    A Cooper-Young parking garage and a pool of capital funding divided equally among the seven Memphis City Council districts are the two biggest ticket items in the way of still-tentative budget amendments proposed by council members.

    Memphis City Council members proposed a set of budget amendments Tuesday that include funding for a Cooper-Young parking garage and other proposals from council members. Final votes on the amendments are two weeks away.

    The Tuesday, June 3, budget wrap-up in council committee sessions was the first of two such amending sessions, which will resume June 17.

    The amendments are mostly additions to the $596 million operating budget and $83 million capital budget proposed earlier this year by Memphis Mayor A C Wharton Jr.

    Among the amendments presented Tuesday in budget committee, but not voted on yet, were:

    $3.6 million in capital funding for a Cooper-Young parking garage, proposed by council member Janis Fullilove.

    $14 million in capital funding to be divided equally among the seven single-member council districts, proposed by council member Wanda Halbert, with a freeze on all nonemergency, nonessential spending by the city for one year as an alternative.

    $1 million proposed by council member Joe Brown for Klondike revitalization.

    A transit funding system they consider "antiquated" and stalled contract talks for paratransit workers were both subjects for protesters who gathered today outside a Toledo Area Regional Transit Authority garage and administrative office.

    "Fix it, fund it, make it fair," was one of two chants for the group of about a dozen people, mainly members of Amalgamated Transit Union 697, in front of the Toledo Area Regional Paratransit Service facility on Knapp Street.

    Carly Allen, the union's business agent, said that slogan referred to the transit authority's two property levies, a combined 2.5 mills collected in its seven member communities that provides the bulk of the agency's local non-fare funding.

    Mrs. Allen said local leaders need to take another look at switching to sales-tax funding, which would be "more equitable and pay-as-you-go" compared to property taxes, whose revenue has slumped during the past five years as area real-estate values have tumbled.

    "It's time. We really need to move in that [sales tax] direction," Mrs. Allen said. "Our working families are paying the price for reactive leadership."

    Perrysburg's relatively high share of property taxes was a main reason that city withdrew from the transit authority two years ago, with leaders complaining that their community did not receive service commensurate for the amount it paid in to TARTA. Spencer Township, the transit authority's smallest member, pulled out last year for similar reasons, leaving the agency with seven member communities.

    But when the transit authority proposed four years ago to add Lucas County as a member community -- a prerequisite step toward enacting a county-wide sales tax -- Sylvania Township trustees and Maumee city council rejected the idea. State law requires existing members to approve any membership additions.

    "The existing member communities do need to get on board," Mrs. Allen said. "I just hate to see one group make our entire region suffer. It [a sales tax] at least needs to go to voters."

    There were 12 fewer permits worth approximately $410,000 less in May 2014 compared to May 2013.

    The city issued 49 building permits last month with a value of $6.38 million. In May 2013, the city issued 61 permits worth $6.79 million.

    Among last months permits included nine commercial and industrial permits with a total value of $1.42 million.

    The permit with the highest value was for a new grain elevator valued at $1 million. There was one permit for alterations, repairs and additions to apartments valued at $200,000.

    There were two permits for alterations, repairs and additions to low-hazard storage rooms. Combined, this value is $84,000.

    Another permit was for alterations, repairs and additions to a medical office worth $62,350 and there was one permit valued at $20,000 for alterations, repairs and additions to lodging houses.

    Two commercial and industrial permits were for alterations, repairs and additions to offices with a combined value of $40,000. One permit valued at $10,000 is for a new market.

    There was one permit for alterations, repairs and additions to a government and institutional office. The permit is valued at $45,000.

    Most of the permits were for residential purposes, totalling 39 with a value of $4.92 million. Of those, 13 were for new houses with a joint value of $4.21 million. The city issued eight permits for alterations, repairs ad additions to houses with a collective value of $277,000.

    Manufacturers say carpet should last about 10 years. With regular vacuuming, prompt attention to spills and periodic cleaning, it could last longer. But sooner or later, carpet must be replaced.

    Before you visit showrooms or invite a salesperson to your home, get comfy with carpet terms and tips, compiled by our team and based on multiple interviews with top-rated carpet experts:

    Pile is a carpets visible surface, also called the nap or face. It comes in two styles: loop pile, where both ends of each yarn piece are anchored to the carpet back to form a loop, and cut pile, where only one end of yarn is anchored. Other styles are variations of the cut and loop. Pile can vary greatly. A soft, velvety pile looks luxurious, but shows every footprint, and is best suited to formal rooms. A shorter, more tightly woven carpet works well in a high-traffic hallway or entryway.

    Tufting is the most common method of carpet manufacturing, in which yarn ends are pushed through backing to create the pile surface.

    Density is the amount of yarn and closeness of the tufts. Check density by bending a carpet corner backward, toward the backing. If you can see very little backing through the tufts, the carpeting has a high density.

    Materials for carpet yarn include:

    Wool, which hides dirt well and provides a soft look and rich feel, tends to be a luxury option, at $30 to $75 per square yard.

    Polyester, strong and relatively inexpensive at an average cost of $13 a square yard. Because polyester is prone to matting and tangling, its a poor choice for high-traffic areas.

    Nylon, a popular choice because its soft and durable; resists stains, matting and abrasion; and is easy to clean. Costs range between $10 and $40 a square yard. Be aware that while most nylon has an antistatic coating, it can build a static charge that is uncomfortable and could harm electronic gear.

    Cogs and Wheels volunteers Flo LaMagna, Rebecca Duncan, Blake Wiggs and Jane Horner look through submissions in the Stories exhibit that opens July 11 at the Bank of the Arts in New Bern.

    The Cogs and Wheels Projects newest endeavor is Stories, an installation exhibit scheduled to open in July at the Bank of the Arts in New Bern that encompasses stories from local people with a blend of art and audio.

    The Cogs & Wheels Project is an ongoing initiative for confronting local and relevant 21st challenges through the fine arts, said one of the founders and lead artist Jane Horner.

    Horner and projects director Blake Wiggs have been busy for months at the Old City Laundry Building on Pollock Street preparing the exhibit with the aid of volunteers such as Flo LaMagna and Rebecca Duncan, to name a few.

    The exhibit is scheduled from July 11 through Aug. 23. Organizers said volunteers are needed for July 8 to 10 to help with the installation. A reception at 5 p.m. is scheduled for July 11 at the Bank of the Arts during ArtWalk.

    The group has collected hundreds of stories from adults and children in Craven County in recent months at collection sites and online. These will be exhibited on 40 hanging installations, with a cloth backing.

    The exhibit also includes colorfully painted grids of carpet backing, along with paintings created by the volunteers.

    Wiggs said there will also be an audio component for stories captured on tape or by other recording devices such as IPhones.

    Im getting a lot (stories) online and I have noticed more people are apt to submit online, he said. Still, the volunteers were busy unpacking boxes of hand-written and typed stories, each a page long.

    When this exhibit is installed, there will be the ability for people (visitors) to add to this exhibit and to communicate with the exhibit, he said. If someone reads a story that is really moving for them, they can communicate by writing back to that story.
