    Voters in Mill Bay won't be pondering any surprises from unfamiliar candidates before marking their ballots in the civic election Nov. 15.

    The positions of both incumbent Mike Walker and challenger Kerry Davis for the job of representing Area A on the Cowichan Valley Regional District board are well-known.

    Current director Walker served two terms from 2002 through 2008 before taking a break and then returning for another term from 2011 until the present.

    Davis ran for the Green Party in the provincial election last year, losing the seat to the NDP's Bill Routley.

    Walker vows to continue on the same path as the last several years and residents know what to expect from him. There are some significant issues at the front of his long list of duties that need attention.

    "For me, I've been focusing on our storm water management and sewer issues,'' Walker said.

    "We're finding some of our older subdivisions here in Mill Bay, septic systems are starting to go.''

    With that in mind, Walker would like to see something similar to what's being done in the Capital Regional District where there's a mandatory pump-out required within a certain period of time and charges are added to taxes.

    "A lot of our residents are on that eastern slope and everything goes to the water,'' Walker said of the importance the issue places on the environment.

    "With the heavy rain, it really becomes a concern.''

    Although Smith & Wesson introduced their centerfire top-break revolvers, complete with automatic simultaneous extraction and ejection, in 1870, they were only available as bulky holster pistols for over half a decade. It wasn't until 1876 that they brought a smaller model, suitable for concealed carry, to the market.

    The smaller models, however, had much wider appeal on the civilian market and, in one form or another, continued in production long after their more martial bigger siblings had been discontinued. With the last .38 caliber models shipping in 1940, these little guns had been in production for over sixty years and hundreds of thousands had found homes, making them easily the most common and affordable antique Smiths on the market today, so a quick overview of the most common variants may be helpful.

    The first to show up was the .38 Single Action. The earliest variants had the complicated rack-and-pinion ejection system of the bigger .44 Russian models, complete with its long underbarrel housing, earning them the nickname Baby Russians. There were obvious differences, however.

    Their smaller size dictated a five shot cylinder, chambered for the new .38 S&W cartridge. Further, as a single-action pistol intended for boot or pocket carry, they lacked the usual trigger and triggerguard arrangement of the bigger guns, having instead a spur trigger; a protruding nubbin protected by flanges integral to the bottom of the frame.

    In 1878, they were joined by the similar, yet even smaller, .32 Single Action. The .32 enjoyed a couple of mechanical refinements, namely a simplified and more compact actuation system for the ejector and a rebounding hammer that kept the firing pin from resting on the primer of the cartridge, both features shared with the larger New Model Number 3 .44 revolvers that debuted the same year.     The .32 Single Actions were discontinued in 1892, but the .38 received a conventional trigger and triggerguard in 1891 and remained in production until 1911.

    Also in 1880, double-action variants of both the .32 and .38 were introduced. These are immediately distinguishable by their conventional triggerguard, with the trigger sitting about halfway forward inside the guard. The .32 Double Action remained in production until 1919, while the conventional .38 DA was discontinued in 1911.

    In 1909, however, an interesting variant of the .38 Double Action was introduced, known as the Perfected Model. In addition to the topstrap-mounted latch shared with other Top Break Smiths, it had a knurled thumbpiece latch like the newer solid-frame Hand Ejector models. Because of this second latch, they were the only Top Break S&W revolvers with their sideplates on the right-hand side of the frame. The Perfected Model was discontinued in 1920.

    ACCENTURE, a global leader in management consulting, technology and outsourcing services, has opened its first Ideas Exchange Room in Cebu City, teaming with the University of San Carlos. The new facility supports Accentures Skills to Succeed corporate citizenship initiative, which aims to equip 700,000 people around the world by 2015 with the skills to get a job or build a business.

    The University of San Carlos has always been a great source of talent for the information technology and business process management industry, said Ambe Tierro, senior managing director for technology in the Philippines, Indonesia and South Korea.

    It is our privilege to work with the university to help further develop the skills of our youth.

    Tierro said the Accenture Ideas Exchange Room promotes productivity and collaboration among students and faculty members of the College of Engineering at the university. In addition to making physical improvements to the Ideas Exchange Room and upgrading computer equipment, Accenture will conduct training to enrich students educational experience.

    The addition of the Cebu location brings to five the number of Ideas Exchange Rooms Accenture has opened in the Philippines.     For the first time, we are hearing from the new owner of a southwest Birmingham restaurant where a shooting took place earlier this year.

    Members of the Nation of Islam and the Civil Rights Activist Committee held a protest outside the Good Friends Restaurant.

    Different community groups have been protesting since February.

    That's when the owner at the time, Chun Hin Ching, fired a gun at a customer after she complained of finding a roach in her food.

    Shortly after, Ching was prosecuted and the restaurant shut down.

    But now, Ching's daughter, Amy, wants to reopen the business and says she's had several community members who've applied to work there.

    But the groups protesting today say they don't want the business to reopen.

    We asked Ching how she responds to that sentiment.

    A new Uptown office and retail project has landed a high-profile local restaurant thats moving from the suburbs.

    Crescent Real Estate Holdings said Thursday that Del Friscos Double Eagle Steak House will be the flagship restaurant in its McKinney & Olive project which is under construction just north of downtown Dallas.

    Del Friscos will take about 13,000 square feet on the two lower floors of the high-rise project thats being built on McKinney Avenue.

    The restaurant will overlook a 1-acre park planned along Olive Street.

    The restaurant will have a two-story design with spacious patios, huge glass windows and a balcony overlooking the plaza, John Zogg, managing director for Crescent, said in a statement.

    Del Friscos will close its 20-year-old location on Spring Valley Road in Far North Dallas after it opens in McKinney & Olive in 2016.

