Other likely development on the property includes medical/professional office, banks, restaurants, retail, additional office buildings and a full service hotel."
In addition to the proposed new commercial development, the City of Sugar Land is considering plans and funding for a festival ground site, a community park (cricket, lacrosse, adult soccer, tennis, flag football, trails, picnic pavilions and other amenities), and improvements to Brazos River Park (kayak/canoe launches, hike and bike trails, etc.) on Telfair property adjacent to the approved Sugar Land Performing Arts Center.

Operators in the Commercial Building Construction industry in Canada have experienced strong growth over the past five years. Though vacancy rates for retail and office building space increased in 2009, the industry has since picked up strongly. The federal government implemented numerous initiatives in 2010 to assist the industry in a rapid turnaround, according to IBISWorld Industry Analyst Omar Khedr. These contracts include both new-building construction and smaller-scale renovation and repair projects, benefiting both large and small industry operators. In addition, slow growth in consumer spending and a drop in private investment prompted the federal government to loosen lending standards, which urged businesses to increase spending. As a result, falling vacancy rates and rising consumer spending have led to a sharp increase in the number of building starts since 2010.
Unlike in the United States, consumer spending in Canada never contracted. Consequently, industry revenue expanded in 2010 by 8.8% and rose another 7.0% in 2012. Between 2009 and 2012, most industry operators managed to keep healthy profit margins by efficiently subcontracting labor and leasing equipment. Due to these trends, IBISWorld expects revenue to increase at an average annual rate of 5.7% to $37.9 billion in the five years to 2014. Aggressive lending into the commercial sector, higher corporate profitability and gains in disposable income have prompted increased demand, says Khedr. Also, a surge in private investment activities is expected to push revenue up by 4.7% in 2014.
Commercial construction typically lags behind the overall economy by one to two years, due in part to the length of construction contracts and the pipeline of projects that general contractors keep on the books. Over the five years to 2019, this pipeline of strong projects is anticipated to allow revenue to continue its upward trend that began in 2010, albeit at a slower rate of an annualized 3.5% to $45.1 billion in 2019. The industry is set to benefit from the increased migration of the population toward metropolitan areas; additionally, stronger sentiment toward green and sustainable construction will push up demand further. As of June 2013, 29 municipalities across Canada have programs in place to promote green and sustainable construction.

MARTINSBURG - Residents of the greater Martinsburg area were invited to a grand opening celebration at the new Berkeley County Sheriff's Office on Saturday afternoon to learn more about the building and tour the facility.
The 36,000 square-foot building, located at 510 S. Raleigh St., was formerly a Martin's grocery store. According to Doug Copenhaver, president of the Berkeley County Council, remodeling the entire building cost less than $90 per square foot.
The new sheriff's office houses a locker room with showers, holding cells, training classrooms and an evidence processing lab.

Berkeley County Council president Doug Copenhaver passes the ceremonial scissors to Berkeley County Sheriff Kenny Lemaster at the ribbon cutting marking the grand opening of the new Berkeley County Sheriffs Office at 510 S. Raleigh St.
Approximately 79,000 feet of data cable run through the building, which is electronically connected to the judicial center and the Dunn Building across the street.
According to Copenhaver, the project went over its $3 million budget, but, he said, the result was better quality work.
"We actually went over budget, probably about $60,000, because our budget was $3 million," he said. "I asked the council for a $60,000 buffer, but we ended up doing about 20 percent more work. Our original plan was just to have the front facade redone, but we did all four sides and we added a courtyard on the south side. It was about 20 percent more work, better quality stuff and only three percent extra that we asked for, and I don't think we're going to use it all."
"The outfitting budget was $250,000, and I believe that's going to come under. We were under the $3 million price tag and we were under the $250,000 last time we looked at the numbers, which was two weeks ago. We've been working so hard to get the building done that we're going to look at it again and catch up with it in a few weeks," he said.
The project was partially funded through Community Participation Grants, and according to Copenhaver, the grants accounted for less than $100,000 of the total budget. The rest, he said, was financed through a local bank.

