WASHINGTON Construction firms broke ground on more apartment complexes in September, pushing up the pace of U.S. homebuilding.

The Commerce Department says housing starts rose 6.3 percent to a seasonally adjusted annual rate of 1.017 million homes. Most of the gains came from apartment construction, which increased 18.5 percent after plunging in August.

The sluggish recovery and meager wage growth has left more Americans renting, instead of owning homes. Apartment construction has surged 30.3 percent over the past 12 months, although the pace is volatile from month to month.

Starts for single-family houses rose just 1.1 percent in September, contributing to an 11 percent gain during the past 12 months.

Applications for building permits, a good sign of future activity, increased 1.5 percent to an annual rate of 1.018 million.

Q: I work in the high tech industry and am considering quitting to start my own interior decoration business. Ive always loved playing around with color and fabrics. All my friends think my apartment looks fantastic, so I must have a hidden artistic side. But my boyfriend doesnt think there is a future in interiors; he thinks it would be too hard to start over. What should I do?

N.M.

A: As a lifetime decorator, designer and entrepreneur, I certainly encourage you to jump out on your own and express yourself! A lot of people ask me about working in interiors, and of course I think it is a rewarding and exciting field. And, thousands of designers and decorators would happily argue with your boyfriend.

But please realize that any business, even one in design or art, isnt just glamour, shopping, picking colors and playing with fabrics all day, every day. There is a lot of paperwork and logistics to go along with it.

I highly recommend starting with some classes first, before leaving your job. Theyre often taught by local professionals. Youll learn so much about the field and local resources, which will help you plan ahead for a career change.

If you take only one class, look for one covering the business of interior design. Youll learn about important laws, how to estimate and invoice for your services and how to work with contractors.

Other helpful classes include marketing and accounting in addition to basic design, history of interior design and art, color theory, space planning, materials, presentation skills, programming and drawing.

There may be professional interior design association chapters, such as American Society of Interior Designers (ASID) or International Interior Design Association (IIDA). in your area with student or affiliate memberships. This is a great way to meet others in the field and seek mentorship.

The stories of ghostly encounters and spirits that haunt historic Nemacolin Castle in Brownsville once home to Native Americans and settled by European immigrants will be retold this Halloween season during the Ghost Tours at the famed house on Front Street, overlooking the Monongahela River.

We've been doing it for the past 10 years and the tours are very popular, said Colleen Rawson, a member of the Brownsville Historical Society, which operates the castle.

Rawson said there is nothing scary or spooky about the tours. Tour guides dressed in period costume will lead visitors through the castle and spin stories about ghosts residing between those walls.

Legend has it that the house, built in stages starting in 1879 by Jacob Bowman and later expanded by his son, Nelson, has 10 ghosts. A team of a dozen people involved with the Ghost Research Society from Chicago, which investigates reports of ghosts and hauntings, investigated Nemacolin Castle in May 2010. They found indications of a woman in the maid's room whispering die, die or people don't die, a voice heard in the master bedroom, a barking dog in the attic and the voice of a ghost talking in the Victorian Room.

Everything that is said about it is true. I have personally have experienced things there that can't be explained, including the jingling of bells on a trading post door that had been closed, Rawson said.

The Halloween Ghost Tours take place from 6 to 10 p.m. on Saturdays and Sundays during October. The cost is $9 for adults and $4 for children 12 and younger.

The Ghost Tours are being held in conjunction with the Fall History Tours, which will be conducted from noon to 5 p.m. on Saturdays and Sundays through Oct. 26. The history tours are $8 for adults and $4 for children 12 and younger.

During the ghost tours this season, Nemacolin Castle also will feature an encampment of Civil War re-enactors on the castle grounds, Rawson said.