    The move from North Dallas to Uptown for the Double Eagle is all about evolving the brand and showcasing more options and modern amenities while still sticking to the concepts rich heritage and tradition, said Del Friscos Restaurant Group CEO Mark S. Mednansky.

    Jack Gosnell and Jack Breard of UCR Urban negotiated the lease with Kevin McIntosh of KMAC Group Inc.

    Designed by award-winning Pelli Clarke Pelli Architects, McKinney & Olive will have 480,000 square feet of office space and 50,000 square feet.

    Two Toledo-area shopping centers that are expanding have announced new tenants.

    The new Shoppes at Westgate Village said a fast-casual restaurant, Macs n Melts, is leasing 1,400 square feet in a retail strip under construction on the north side of Central Avenue west of Secor Road.

    Westgate Village said in July that Piada Italian Street Food and Wingstop will occupy 2,400 and 1,500 square feet, respectively, in the 8,000-square foot retail strip.

    Meanwhile, at the Shops at Franklin Place on Monroe Street in Sylvania Township, fast-casual restaurant Tropical Smoothie Cafe expects to open next week. The Shops at Franklin Place last week saw the opening of two retailers, HomeGoods and Marshalls.

    The new restaurant will be on the opposite side of the center from HomeGoods and Marshalls.

    Tom Walsh, director of leasing for Abbell Associates in Chicago, which owns Westgate, said Macs n Melts will specialize in gourmet grilled cheese sandwiches and macaroni.

    Gourmet grilled cheese sandwiches are a hot concept in the restaurant business with restaurants adding them to their menus and at least six grilled cheese restaurant chains expanding across the country. Earlier this year a grilled cheese and tomato soup chain, Tom and Chee, opened in Maumee. Paddy Jacks, which has locations in Sylvania Township and Toledo, is also known for its grilled cheese sandwiches.

    Mr. Walsh said Macs n Melts will use artisan breads and specialty cheeses for its menu items. Its adult fare as well as kids fare. Its a nice contemporary design and it should do well, he said.

    Renovation (also called remodeling) is the process of improving a broken, damaged, or outdated structure. Renovations are typically either commercial or residential.[citation needed] Additionally, renovation can refer to making something new, or bringing something back to life and can apply in social contexts. For example, a community can be renovated if it is strengthened and revived.[1]

    The renovation process can usually be broken down into several processes:

    Many people renovate homes to create a new appearance for their home, or so another person can live in the residence.[2] Builders often renovate homes because it is a stable source of income.[3]

    Wood is versatile and flexible, making it the easiest construction material for renovations, and wood buildings can be redesigned to suit changing needs. Few homeowner or professional remodellers possess the skill and equipment that is required to alter steel-frame or concrete structures.[4]

    Forest certification verifies that wood products have been sourced from well-managed forests. Most certification programs provide online search options so that consumers can find certified productsthe Certification Canada program includes a search option for all of the certification programs that are in use in Canada.[5]

    In North America, most structures are demolished because of external forces such as zoning changes and rising land values. Additionally, buildings that cannot be modified to serve the functional needs of the occupants are subject to demolition.     The Athena Institute surveyed 227 commercial and residential buildings that were demolished in St. Paul, Minnesota, United States (U.S.) between 2000 and mid-2003. Thirty percent of the buildings were less than fifty years old, and 6% were less than twenty-five years old. The four top reasons for demolition were Area redevelopment (35%), Buildings physical condition (31%), Not suitable for anticipated use (22%), and Fire damage (7%). Lack of maintenance was cited as the specific problem for fifty-four of the seventy buildings where physical condition was given as the reason for demolition.[6]

    Most builders focus on building new homes, so renovating is typically a part-time activity for such tradespeople. The processes and services required for renovations are quite specific and, once plans are signed off, building a new home is relatively predictable. Renovations usually require all of the sub-trades that are needed for the construction of a new building. During renovation projects, flexibility is often required from renovation companies to respond to unexpected issues that arise.[7] Projects involving renovation require not just flexibility, but a plan that has previously been agreed upon by multiple parties. The planning process will involve feedback from financial investors of the project, as well as the designer. Part of planning will also entail the collection of any necessary data for the completion of the project and then the project plan will be revised and given consent before continuing with renovations.[8]

    A globally recognizable restaurant will undergo a few major changes in Iberia Parish thanks to an effort by the company to rejuvenate the brand.

    A McDonalds restaurant, located on the corner of Center Street and Admiral Doyle Drive, will have LED lighting, double drive-through option and an enhanced play area, a McDonalds spokesman said.

    Larry Miller, owner and operator at McDonalds, said the overall cost of the project will be more than $1 million. The project started four weeks ago with a couple of weeks left in construction.

    According to permit valuations for the month of September, the remolding process on 1501 Center St. is valued at $682,000.

    We actually were thinking of doing that one (McDonalds on Center Street) first, but the remodel was so complex. Its actually the biggest scope of remodels that weve done out of all of them, Miller said. The major issue is we wanted to make sure we could get everything.

    Miller said the company attempts to remodel at least one McDonalds in the Teche Area per year.

    In 2011 the franchise completed a remodel of a McDonalds in Abbeville, in 2012 a St. Martinville restaurant received an upgrade and in 2013 Franklin was next on the list for a revitalization of a McDonalds.

    Miller said McDonalds Center Street location should increase in its production with the double drive-through and an increase in storage space. The restaurant also will add fryers.

    Were going to have 50 percent more cooler and freezer capacity and were going to have more fryers. We will go from five fryers to seven, and were also going to have the first digital menu board in the area, Miller said.

    Its going to be full-motion high-HD digital. The difference is instead of seeing a static graphic picture theres more motion. Its more with 2014.