The Gte TerreCiel in Baie-St-Paul, Charlevoix, is as revolutionary as a B&B can be in 2014, and it is also as homespun as any guest house of 1914. (TerreCiel is one word because it is a play on the synergy of Earth-sky and yin-yang.)
The revolution begins with the fact that TerreCiel is one of the few lodging establishments in North America that accepts payment in bitcoin, the new digital currency.
Why add this option in addition to good, hard cash and reliable credit cards? I asked the B&Bs owner, David Mancini, who is a 30-year-old former computer programmer.
I think its the future of currency, he explained. And bitcoin is better than credit cards because there are no transaction fees, in most cases.
For my guests from other countries, it will mean convenience and savings. They can eliminate paying charges on currency exchanges and travellers cheques and they dont have to carry cash.
TerreCiel hasnt had any bitcoin clients yet, possibly because most of the world is still trying to figure out how to use it. You can buy bitcoins at an ATM on St-Laurent Blvd. in Montreal or at such Web sources as http://www.localbitcoins.com or http://www.cointrader.net.
You create an online wallet on your computer or cellphone (but not an iPhone), and once you have deposited bitcoins (similar to filling a PayPal account with dollars), you do an e-transfer to Mancinis wallet. If your B&B room costs about $100, and one bitcoin equals $700 Canadian (a recent exchange rate), you would pay about 15 per cent of a bitcoin. The value fluctuates wildly, but it has increased overall at about five-fold during the past six months.
TerreCiel operates on another revolutionary fiscal principle. The B&B has a price list for its accommodations during the high season, from June through October.
The rest of the year, people pay what they want, Mancini said, but only if they book through our website, which 95 per cent of our clients do. If they come to us any other way, by phone or through Booking.com or Hotels.com, they pay the list price.
It is a little crazy, but it works. Most people voluntarily pay a fair market price.

The Shelbyville School Board approved the recommendation by the districts architect for the roofing project on the high school during its regular meeting February 20.
Bid opening was held February 14 with nine bids submitted. The project include roof replacement on the high school gym and auditorium.
The districts architect Bill VanDusen of Allied Design Consultants told the board that if defects were revealed, the 10 percent contingency would be in the Life Safety contract.
This is a 1980s roofing. Its time to replace it and the timing was good for competitive bids, VanDusen said.
The low bid was Top Quality Roofing Company of Mt. Zion at $269,000. Estimated cost was $338,000. The board approved and signed the contract to get the project started. Work is expected to start after school is out June 2 with an anticipated completion date of August 15.
In administrative reports, Superintendent Denise Bence noted that nine snow days have been declared so three of the days will be submitted to the state as act of God days.
She reported that public forums, radio spots, and TV interviews are being used to inform the public on the Shelby County sales tax referendum.
Bence added that she will be applying for a $50,000 maintenance grant, which will require a matching $50,000 from the districts funds, and recommended that, if awarded, the money be used for replacing exterior doors. Estimated cost for all doors is $140,000. The board approved the application.
Bence also reported that damage from the storm earlier that day tore the roof off the press box, pushed the band trailer into the concession stand, damaging the roof of the stand; blew out a window in the high school, and damaged bleachers at the baseball field north of Moulton school. She added that she has already contacted the insurance company, noting that premiums went up after the claim on the Main Street School chimney that was damaged by lightning a few years ago.
Moulton Middle School principal Russ Tomblin noted that ISAT testing will be held the first week of March. He added that as a result of last years test results that Shelbyville ranked 5th out of 40 area schools.

COLUMBIANA The Columbiana Board of Education will soon be taking the next step with regards to the roof over South Side Middle School.
During a special meeting Thursday the board heard presentations from two manufacturers and one local roofing company representing a manufacturer.
The manufacturers are on a state bidding system and estimates range from $300,000 to $750,000.
The companies all offer 20-year warranties, although specifics of those warranties differ. If approved by the board, the district will contract with the manufacturer, which will then hire contractors for the work.
The local roofing company, Boak and Sons, already has a maintenance contract with the district and presented on behalf of Duro-Last, a manufacturer of prefabricated roofing systems.
"It looks like you guys are just fighting it tooth and nail," Boak employee Chris White said of the roof's leaking that has caused damage to insulation and ceiling tiles in classrooms and hallways.
The damage has resulted in the district opting to move students out of the 1962 edition to the 1969 edition of the school and even Joshua Dixon Elementary on the other side of town.
The district is hoping to have the roof replaced before the next school year in order to have students back in the middle school. The board was originally hoping to replace the flat roof with a pitched roof using tax revenue generated from a 29-year bond issue, but the bond has been rejected by voters three times since 2012.
A pitched roof has been estimated at upwards of $1 million while a flat roof is significantly less, and money for the new flat roof is coming out of the general fund.
White said in addition to the "extensive history of leaks," the 45,000-square-foot roof over the 50-year-old structure has "severe blistering" of the surface and widespread splits throughout.
