MADISON -- The Madison County School Board officially awarded a $569,500 Madison Primary School roofing replacement contract to Chatham-based Roofing Solutions Inc. during a May 30 special called meeting. It became official when the board voted unanimously to authorize Madison County School Board Chairman Jeff Early to sign the contract.

Once signed, the project is funded, allowing Roofing Solutions to begin work. Madison Primary Schools roof work is scheduled to begin after classes end on June 14. Officials did not say at the meeting how long the repairs would take.

The contract, however, listed additional items that were not considered school property but were under county ownership.

I would like to point out to you all, Superintendent Matt Eberhardt said while explaining the details of the Roofing Solutions contract, that the contract does include three alternate bids those are the ABC building, the [sheriffs office] roof one and the [sheriffs office] roof two, that would be included in this contract. The old ABC store is located at 538 S. Main St. and was once an ABC liquor store, but now houses a Virginia Department of Game and Inland Fisheries game wardens office and Madison County Emergency Manager Carl Pumphreys office. Most of the building is vacant though.

Madison County Board of Supervisors Chairman Dave Allen, who was in attendance at the meeting, said sheriffs office roof one and sheriffs office roof two were not two separate buildings, but the entire roof of the Madison County Sheriffs Office. When the repair estimates were made, Allen said, Charlottesville-based Crabtree, Rohrbaugh and Associates Architects had divided the roof in half and given estimates for each part. The county uses Crabtree, Rohrbaugh and Associates for consulting work on county building improvement projects.

According to Allen, the contract as presented was looked over by Madison County Attorney V.R. Shack Shackelford III and the school boards legal counsel,Rodney Young with the Timberlake, Smith, Thomas and Moses PC law firm based out of Staunton. Allen said that both legal advisors said there were no problems with the contract as presented because the school board was still a governmental authority.

The school board would just be negotiating the contract on behalf of the county, Allen said.

School Board Vice Chairman Jim Nelson, however, said that it seemed strange for a school board member to contract for work on non-school property. Early agreed and said that he would like something from the county authorizing him to go forward with a contract that included county buildings.

Allen said that Madison County Administrator Ernie Hoch could arrange some sort of authorization, if the school board was on board with authorization from the county administrator instead of waiting longer for a board of supervisors resolution.

The school board made a resolution to approve the contract with Roofing Solutions for the work on Madison Primary School with the addition of the authorization from the county administrator for the old ABC building and sheriffs office. The resolution passed unanimously.
