But, Bright said, "it had been not touched just enough that I could see the potential."
The roof deck with views of Center City, the curving wall of the living room, and the original plaster ceiling medallions caught his eye.
A week before the sale closed, he was laid off. He bought the house anyway and got to work: ripping up carpet, exposing and repointing brick, doing his own plaster work where needed.
Along the way, he met Mangini - and the two discovered a shared passion for design; a whimsical, vintage-inspired aesthetic; and many dusty, grimy treasures just waiting to be reclaimed.
Mangini's contribution was an ability to make all those patinated finds look stylish.
"I'm good at the small picture; Percy's so much better at the big picture," she said. "He does a lot of the stuff I don't know how to do. I do a lot of sanding, painting, finding furniture, and styling - which is just finding cool stuff and arranging it in a way that looks cool to you. It seems really obvious to me, but Percy doesn't think it is."
Both are self-taught when it comes to renovations.
"So much of our design work is just about a gut feeling," Mangini said. The rest, she conceded, is trial and error.
Bright laid blue penny tile in the foyer. Then, deciding that didn't work, he ripped it out and painted the damaged wood flooring in a diamond pattern instead. In the kitchen, he wanted to paint an accent wall with graphic brown dots. After several other techniques failed to produce perfectly crisp circles, he resorted to cutting out stencils from freezer paper, one by one.
And when it came to their living room, the couple's lack of experience didn't limit their aspirations. "We'd seen a photo of this beautiful French parlor room, and we were like, 'Let's do that,' " Mangini said.

Eddie George was too busy charging through defenses as an NFL running back to stop and inspect the stadium turf. Now retired, hes turning a critical eye to home building and design as a judge on a new reality television show.
George joins designer Nate Berkus and interior decorator Monica Pedersen on American Dream Builders, debuting Sunday on NBC.
For George, the show is a chance to make use of his college degree, having majored in landscape architecture at Ohio State University, where he won the Heisman Trophy in 1995. He jokes he had no one to discuss his passion with during his nine-year career playing for the Tennessee Titans and Dallas Cowboys.
This opportunity presented itself for me not only to show the talents of a landscape architect, but also to be creative, he said.
After graduating, George opened the Edge Group, a planning and architecture firm with offices in Columbus, Ohio, and Nashville, Tenn. He later earned an MBA from Northwestern University.
Berkus said he had never heard of George before the show because hes not a football fan.
For Dream Builders, Berkus sometimes climbed on the shoulders of George, who is 6-foot-3, to better inspect crown molding in homes they judged.
You can make a room look fabulous, but if you are in there for about five minutes and you notice all of the small things that are wrong, it can go south really fast, George said. One of the things that Ive learned on this show is how to truly go into a space and gauge it for what it is and how much thoughtfulness has gone into it and how the details really speak volumes down to the knobs that you use on the drawers or the counters.
American Dream Builders features 12 contestants divided into two teams to redesign and renovate a home inside and out in a matter of days. Each week, one contestant is eliminated until two reach the finale, where they renovate two Southern California homes while competing for a cash prize. At-home viewers can go online to enter a contest in which the shows winner will renovate their home.
Its interesting to see the contestants react to Eddies judgment week after week because, if they dont get the details right, he notices every time, Berkus said.

The board approved the vendor in a vote March 18 at the districts school board meeting.
The meeting agenda indicated the project would include installation, sanding and finishing a new wood gym floor; modifications to bleachers, partition door and wall mats; new volleyball standards and basketball backboards; and wrestling mat mover.
According to a list of long-term capital projects for 2013-14 in the minutes from the boards property committee meeting in November, because the current gym floor was rubber, kids slip and water under [the] floor causes [the] floor to buckle, which is a safety hazard.
Before the board vote, Vice President Gretchen Slapinsky said the property committee had met earlier in the day and saw preliminary design sketches for the gymnasium renovation project, and the administration would finalize them.
This proposal is in line with the numbers we were talking about, Slapinsky said.
Board member Holly Kisailus asked for explanations of various aspects of the renovation project. Slapinsky replied that the bleachers had to be moved for the floor to be worked on.
As for the wall mats, Craig Thorne, the districts director of operations, explained that they needed to be remounted because the floor was being raised by 2 1/2 inches. He also said the existing volleyball standards were portable and had caused damage in the past, and the basketball backboards are outdated and needed to be replaced.
During her property committee report, Slapinsky reported that there had been discussion about the bus garage, where an investigation into contamination was ongoing. She added that the district hoped the related costs would be covered by insurance.
Also, Slapinsky said that the district had been in touch with the township about a possible stormwater management project on the site and what the potential implications might be for investigating the contamination. Continued...

A two-alarm fire at an historic Larkspur restaurant over the weekend has been attributed to an oven flue exhaust pipe near the buildings roof, officials said.
While returning from a medical call at approximately 2:50 a.m. March 15, crewmembers with the Larkspur Fire Department noticed smoke and discovered a fire roaring at the Tavern at Lark Creek, Chief Bob Sinnott said.
The crew reportedly observed smoke coming from the second floor of the Victorian building at 234 Magnolia Ave., according to Sinnott. The fire was quickly upgraded to a second alarm, and firefighters and crews from the Larkspur, Corte Madera, San Rafael, Kentfield, Mill Valley and Ross Valley departments were called to assist.
Firefighters were able to control the fire in about 90 minutes after the blaze burned portions of the buildings roof, eaves and attic areas, Sinnott said. The restaurants dining and kitchen areas also sustained significant smoke, heat and water damage.
Sinnott said the fire is believed to have originated near the oven flue as a result of heat build up. Damage estimates were not available, but the chief said the building is structurally stable and should be ready for repairs and remodeling soon.
No injuries were reported during the fire.
Sinnott credited the firefighters who spotted the blaze for their quick action in locating and attacking the blaze.
Because few people are awake at this hour, this most likely prevented a delay in receiving a report of the fire and subsequently further damage to the building, he said.
The Tavern at Lark Creek was built in the late 19th Century and served as a home for decades before it was converted into a restaurant in the 1970s.
