and deteriorating road conditions due to freezing rain.

    More seasonal temperatures are expected by the end of this week.
