LISBON - Columbiana County received notice another piece of the funding puzzle is officially in place for the Kensington sewer project, with plant construction expected to begin this year.
"Our plan is to be under construction this summer," said Troy Graft, assistant county sanitary engineer.
A news release issued this week by U.S. Sen. Sherrod Brown's office announced a $250,000 grant from the Appalachian Regional Commission had been awarded to county commissioners, six months after the newspaper reported the application had received preliminary approval.
The $250,000 is part of the funding package being assembled by county Engineer Bert Dawson to fund construction of the Kensington sewage treatment plant, mandated by the Ohio Environmental Protection Agency to address the problem of widespread malfunctioning septic systems in that area. It is the county's responsibility since Kensington is an unincorporated area.
The cost now is an estimated $2.5 million (previously $1.9 million) and commissioners have contributed $184,000 to the project from their annual allocation of federal Community Development Block Grant money, plus another $100,000 from the county's share of state casino tax money. Commissioners are seeking a $600,000 grant for the project through another CDBG program.
Graft said they also recently learned the Ohio Water Development Authority has a new grant program for sewer projects that serve income-eligible households and Kensington would likely qualify for between $500,000 and $750,000.
"(OWDA) told me the money's there and we qualify," he said.
Dawson is pleased with the amount of grant money obtained for the project because it reduces the amount the county will have to borrow, and the smaller the loans the less money residents and businesses served by the sewer plant will be charged in user fees to retire the construction debt.
"We try to get to at least 50 percent (grant). With the $250,000, we're close to 70 percent grant," he said.
The Kensington project will serve 77 households and three business, and there will be no tap fee, Graft said. As part of the additional CDBG grant money sought by commissioners is $100,000 to help households that qualify connect to the sewer line.

HARRAH When water rates increased by $2 a month last year, William Libbrecht said, enough. He disconnected from Harrahs municipal water and hooked up to his existing well.
He had first suggested the town lower by $1 the basic sewer rate of $35 a month and only increase the water rate by $1. The town didnt buy it.
Libbrecht likens the rate increases to tax increases.
Unless you can do something to show me that you are increasing the tax base instead of rasing taxes, then I dont want the service, the 45-year-old said at his home on a recent afternoon.
While this rural town or roughly 645 people doesnt allow drilling new wells for potable water, it has no ordinance preventing residents from pulling out of the towns municipal water system and using an existing well.
Now that other residents are interested in making the same switch as Libbrecht, the Town Council wants to change that. The council is mulling over whether to devise an ordinance prohibiting such a move common among most cities or assessing those who want to disconnect a monthly fee of half the amount of the basic water rate to help fund the systems upkeep. But before making a decision, the council wants to look further into the matter, Mayor Barbara Harrer said.
The council wants to look at ordinances from other towns first, she said.
Most cities have ordinances requiring residents to connect to the municipal water system, but state law only requires residents within cities to use municipal sewer services, not water, said Jim Doherty, legal adviser to the Municipal Research and Services Center of Washington in Seattle.

Ramon Gonzalez's first customer asked him to build a wrought-iron facade enclosure - folks in Camden call them "belly porches" - at her house on 20th Street.
It was 1993, and he had just become an independent contractor.
"I didn't have a shop. I didn't even have a truck. I was driving a 1973 Thunderbird with my ladder on the roof, Puerto Rican style," Gonzalez recalls. I didn't know what I was doing."
He does now. Gonzalez, 48, and his wife, Maribel, 42, own R&M Ornamental Iron Designs, a Cramer Hill shop that custom-fabricates security gates, doors, window guards, handrails, and fences.
"I like having my own company," says Gonzalez, who also makes custom dune buggies. "I can build you a little handrail or a three-story fire escape ladder. I'm a creative guy."
Not bad for somebody who arrived in Camden from Utuado, Puerto Rico, without much money and even less English in 1990.
But simply saying that the Gonzalez family worked their way up doesn't do justice to their early days, when dinner was sometimes a couple of Cooper River catfish.
"I got a job as a helper at a place in Camden that built security gates," Gonzalez says. "They did welding, and I said to myself, 'Let me see how this little spark thing works.' "

WHORTONSVILLE, PAMLICO COUNTY -
It's a day members of the Zion Hill United Church of Christ have been anticipating for three years- the day their church doors reopen.
On Sunday, March 9th, the church will hold their first service after having to shut down in 2011 because of damage from Hurricane Irene. The damage they've fixed so far, according to volunteers, has cost around $40,000.
This day did not come without lots of hard work, time and donations. Two volunteers in the Pamlico County area know that well. Hank and Bettie Williams have invested a great deal of time and effort in rebuilding the historic church, that has been around since the 1800s.
"My part was a little bit of everything," Bettie said. "I helped raise money, I helped get the donations going, I helped get the word out that the church was in need."
Bettie's initiative is what helped the church get new walls, pews, ceiling and carpet. Also a big contributor was her retired contractor husband, Hank. He helped get people from the area in to fix up the problems.
"I am so glad that everything has got done," Hank said. "And I'm so glad that they are getting back in the church."
The way the Williams couple got involved is because of the long life connection Hank has with the church, and the relationships Hank built with people from the community. Hank knew some of the members there since he was a young boy, such as Rufus Greene who has been a member of the church for over 70 years.
"I missed it so much, not being able to come in here on Sundays," Greene said. "Only God knows how my heart really feels."
Another reason why Hank has a personal connection to the church, is because he helped with renovations at the church decades back when he was working for a contractor in the area.
