    City Hall closed for asbestos testing

    RACINE City Hall could remain closed most of Wednesday as officials wait to find out the full results of asbestos testing that took place Tuesday.

    Officials announced they were closing the building, 730 Washington Ave., late Tuesday morning, soon after discovering that asbestos dust from an abatement project on the third floor might have escaped the containment area set up by contractors. The asbestos is being removed as part of an ongoing renovation of the third floor.

    City staff noticed a small pile of dust laying outside the containment area where contractors had been doing tile work, Dickert said, and notified the administration. Employees are working on the third floor while a portion of that floor is being renovated.

    Dickert said the discovery occurred right after employees arrived Tuesday morning, and that by 11 a.m. most employees were out of the building.

    On Tuesday, just before 7 p.m., Dickert said crews had found traces of asbestos in the air near the place where the dust was found, but that crews were still testing the rest of the building and would likely finish at some point during the night.

    Asbestos was once commonly used in insulation and other building products, but its fibers can cause health problems if they are inhaled. Removal of products containing asbestos is highly regulated.

    Dickert said the amount of asbestos in the tile glue that contractors were handling is about 2 percent.

    That is actually considered quite small, but asbestos is asbestos, and we dont want to take risks, he said.

    Once the city finds out what the extent of the contamination is, it will determine what clean-up is needed.

    We are going to go back to the company (doing the renovation work) and obviously talk to them about paying for this through their liability insurance, he said. We plan on them cleaning it all up.

    Harrow Borough Council teams up with London Fire Brigade to install new sprinklers into vulnerable people's homes

    Vulnerable people will soon be receiving the latest sprinkler system in their homes.

    The new scheme set up by Harrow Borough Council and London Fire Brigade and will target people who are most at risk of causing a fire in their homes.

    So far, the council has referred the details of 60 homes to the fire brigade, with all referrals seen within 48 hours.

    Richard Claydon, London Fire Brigade commander for Harrow, said: We make a point of seeing at-risk residents quickly to ensure they stay safe. This isnt about dictating to people about their lifestyles, but just ensuring they cut down on fire risks.

    Harrow is one of the first boroughs in North London to begin kitting homes out with this sprinkler system. We have been very impressed with it in trials. It is like having a fire fighter in your home.

    Councillor Susan Hall, leader of Harrow Council, said: We are committed to making Harrow safer so were happy to financially underwrite this programme.

    We have seen all too many examples of where a small flat or house fire proves to be fatal, so I am very pleased we are offering extra help to those most at risk in Harrow.

    Ashby sheds tears after appeal decision

    AAP James Ashby has won his appeal against the Federal Court to throw out his sexual harassment case.

    The man who accused former parliamentary speaker Peter Slipper of sexual harassment will have his day in court again after winning a Federal Court appeal.

    Justice Steven Rares threw out James Ashby's case against Mr Slipper in a scathing decision handed down in 2012.

    He found the former staffer's main purpose in bringing the case was to pursue a political attack against Mr Slipper.

    But the full bench of the Federal Court on Thursday reversed the dismissal and awarded Mr Ashby costs.

    "We are satisfied that Ashby should be granted leave and that his appeal should be allowed," the decision read.

    "We have concluded that Ashby's unchallenged claim that he felt harassed and distressed by the alleged conduct of Slipper was not inherently improbable or incredible."

    There were high emotions outside court, where Mr Ashby told reporters he had cried after hearing the decision.

    "I've always believed the original court decision was wrong. It was unjust and not based on all the facts," he said.

    "As you can imagine this has been a long and torturous journey, but I am determined not to give up until my claim has been vindicated."

    Study sheds little light on NZ tax debate

    New research from the International Monetary Fund suggests societies with less inequality of incomes, after tax, have higher and more sustainable growth.

    It also found that government actions in redistributing income - through taxes and spending - were generally not bad for growth.

    Details of the study were released in a paper published this month by IMF researchers Jonathan Ostry, Andrew Berg and Charalambos Tsangarides.

    In a blog, Ostry and Berg said they had used new international data to investigate the real-life relationship between inequality, growth and redistribution.

    "To put it simply, we find little evidence of a 'big tradeoff' between redistribution and growth," they said.

    The study found that "inequality continues to be a robust and powerful determinant both of the pace of medium-term growth and of the duration of growth spells".

    Furthermore, "contrary to the big tradeoff hypothesis, the overall effect of redistribution is pro-growth, with the possible exception of extremely large redistributions".

    Commenting on the study, Oliver Hartwich, of the New Zealand Initiative, said the conclusions were interesting and challenging. However, they omitted some important positive aspects of income redistribution, such as education spending.

    "If you severely tax the rich to pay for education for the poor you get a very different effect compared to taxing the rich to give a cash benefit," Hartwich said.

    "By leaving that out they left out the most interesting story of all."
