Harford County legislators have summoned local school leaders to Annapolis for a sit-down to discuss what some legislators say is a lack of communication.
The request for a meeting is contained in one of two letters from Del. Rick Impallaria, the chairman of Harford's legislative delegation, that was prompted by the failure of Harford school officials to attend the annual state Board of Public Works review and appeal of local school systems' fiscal year 2015 construction requests that was held Feb. 5 in the capital.
The session typically includes direct appeals from local school and elected officials on behalf of their requests that the state agency in charge of school construction has declined to recommend for funding.
On Feb. 6, Impallaria wrote a letter on behalf of the delegation to HCPS interim Superintendent Barbara Canavan and School Board President Nancy Reynolds, which in part states: "As a Delegation we expect open dialogue between us and the Board of Education and the Superintendent's Office. We are all part of the same team; one of our job duties is to fight for funding for the school system."
The hearing before Gov. Martin O'Malley, state comptroller and treasurer was held on a day when Harford schools were closed because of a snowstorm, as were other systems in the region.
HCPS originally requested $14.4 million in state funds for school construction projects in fiscal 2015, including four HVAC replacements at Fallston High School, Dublin Elementary School, Darlington Elementary School and Ring Factory Elementary School and a replacement building for Youth's Benefit Elementary School in Fallston.
The school system also requested local planning approval for a major renovation of Joppatowne High School and for Havre de Grace Middle and High Schools, according to Joe Licata, chief of administration for HCPS.
The state Interagency Committee on School Construction had approved $10.1 million of the request. During the Board of Public Works meeting, HCPS officials were scheduled to make their case to secure the rest of the requested funding, aside from HVAC replacement at Dublin Elementary School, which Licata said is not eligible for state funding, since it received state funds within the past 15 years.
In a previous interview, Licata had said the harsh winter weather kept HCPS officials, in particular Canavan and Reynolds, from making the trip to Annapolis. He said HCPS officials did, however, send the Interagency Committee on School Construction, all pertinent materials for their appeals days in advance of the meeting.
But Harford delegates and senators have said they were unaware that HCPS officials would not be attending.

NEC has introduced a new version of its E RAN solution featuring multimode small cells an on premises services node and an upgraded small cell gateway
Using an enterprise's existing Ethernet infrastructure, the E-RAN solution avoids the need for coaxial cable installation works, CAT6/7 Ethernet re-wiring or specialist indoor radio planning, reducing installation times.
MEC said that it also uses only a fraction of the power of Distributed Antenna Systems (DAS) without the need for special air-conditioning and associated operating costs.
"Our mobile operator customers tell us that they can only deploy a fraction of the large scale in-building coverage deployments requested by customers in any given year," said Martin Guthrie, Head of Business Development EMEA -- Small Cells at NEC Europe. "E-RAN is a mature and proven solution - which now supports LTE - that costs significantly less than DAS from both a capital and operational perspective and is very quick to install. It also provides an opportunity to generate revenue from what is traditionally seen as a defensive investment in the customer."

According to the Technomic Top 100 Casual Dining Restaurant Report (2012), the average growth rate in units is 2.7% with an average per person check price of $18.50. The average revenue per unit is nearly $4M. With distribution opportunities in over 16,000 chain units and over 10,000 independents, achieving critical mass for concentration in the Top 25 DMAs should be achievable in less than two years.
Mary Kokoszka, a 15 year veteran of cinema advertising with National Cinemedia, accepted the role of SVP Sales and Marketing in October, 2013. She states, "When I heard the average dwell time of a typical casual dining consumer was 57 min, and MediaCaddys distribution footprint was at the bar among casual dining sports bars and restaurants, I knew the product would be a home run. Boeing is offering a one-time bonus of 8 percent of a years pay to workers at the 787 Dreamliner plant in North Charleston, S.C., if they can fix the production problems there within the next few months.
To reduce the deluge of work that has been flowing unfinished to Everetts final-assembly plant, managers in Charleston also are reorganizing the myriad jobs involved in assembling the jets mid-fuselage, where the worst bottleneck is.
And Boeing says it has completed the first step in its campaign to control Charlestons production problems: rapidly hiring 1,100 workers, many of them skilled contractors, in the past three months.
However, a big backlog has built up. Last week, the mid-fuselage build teams were just shy of 8,000 jobs behind schedule. At recent rates, thats about 10 days of work.
There are still a lot of wiring issues, and efforts to fix that are taking a lot of manpower and a lot of hours, said a manager in Charleston.
The most recent fuselage sections delivered to Everett from Charleston are those for Dreamliner No. 178.
Boeings latest target, said the manager, is to minimize the work traveling incomplete to Everett by Dreamliner No. 195. That would be within a couple months.
But to me it still feels chaotic, cautioned the manager, who, like other employees cited in this story, spoke on condition of anonymity because Boeing doesnt allow workers to speak without authorization. I dont think that will happen by line number 195.
Meanwhile in Everett, work is still backing up as sections arrive missing not only major wiring bundles but even the brackets that hold the wiring.
According to three people in the factory, work on both 787 assembly lines in Everett slid by two to three days in the past week, despite mandatory overtime through the weekend for many mechanics.
