SINGAPORE: From the second half of this year, the government will make productive technologies like the Prefabricated, Pre-finished Volumetric Construction and Cross Laminated Timber part of tender conditions for certain government land sales sites.
It will also be further raising the minimum buildable design and constructability scores in September this year and then again in September 2015.
These measures to boost construction sector productivity were announced in Parliament on Monday.
Nanyang Technological University (NTU) is building Singapore's first multi-storey development using Prefabricated, Pre-finished Volumetric Construction or PPVC.
Successfully used in the US, UK and Australia, PPVC allows whole apartment-sized units, complete with internal fixtures, to be installed on-site.
The new hostel North Hill, which can house 1,800 students, is expected to be completed in end-2015.
Mr Paul Chain, Chief Executive Officer, NTU Development & Facilities Management, said: "We are expecting 40% of labour savings. We are using a bit more materials, so material cost will be higher, but I think if we control properly, the increase in cost ought to be marginal, should not be more than 5%-10%."
NTU is also adopting another new technology - Cross Laminated Timber - in the construction of its new sports hall.
The engineered timber can be used as structural and non-structural components in a building project.
Responding to Channel NewsAsia's query, the Singapore Civil Defence Force (SCDF) said it supports initiatives aimed at raising construction productivity by leveraging new technologies, such as Cross Laminated Timber (CLT).

How much is too much?
That's what some real estate insiders and lenders are saying about the surge in new luxury apartment units in downtown Madison.
The Cap Times cover story last week that took a look at the issue was the most-read story on captimes.com.
City figures show that in the "core downtown" area between Park and Blair streets, Madison added 396 apartment units in 2013, with an additional 1,440 either approved or under construction.
But the apartment building boom hasn't negatively impacted the downtown vacancy rate. In the fourth quarter of 2013, there were just 153 vacant units out of 11,400 available in the 53703 ZIP code (1.34 percent).

The tilt in the economic policy to facilitate urban sectors under the Nawaz Sharif government got a positive response from industry and services, which were somewhat unnerved by the PPPs policy to reverse the process of transfer of resources from the rural to urban sector.
Headline GDP for the first quarter of this fiscal was pleasantly surprising. The reported 5pc growth was better than most optimistic economic forecasts so far. The SBP, in its first quarterly report for 2013-14, released late last month, did raise questions about the sustainability of the trend and hinged the growth prospects on the implementation of structural reforms in the fiscal and energy sectors.
With fertiliser and paint industry leading, the large-scale manufacturing (LSM) sector posted an impressive growth, and with the help of the services sector, enabled GDP to grow by 5pc in the period under review. They also more than made up for the lag in growth of the agricultural sector.
Construction, retail and communication sectors are believed to have contributed to growth in services sector. According to the SBP report, nothing significant can be inferred about services till detailed information is available.
Experts attribute the better-than-expected performance of urban sectors primarily to two factors: better energy supply (gas/electricity) to industry, and the confidence of the business community in the Nawaz Sharif government. Their mistrust of the PPP manifested in the slow business expansion during the partys tenure of office.
During the PPPs rule (2008-13), the performance of the agricultural sector was way better than its mean annual growth over the preceding decade from 1998-2008.
The fast moving consumer goods (FMCG) sector is said to have immensely benefited from the rural growth, as the purchasing power of the neglected population increased on the back of higher support prices of wheat and sugarcane. The demand for basic consumer items like soaps, toothpaste, washing powders, etc. is said to have risen dramatically.
The rural prosperity was also shared by businesses dealing with farm inputs like fertiliser, seeds etc., as a result of price hikes. Mechanisation of farming got a boost from increased subsidised tractor sales.
The freeze in the support price of wheat, besides other factors, experts believe, contributed to the underperformance of agriculture in the first quarter of the current fiscal.
Meanwhile, the State Banks first quarterly report for FY14 says, industry and services were the major drivers of growth as agriculture underperformed.

Information was as abundant as optimism this week at the International Builders Show in Las Vegas, where more than 75,000 home builders and suppliers gathered to discuss topics ranging from new building products to buyers preferences.
Many economists predict that 2014 will build upon the home-market gains from last year, bringing big increases in the number of homes built and of new homes sold. That bullish outlook contributed to rising attendance at the conference and a resurgence of exhibitors offering luxury and discretionary items.
Meanwhile, builders boned up on strategies to keep the momentum going, such as learning that buyers covet low-emissive windows and dont much care for outdoor kitchens. Heres a look at a few pearls offered up at this weeks conference.
1) Walk-In Closets In, Laminate Countertops Out: Buyers this year really like big closets attached to their master bedrooms. Outdoor fireplaces? Not so much.
The conferences organizer, the National Association of Home Builders, outlined the results of its December survey of buyers preferences. The top new-home characteristics most favored by respondents, in order: walk-in closets, low-e heat-reflecting windows, laundry rooms, great rooms, energy-star related appliances and programmable thermostats.
Getting the most thumbs-down votes from respondents: laminate countertops, outdoor kitchens,outdoor fireplaces, sunrooms and two-story family rooms.
2) New Homes Are Still Growing: Americans, when they can afford it, nearly always opt for a larger house. Consider that the average size of a newly built home in the U.S. has increased for five consecutive years to 2,679 square feet.
Census data shows that, last year, 48% of newly built U.S. homes had four or more bedrooms, according to a builders association presentation at the show. Thats up from 34% in 2009. New homes with three or more bathrooms increased to 35% last year, up from 23% in 2010. Those with three-car garages increased to 22% last year from 16% in 2010. And two-story homes rose to 60% of all construction starts last year from 51% in 2009.
3) Boomers Not Done Yet:The Baby Boomers arent ceding the home market to Generations Y and Z yet.
Jonathan Smoke, chief economist at research firm Hanley Wood LLC, pointed out at the conference that buyers aged 55 years and older are forecast to account for 25% of the home-buying market this year. That ratio is likely to grow in the coming years, he added.
Some of the main trends gleaned from the survey are that the open-concept kitchen is still widely popular, granite and quartz are the materials of choice when it comes to countertops, mixing appliance materials is considered, and conservative colors schemes dominate the market. The study also found that 49 percent of the responders believe in completely gutting the existing kitchen, while 42 percent prefer to update their existing space.
In terms of finishes and colors, 65 percent of responders are incorporating stainless steel appliances into their kitchen design, while many are also combining stainless with white or color appliances or integrating appliances into the cabinetry. Soft and neutral tones were most popular with responders, and topping the list of must-have appliances are a chefs stove, double ovens and induction cooktops.
Half of the responders chose stone as the preferred material for countertops, with quartz coming in as a close second with 36 percent. Top backsplash choices include tile and glass, and top flooring choices include hardwood and tile.
The study also found that homeowners under the age of 45 prefer a contemporary design in their kitchens, while the traditional look is most popular with those over the age of 45. Seventy-nine percent of the responders said they chose to or are choosing to renovate their kitchens to improve the look and feel of the space, and 59 percent want to improve the kitchens function. Other motivators include appliance upgrades, improved storage and increasing the homes value. Only half of the responders were concerned with creating an eco-friendly kitchen in terms of appliance and material selection.
Out of the 7,812 homeowners who were surveyed, 32 percent have already begun construction on their kitchens, and 68 percent have yet to start, although it seems likely they know where they want to go once they get there. To see the full study, please click here.
