    Proposal would allow restaurants in Lakeside Downtown Kincardine to set up seasonal sidewalk patios

    In the midst of a brutal winter, imagining Kincardine at the full height of summer can offer a brief respite: a nice breeze coming off the lake, a group of teenagers jumping off the pier, the streets busy with tourists and young families headed to the Monday market, and the seasonal sidewalk patios set up outside Queen Street restaurants and packed with diners.

    Okay, so the last detail may not be part of your image of Kincardines downtown, at least not yet.

    A new tourism initiative approved by Kincardine council at its Feb. 19 meeting will allow downtown restaurants to set up sidewalk patios in front of their storefronts.

    Community services coordinator Steve Murray told council the plan would mimic similar programs in other cities - the sidewalk patio having become a trend in the last couple of years - and offer a chance for businesses to increase their revenue and enliven the streetscape.

    Business owners would be responsible for setting up temporary sidewalks on the parking spaces in front of their stores. Murray proposed charging a $200 fee for businesses to apply to set up a sidewalk patio each year, and an additional monthly fee of 25 cents per square foot to lease the space taken up on the sidewalk and in the parking space. In its report, staff recommended the fees be waived for the first year to encourage businesses to try it out.

    Being someone who works downtown, I would personally appreciate being able to sit outside for lunch, Councillor Candy Hewitt said. And I know in other communities with policies like this, those seats are always the first to be filled.

    There was some concern over the fee structure, and Councillor Ken Craig asked how staff arrived at the $200 fee.

    Murray said it was the median fee found in other municipalities with a similar bylaw, but noted they would want to revisit it after they had a better idea how much it would cost to administer the program.

    I dont agree with waiving the fee, Craig said. There is a cost to doing business. He recommended council charge 50 per cent of the proposed fee in each of the first two years so there was at least some cost recovery if businesses quit after a year.

    Councillor Jacqueline Faubert thought the $200 fee was pretty steep and noted the median staff considered included the fees in big cities like Kingston, Ottawa and London.

    DuPont and Procter & Gamble Company (P&G) are the joint winners of the 2014 Sustainable Bio Award for Bio-Based Product Innovation of the Year. The two companies were recognized today at the 2014 World Bio Markets Conference in Amsterdam for their pioneering work to achieve the previously impossible: the cleaning power of warm-water clothes washing at cold-water temperatures.

    This collaboration brought together DuPont a world leader in science and innovation and P&G a world leader in consumer products to develop the next generation of cleaning technology. DuPont applied an unprecedented scientific process to build a new enzyme technology that delivers better cleaning power at lower wash temperatures. This innovative engineering method discovered an optimal enzyme, also known as a protease, which matches the performance of detergent at 60F as the previous generation of product at 90F. This new protease improves cold water wash performance allowing consumers to reduce energy use by washing in lower temperatures the most energy-intensive aspect of laundering clothes. DuPont worked with P&Gs scientists to incorporate this protease into their liquid detergent products, which they are marketing around the globe.

    This protein has the potential to become one of the most widely used engineered enzymes in the world, said William F. Feehery, president, DuPont Industrial Biosciences. With Procter & Gamble, we were able to combine the resources and talents of our global teams to completely re-imagine this product from the ground up. The result is a breakthrough for consumers that delivers superior fabric cleaning in cold water.

    The new product enables unprecedented environmental benefits for the detergent industry. Approximately 45 billion loads of laundry are cleaned in U.S. homes annually, producing roughly 40 million metric tons of carbon dioxide emissions (CO2). If all of those loads were run in cold water, the energy saved from not heating the water would reduce CO2 emissions by 32.3 million metric tons the equivalent of the annual electricity use of 3.7 million U.S. homes. For consumers, that means lower energy bills and more money in their pockets.

    Students should challenge Danko

    President James Danko may not want to admit this, but he is a businessman.

    Should students be worried or concerned, frightened or skeptical?

    Yes, they should, but not for reasons that you think.

    Students should question if Butlers leader is considering their opinions when the university decides to make drastic changes.

    In 10 to 15 years, Danko wants students to look back and believe their degrees are more prestigious and nationally recognized.

    We need to make sure that we are up there with the other well-known, residential, private universities, Danko said.

    Danko said that elite class of universities includes Georgetown, Wake Forest and Villanova.

    Achieving this will not be easy, and students will experience growing pains as the university continues to make changes.

    I think there will be inconveniences when new construction breaks ground in the coming months. I expect the cost of attending Butler University will also have to rise to fund any additions to campus.

    North County casino launches expansion

    Not content to cater just to Southern Californians, the Rincon Indian tribe is getting ready to debut an ambitious $160 million expansion of its Harrahs-branded resort that it hopes will help elevate it as a world-class destination.

    Now at 1,065 rooms, the newly named Harrahs Resort Southern California on Valley Center Road just south of Highway 76 will be the fourth-biggest hotel property in the county, just edging out the Sheraton Hotel and Marina on Harbor Island. It will also be the largest American Indian casino/resort in California in terms of hotel rooms, said Bo Mazzetti, chairman of the Rincon Band of Luiseo Indians.

    The North County resorts new name, which no longer includes a reference to the Rincon reservation, will also go a long way toward more widely marketing the property, said Mazzetti.

    This was a business decision made by the full council, he explained. If were going to do what we set out to do, which is to be a world-class facility and attract people from Russia, China, the United States, you have to have something attractive, something that people will understand. How many people are familiar with Valley Center or Rincon?

    The Rincon band decided to move forward with the project only after careful research and monitoring of occupancy rates, which have hovered around 97 percent year-round. Mazzetti noted that the resorts pool parties had become so popular the resort had to turn people away.

    The debut last July of the hotels swim-up bar and a 400-foot-long lazy river pool, which circulates through grottos and waterfalls, marked the first phase of the renovation. The Baja-inspired ritas Cantina also opened at that time, and due to open next month is a wine and craft beer bar called Corked, which has a 15,260-square-foot patio and will have live music.

    The resorts biggest additions, though, are a new 21-story tower opening in April with 403 guest rooms and a 53,000-square-foot convention and entertainment venue that can accommodate up to 2,200 in concert-style seating. Its part of the resorts effort to expand its customer base and better market itself as a destination not only for leisure travelers but also for smaller conventions and meetings, said Janet Baronio, regional president and general manager of the resort.

    We began to see customer visitation pick up and move to a higher level and customer spending and visitation from outlying areas also began to pick up, Baronio said. We draw a lot of customers from Southern California counties, and we have national customers, as well. As that continued to grow, those discussions about the master plan continued to evolve to the point that now is the time to move forward.

    The last major expansion and renovation was in 2004 two years after the resort opened when the Rincon band spent $168 million on a new 465-room hotel tower, parking garage and spa; an expansion of the pool area and a remodel of its smaller Garden Tower. Come this fall, an additional $20 million will be invested in a renovation of the hotels other larger tower.
