    Councillors pass motion asking for smoking law to include patios - June 26, 2014 by Mr HomeBuilder

    WINNIPEG City council passed a motion Wednesday afternoon asking the province to impose a smoking ban on patios.

    The ban would be added to the decade-old provincial law that bans smoking in all enclosed public places.

    We have major cities, Vancouver, Edmonton, Calgary, Saskatoon, and Ottawa have all implemented bylaws that ban smoking on patios, so were behind the times on that one, said Murray Gibson ofthe Manitoba Tobacco Reduction Alliance (MANTRA).

    Some local restaurants are imposing the ban without a law, includingCarbone Coal Fired Pizza, where asmoke-free patio is opening this weekend.

    For any guests that are enjoying their meals or wine on the patio, they dont have to worry about anyone blowing cigarette smoke towards them, said Benjamin Nasberg, of Carbone.

    Manitoba has the highest rate of 20- to 24-year-old smokers in Canada and banning smoking on patios could help eliminate social smoking, MANTRA said.

    We dont have to link having a good time and enjoying good food with smoking, said Gibson.

    While the province hasnt been planning to impose non-smoking patios, if Winnipeg councillorswant to make patios smoke-free, they have the power to do so, provincial officials said.

    In terms of the legislation, municipalities like the City of Winnipeg are already in power, that if they would like to extend the no-smoking ban to patios, they can do it on their own council floor, as can any other municipality, said Healthy Living Minister Sharon Blady.

    We know the province isnt going to take the first step on this and I think its incumbent on municipalities to move forward on initiatives of public health, said St. Boniface Coun.Dan Vandal.

    City council would like to kick butts off Winnipeg patios -- but it's unclear when or even if an outdoor smoking ban will happen.

    In an unexpected move Wednesday, council approved a plan to ask provincial health authorities to investigate the idea of banning smoking on outdoor patios.

    Couns. Paula Havixbeck (Charleswood-Tuxedo) and Dan Vandal (St. Boniface) had only hatched the plan in the morning, when they authored a motion to encourage the provincial government to consider including outdoor patios in the list of prohibited smoking locations under the Non-Smokers Health Protection Act.

    The idea was expected to wind up at council's executive policy committee in July. But after Mayor Sam Katz pushed to debate the plan right away, council voted 14-2 in favour of the idea, with Couns. Justin Swandel (St. Norbert) and Ross Eadie (Mynarski) voting against it.

    "I've listened to doctors talk about the tragic results of second-hand smoke," Katz said following the meeting. Katz said he believes smokers have rights, "but I think you would also defend the rights of people who do not want to be impacted."

    Winnipeg city council has passed a motion to call on the Manitoba government to ban smoking on patios, similar to what it did for indoor places such as bars and restaurants.

    Mayoral candidate Coun. Paula Havixbeck and Coun. Dan Vandal had introduced the motion.

    A recent CTV poll showed a majority of Manitobans also support the notion.

    "(Because) I get a lot of complaints of people that go to patios with their families who are breathing in second hand smoke and we all know the perils of second hand smoke, said Coun. Vandal (St. Boniface).

    Vandal said he is confident if the city pushed for this, the province would move the initiative forward.

    Vinny Lobdell Jr.s Mission Landing condo has not one, but two patios.

    When people move here from the suburbs, they dont understand how much theyre going to miss having an outdoor space, he said.

    Although residents have access to a common area on the roof, outdoor grilling there isnt allowed.

    People come and ask to use my grill all the time, he said.

    Nine years ago, Lobdell bought the condo when it was one of two unfinished units at the Franklin Square building.There were no floors just dirt. There was no plumbing, no heating, no electrical.

    Lobdell turned the empty space into a two-bedroom, two-bath, 1,616-square-foot unit.French doors on either side of the living room open onto the brick-paved patios.Both spaces were originally common garden areas. Lobdell bought both to create some outdoor living space for his condo, and to protect his privacy.

    The two areas were so close to his ground-floor unit that people could peek in the windows.Lobdell tried to keep as many original details of the former factory building as possible, he said.

    The bricks used as pavers in the patios are original to the building.Some of the trees he planted now provide shade to the patios.One of the spaces is accessible from the living room and through a gate from the outdoors.It is furnished with an outdoor couch, a chaise lounge and a coffee table.

    Alvin R. Hudson, 91, an installer of carpets - June 26, 2014 by Mr HomeBuilder

    "A laid-back country boy" for whom the simple things in life were the best, Mr. Hudson "touched many hearts in a special way with his charisma, his humor, and his smile," the family tribute said.

    He enjoyed watching football, baseball, and Western movies, playing the lottery, and spending time with his grandchildren and great-grandchildren.

    Mr. Hudson was a member of the African Episcopal Church of St. Thomas, where he attended services every Sunday.

    Besides his wife, Mr. Hudson is survived by daughters Alverna Wiley, Valerie Davis, Adrienne, and Jennifer Hudson Gordon; sons Kenny, Clifford, Wendell, and Archer; a brother; 10 grandchildren; six great-grandchildren; and nieces and nephews.

    A viewing starting at 10 a.m. Thursday, June 19, will be followed by an 11 a.m. Funeral Mass at the African Episcopal Church of St. Thomas, 6361 Lancaster Ave. Interment will be in Fernwood Cemetery.
