A roofing job for a municipal building in Dartmouth thats home to emergency services and other local government offices will cost taxpayers about $582,960.

According to a recent staff report, Halifax regional council should authorize the expense covering the 1970s-era Eric Spicer Building because the roof has exceeded its life span and has suffered repeated roof leaks.

The recommendation is to be considered by regional council on Tuesday. The Spicer building houses emergency measures offices, Halifax Regional Municipalitys 911 call centre, a satellite office for Halifax Regional Police and several other municipal offices.

Council could choose not to follow staffs advice, the report said, but that isnt recommended especially in light of the sensitive nature of the operations and equipment in the building.

If approved, the roofing work is to start by April 15, or within four weeks of a later tender award, and be finished by Oct. 11. Staff have recommended the job go to the lowest bidder, McCarthys Roofing Ltd.

For safety reasons, during the roofing job itll be necessary to shut down a number of antennae due to the high emissivity of the radio waves, staff said in the report to council.

Should a 911 (call) or EMO emergency occur while the contractor is working on the roof, the contractor and his crew must vacate the roof as the antennae will be immediately reactivated.

To minimize the risk of interruptions to (emergency management) operations, staff will be included in the construction planning and scheduling of the roofing, said the report, prepared by project manager Kevin Rideout.

It said work on the Mount Hope Avenue structure was estimated to cost $750,000 in a previously approved project budget.

The building, originally designed as a manufacturing facility, was named after a Dartmouth police officer killed in the line of duty in 1975.
