Pergolas provide shade
In the area of decks, a growing trend is theaddition of pergolas, or slatted roofs, that provide shade,Lovewell said. The roof greatlyincreases the usability of a deck, particularlyif it faces west or south, where summer sunshinecan be especially hot.
"You can use the deckall day," Lovewell said. "The pergola increases its utility two or three times."

The Indian Coast Guard (ICG) will repatriate on Monday 140 of the 172 Tamil Nadu fishermen held in Sri Lankan prisons for about two months and released a couple of days ago, clearing the decks for the second round of talks between representatives of Indian and Sri Lankan fishermen on March 24 in Colombo.
The ICG vessels Rajkamal, Rajtharang and Sarang would repatriate the fishermen with their 32 boats at the International Maritime Boundary Line (IMBL) around 10 a.m. on being handed over by the Sri Lankan Navy, sources in the Mandapam station of the ICG here said.
ICG Vessel Rajkamal, which was stationed at the IMBL for the purpose of monitoring the visit of pilgrims to Katchatheevu, would bring 24 fishermen with five boats to Rameswaram, while ICG vessels Rajtharang and Sarang would take 116 fishermen with 27 boats to Karaikal, the sources said.
Fishermen to be taken to Karaikal port included 51 from Rameswaram (9 boats), 36 from Mandapam (9 boats), 19 from Pudukottai (6 boats), four from Nagapattinam (one boat) and six from Thanjavur (2 vallams), Fisheries department sources said.
The remaining 32 fishermen with eight boats are likely to be repatriated in a couple of days, U. Arulanandham, president of the Alliance for the Release of Innocent Fishermen (ARIF), said. The 24 fishermen being brought to Rameswaram were presently kept in Talaimannar and 116 fishermen in Jaffna, he added.
The Sri Lankan Navy had arrested the 172 fishermen on January 30, after the representatives of Tamil Nadu fishermen and their Sri Lankan counterparts held the first round of talks in Chennai on January 27 to find a solution to the dispute over fishing in the Palk Bay
After the fishermen resolved to hold the second round of talks in Colombo, the Sri Lankan Navy had resorted to arresting the fishermen and continued the arrest till the first week of this month.
As Chief Minister Jayalalithaa demanded the release of all 177 fishermen, including five fishermen, who have been languishing in a Sri Lankan jail for more than two years on a fabricated case before the second round of talks, the talks slated for March 13 could not be held.
The fishermen would meet on March 24 for the talks, though the Sri Lankan government had declined to release the five fishermen and their boats.

SOUTHINGTON To clear up confusion within the town, Town Manager Garry Brumback and Town Engineer Keith Hayden have released updated information on the towns recent sewer rate changes.
The intent of this whole process is to fix a broken billing system, Brumback said about the sewer rate changes. Nobody wants to raise anyones bills, we are trying to be as fair as possible.
Hayden said the system relies on water used during the winter months to calculate bills that estimate customers full-year sewer use.
This approach resulted in unfair, biased billing that was consistently unable to keep pace with the costs of the sewer system and triggered frequent, dramatic rate increases every couple of years, Hayden said in the release.
According to Hayden, the new rate structure will provide an equitable solution to satisfy the revenue requirements and more evenly distribute associated costs among ratepayers, based on actual use, rather than unfairly burdening a select few. The rate change will capture an additional 16 percent of the required revenue, which is currently not being collected.
Residents who use private wells and private septic systems and currently pay no sewer bill will see no change, Hayden said. The annual bills for 2013-2014 that residents will receive in April, May and June of this year will be based on the old system.
Beginning the new fiscal year, residents on public water and sewer will receive quarterly bills with two parts a fixed rate and a variable rate. The fixed rate will be assessed based on three separate categories: residential, commercial or industrial. The variable rate will be assessed on actual water usage.
Hayden said that in order to close the current funding shortage, the average rate will increase by 10 percent. For residential, the annual fixed rate is $180 per household billed at $45 per quarter. The variable rate was reduced from $4.33 to $3 per 100 cubic feet. The commercial annual fixed rate is $250 per establishment and will be billed at $62.50 per quarter. The variable rate was reduced from $4.33 to $4.20 per 100 cubic feet. For industrial, the annual fixed rate is $250 per establishment, with $62.50 billed per quarter. The variable rate was reduced from $4.33 to $3.30 per 100 cubic feet.
