CAIRO, Egypt Foreign fighters returning home to the U.S., Britain and other countries after honing their skills in Syria's civil war are posing a "nightmare for security services," experts and officials say.
About 11,000 people have crossed into Syria seeking to help topple President Bashar Assad's regime including about 60 who are believed to have traveled from America. However, many have now been left disillusioned by bitter infighting between rival rebel groups and some have given up their weapons and returned to the West.
Homeland Security Secretary Jeh Johnson earlier this month said that the U.S. government was "very focused" on the issue of militants returning to the country.
"Based on our work and the work of our international partners, we know individuals from the U.S., Canada and Europe are traveling to Syria to fight in the conflict," he added.
Raffaello Pantucci, a senior research fellow at London's Royal United Services Institute think tank, said recent history shows that "battlefields that have Sunni jihadist ideology have produced some sort of a threat."
The bombers who killed dozens of passengers on London's transport network on July 7, 2005 were "British nationals who went out to Pakistan and Afghanistan, before returning home to make the impact," he added.
Bilal Abdullah, one of two terrorists behind a failed 2007 attack on Scotlands Glasgow International Airport, also trained with the group now known as the Islamic State of Iraq and the Levant (ISIL) before returning home to the U.K., according to Pantucci.
Bolstered by an influx of foreign fighters, ISIL has become one of the strongest actors on Syrian battlefields, Pantucci said. They are also active in Iraq where they gained control of Fallujah and Ramadi last month.
Due to their extreme ideology, it was thought that ISIL was linked with al Qaeda but the global terror groups general command denied that earlier this month.
According to The International Center for the Study of Radicalization think tank, an estimated 11,000 foreign militants have entered Syria between late 2011 and December 2013 including about 60 Americans.

Even though not all the snow has melted, the Edwardsville Public Services Committee approved the next big street project at its recent meeting.
The committee OK'd a local approval agency agreement for federal participation for the West Union Street Project in an amount not to exceed $352,262.
According to City Engineer Eric Williams, this local agency agreement with the department of transportation is for the federal highway funds for the resurfacing of West Union Street.
"Currently the project's estimated construction cost is at $766,000, which leaves the balance at $352,265. The good news is the Madison County Board, at their Jan. 4 meeting, agreed to participate in the amount of $159,250 to match our local share through the county local matching tax fund that leaves the city a construction balance of approximately $193,000," Williams said.
Right now, the Public Works Department is working to obtain all of the necessary easements needed before the project can go out for bid.
City Administrator Tim Harr wanted to know how much of the sidewalks in the area does this contract include.
"It's a substantial portion of it. It's not 100 percent. Some of it has been replaced in recent years," Williams said.
Because of the amount of resurfacing that has taken place on the street, some of the curbs there are not as high as they should be and Public Services Chairman Barb Stamer asked if that will be addressed.
Williams answered that most of the curbs will be replaced and returned to the established height.
Right now, the city is in line for bid letting on April 25, with construction beginning approximately 30 days after. If the project is not bid, the next time it could be bid is June 13.

On Friday afternoon, the CIF Southern Section office released the teams that have been selected for their first ever Open Division postseason tournament bracket. The stated goal of the Open Division was to take the best teams from across all divisions and place them into one gauntlet featuring Southern Californias best teams.
Of course, with any selection process, whether its the BCS or the Open Division, conversation was bound focus on who was left off the list as much as it focused on who made it. From Moore League, Compton, made it in, but the biggest surprise of the day across all of SoCal was that Long Beach Polys boys team didnt make it.
On a scale of 1 to 10 (as far as a surprise factor), tweeted Ronnie Flores, one of the editors of Cal-Hi Sports, not having Long Beach Polyis a 10.
The Jackrabbits had been on the Open Division Watch List issued weekly by the CIF-SS for the entire season, and every single media prediction in SoCal had them as a lock entry, with Cal-Hi Sports mock bracket seeding them 10th out of the 16 teams selected.
Poly coach Shelton Diggs was at the postseason Moore League coaches meeting when the list was released, and said a charge went through the room at the surprising news.
Its a slap in the face, plain and simple, he said.
At issue is the fact that Compton, who finished second place in the Moore League behind Poly, did make the list.
"Us in over Poly? asked Tarbabes coach Tony Thomas. They're the best team in the area over the last four years, period. I just don't get it.
As was the case across much of the Southland, coaches saw the grass on the other side of the fence as greener regardless of whether they made the list or were left off. For Diggs, it was a matter of respect. If that division is the best we want to be there, thats the Poly way, he said.
Truthfully, being left off puts the Jackrabbits in a better spot. If last weeks rankings stay the same, Poly would enter the Division 1AA bracket as the top seed, as they were the top-ranked team to not make the Open Division. Poly was ranked No. 6, the next highest team to stay in 1AA is Rancho Cucamonga, at No. 8.

FARGO, N.D. Wildlife officials said Friday that a $35 million federal program to conserve wetlands and grasslands in the five-state Prairie Pothole Region is an effort to find new ways to protect native prairie with less money from the government.
The Department of Agriculture's Environmental Quality Incentives Program includes conservation grants, carbon credits and technical assistance for farmers, ranchers and others who volunteer to participate. The federal program targets native prairie considered to be at high risk of conversion to cropland.
"We are at a critical time," Agriculture Undersecretary Robert Bonnie said Friday in announcing the program. "There is significant pressure on grasslands in the Great Plains and we have to be more targeted with the conservation we do."
Prairie potholes are shallow depressions that are wetlands and are commonly found in North Dakota, South Dakota, Minnesota, Iowa and Montana. The region provides important breeding and nesting habitat for more than 60 percent of the nation's migratory waterfowl. The Dakotas are especially hotbeds for pheasant and duck hunting.
Bonnie said the native grasses in the region provide vital water storage to reduce regional flooding and improve water quality. He said there's also potential to store carbon in soils, which reduces the level of greenhouse gasses in the atmosphere.
Eric Lindstrom, government affairs representative for Ducks Unlimited in Bismarck, said a pilot program with similar incentives was held in North Dakota last year. It protected about 24,000 acres of land at a cost of about $3 million.
"Basically we're working to keep the grass sod-side up by offering a new series of incentives," Lindstrom said.
High commodity prices in recent years, along with new varieties of crops such as corn and soybeans that allow planting in less receptive soils, have cut into interest in the Conservation Reserve Program, Bonnie said. The program allows landowners to take marginal cropland out of production for 10 to 15 years.
Many of those contracts are about to expire. In addition, the number of acres in rural CRP land will be ratcheted down from a cap of about 32 million acres in the previous farm bill to 24 million in 2017, as a cost savings measure.
"There are some new programs in the farm bill we think will enhance our efforts here. It gives us a few more tools in the toolbox," Bonnie said. "We want to roll this out now as folks are thinking about operations for the next year."
