NASHVILLE, TN (WSMV) -

The state's board of licensing contractors has revoked the license of Premier Pools and Patios, a company that had been doing business in Hermitage and Mt. Juliet. The company was fined $456,000.

The company's owner, Anna Shanks, did not appear for the hearing. More than a dozen homeowners had filed complaints with the board about the company. Most said the work was never finished or was substandard.

Premier customer Chad Berger testified that he and his wife paid Premier nearly $34,000 to build a backyard pool for them. The work had to be finished by another contractor, he said, after Premier abandoned the job.

"They would say, 'we'll be there Monday to finish it," then another two weeks would go by," he said.

He was pleased with the board's decision to revoke the license and levy the fine.

"I understand it is probably never going to be collected, but it's a good warning to other contractors," he said.

Channel 4 tried to interview Shanks, but her phone now blocks incoming calls.
