The new owners of one of Vancouvers most storied character homes, Casa Mia, are set to take their plans for the property to a public hearing March 13.

Maureen McIntosh and Lynn Aarvold of The Care Group bought the property at 1920 Southwest Marine Drive for $10 million in 2010 and now want the property rezoned so they can build a 62-bed, two-storey long-term care wing onto the mansion, according to documents filed with the city.

The proposed plans, drawn up by Stuart Howard Architects, would see the heritage mansion preserved, but converted for care, dining, lounge and recreational use. A LEED Gold Certified facility complete with basement, 16 spaces of underground parking and three loading bays would be built adjacent and connected to the mansion, extending toward the northern edge of the property.

The Spanish Revival mansion, built in 1932 by beer baron and supposed rum-runner George C. Reifel, is painted with as much colourful myth and history as the man himself.

It was at the start of the Great Depression that Reifel built the eight-bedroom, eight-bathroom 1,860 square metre mansion, according to a heritage conservation plan for Casa Mia by Donald Luxton and Associates. He paid for Casa Mia in cash, according to the plan, and the buildings opulence hardly reflected the dire times.

It did however, reflect Hollywoods obsession with romantic and swashbuckling dramas and an era when pricey homes were expected to reflect an identifiable historical style, according to the plan. In the case of Casa Mia, that style was Spanish Revival, as seen in its shape, cement stucco siding, terra cotta roof tiles and wrought iron gate.

Inside, there is a ballroom in the basement where jazz legends played when they werent performing at other Reifel-built venues such as the Commodore Block or the Vogue and Studio theatres.

The upstairs playroom in a third-floor tower was decorated by Disney artists in 1938 with scenes from Snow White and the Seven Dwarfs.

There is a billiards room, a lounge, a curved grand staircase, a sunroom with views of the Fraser River, and a backyard pool. There are fireplaces, a library, and a basement vault with a hidden drop chute for valuables.

What there is not, however, is an oft-rumoured secret tunnel built between Casa Mia and nearby Rio Vista at 2170 Southwest Marine Dr., where the family supposedly stored U.S.-bound booze. Jane Reifel, one of George Reifels three children, told the Sun in 2007 that story is a myth.

MT. VERNON The council will be presented with seven Tax Increment Finance Redevelopment agreements on Monday.

More than 12 projects were presented to the Downtown TIF Advisory Committee last week, but grant recommendations were not discussed at that time.

The projects which will be presented for consideration of TIF funds are for King City Books, R&R The Crossing, Girolamos, Headpieces by Toni, Once Upon A Lifetime Photography, the William D. and Phyllis A Edminson Trust and Steven L. Beal.

Kendra and Dale Peterson have been recommended to receive 47 percent of total projects costs for King City Books, not to exceed $40,000, which will be paid from 2013-14 TIF proceeds to rehabilitate a building on Ninth Street. The total project includes demolition, wood floor repair and refinishing, new wood partitions, plaster repair and painting, an electrical upgrade, coffee counter and equipment, shelving and furnishing, virtrolite repair, window restoration, new signage, plumbing and professional fees.

Randy and Linda Lowery owners of R&R The Crossing have been recommended to receive a grant in the amount of 42 percent of total project costs not to exceed $50,000. The funds, if approved, will be paid from 2013-14 TIF proceeds.

The project will rehabilitate the business building, which has a total project cost estimate at $119,700. The work includes tuck pointing, repair of front awning, new top band, new doors, new windows, paint, signage and removal of old awning; new ceilings in the front bar, removal and rebuilding of closets, removing the double door entrance; remove barn wood and replace and repair several walls, install new ceiling fans and re-do the bar; put new ceilings

in the back bar and restrooms, paint and re-do the walls, remove the old heating system, cut down the bar and install new fireplaces; and remove and install new flooring throughout.

Girolamos has been recommended to receive a grant of 23 percent of the total project costs not to exceed $75,000 paid from 2013-14 TIF proceeds.

The total project undertaken by owner Frank Barlotta for 815, 817 and 819 Jordan St., is estimated at $323,500 which includes $265,000 in building renovations, $45,000 in building acquisition and $13,500 in equipment.

Headpieces by Toni, owned by Toni Federici, has been recommended to receive a grant of 37 percent of total project costs not to exceed $10,000 to be paid from 2013-14 TIF proceeds.

With hundreds of trees and thousands of branches down from the recent ice storm, the Radnor Township Board of Commissioners Monday approved hiring a contractor to help township employees clean up trees and brush.

While residents can put bundles of tied up branches out at the curb on Wednesdays as usual, the township will make additional collections, as well, said Steve Norcini, director of public works.

Residents should put those branches of no larger than 14 inches in diameter and no more than 2 feet long at the curb by March 16.

In addition, the grinders at Skunk Hollow will be open by appointment for residents or their landscapers to bring larger tree trunks and branches, Norcini said. Call the township at (610) 688-5600, ext. 155 for an appointment.

The outside help is slated to cost $9,500 per week and will continue for about four or five weeks, Norcini said.

Commissioners President Elaine Schaefer said most homes in the township have some fallen trees and branches and would benefit from the additional service.

Resident Jim Schneller of St. Davids objected to the plan, saying that it penalized prudent residents who took care of dangerous trees before the storm felled them.

The commissioners also discussed - but voted 5-2 against - a proposal to amend their ordinances to require that people submit written documents to the Planning Commission or the Board of Commissioners at least three business days before a meeting. Commissioner John Fisher said that staff members had requested the change because of the large numbers of documents generated by the Comprehensive Integrated College Development Ordinance requested by Villanova University and the Mixed Use Special Transportation Development Ordinance (MUST) for the BioMed site and three other properties along King of Prussia Road. Having the documents several days before the meetings would allow officials time to read them and also cut down on the confusion as to which version was the one under consideration, according to Fisher.

In addition, the BOC set a March 31 hearing date for the CICD ordinance. That hearing will begin at 6:30 p.m. in the township building. The Planning Commission is expected discuss the CICD at its March 3 meeting at 7 p.m.
