TAHLEQUAH Prosecutors have filed misdemeanor assault and battery charges against a local Kuk Sool Won instructor and businessman who allegedly grabbed a womans hand and tried to show her a martial-arts technique.

Tahlequah Officer Reed Felts filed a report in early July after responding to the Tahlequah City Hospital and speaking with Holli Powers about the incident.

Powers told Felts she was working at a NeoHealth facility on June 28. Powers said plumber Bobby Joe Moon, 61, was at the facility working on a toilet that day.

At the same time, a custodian was buffing floors in the facility. Powers said Moon approached her and asked why she wasnt cleaning the floors.

Powers told Moon it wasnt her job, and Moon allegedly told her he could make her do it.

Powers said Moon pulled her right hand out of her pocket and twisted her arm back.

Moon then allegedly asked Powers what she would do at that point to escape, and Powers told him she would typically kick somebody in such a situation.

According to Felts, Powers felt frightened at that point, and Moon released her. She then ran to the back of the building to escape him.

Felts said he contacted the custodian, but the custodian did not witness the alleged assault.

Felts spoke with Moon on July 2. Moon said he was joking when he asked the woman why she wasnt doing the work the custodian was doing.
