    Guilford County Non-Profit Helps Families Find Fences for Dogs - October 12, 2014 by Mr HomeBuilder

    Unchain Guilford formed after county commissioners passed an ordinance last year banning unattended backyard dog tethering.

    Sunday, about a dozen volunteers with the organization built a fence for Vanessa Ratlife's dog, Patches.

    "I love that he's going to be free, and he can run and he can be happy, Ratlife said. He won't have to be chained up anymore and have other dogs fight with him."

    This is the third fence Unchain Guilford has built, and its goal is to build two per month. Its helping families who wouldn't otherwise be able to afford it.

    "We used a welded wire fence, said Ellen Metzger with Unchain Guilford. It comes in big rolls at the home improvement store. It's very cost effective. We don't use chain link because it's more expensive. We use 2'x4's and it's really a quick and affordable way to get a fence up. It's also very secure, and dogs can't dig or jump over it."

    Volunteers say one thing they've learned along the way through this process is that everything doesn't have to be exactly right.

    Its giving dogs the happier lives their families want for them.

    It's so wonderful because I know I wouldn't have been able to pay for a fence. It's not on my income, Ratliffe said. When they told me they could do it, I thought I was going to sing! It was just a wonderful feeling."

    For the organization to build the fence, a family must meet certain financial qualifications and have the dog spayed or neutered, along with a rabies shot.

    Allen Russell never trained as an artists but the murals he's created on the fences around his yard are true works of art.

    If someone showed these colorful, detailed exterior murals to Allen Russell and told him that the artist is a novice who never tried to do art before, "I'd think they were lying," he said.

    But Russell is the artist, and he insists he first picked up the paint on June 28 of this year.

    "I'm 47 years old, and this is totally new to me," Russell said. "I have no art training. I suck at using a brush. I can't even draw well. But I know how to use a spray can!"

    He added that his wife, Kimberly, who teaches English as a second language courses at Clark College, and his daughter Dramma, a ninth-grader at Vancouver School of Arts and Academics, "can both attest" to his lack of background as an artist.

    "It's like discovering you can play the piano, and you'd just never tried," he said.

    Why did he? Because of life and death.

    Russell is a multi-instrumentalist who hasn't been able to make a living at music, he said, and he's a newly trained piano tuner who's trying to drum up some business. Meanwhile, a friend from California has made a killing as a muralist, he said. He's also a Gulf War-era military veteran who didn't see combat but emerged with post-traumatic stress disorder nonetheless, he said.

    "Painting calms restlessness brought on by military service," he wrote in an email.

    IT might have a population of under 400, but Wasleys is a small town achieving big things.

    On October 18, the Wasleys Institute will be a hive of activity as the inaugural 'Showcasing Wasleys' event kicks off.

    To be held from 3pm to 7pm, the initiative encourages local businesses and tradespeople to show off their wares and skills.

    Wasleys Community Group secretary and operator of the town's post office Dawn Richter said the project was created to build community spirit and lift the local economy.

    "We've had lots of new people move into town with the new building estate, and we have people come in all the time asking me if there's an electrician or a plumber or something around in the town," Dawn said.

    "I thought we needed to organise some way of letting people in the community know about the skills that they have."

    She said new residents often assumed they would need to head to a larger regional centre to find tradespeople, but this was not the case.

    "If someone needs a plumber or an electrician, or they're looking to get something built, they'll go outside of Wasleys, not realising that we have those skills in our own town and in our own community.

    "If we all work together and promote and support each other, then our local people will thrive and our community as a whole will thrive - that's the plan.

    "People don't necessarily have to use the local people, but at least if they know they're out there, they can ring them and get a quote. If it works out, it's a win-win for everyone in the community."

    SNOWMASS VILLAGE Balancing the needs of a growing resort with the physical constraints imposed in a narrow valley is at the forefront of two transportation projects currently under review.

    In order to accommodate a new traffic roundabout at the busiest intersection in Snowmass Village, a retaining wall must be built to shore up the steep slope near the entrance to the Snowmass Center.

    Likewise, if the Aspen/Pitkin County Airport wants to expand its runway layout to meet Federal Aviation Administration safety standards, it will have to encroach upon a city of Aspen open space parcel for a retaining wall.

    Building on steep terrain seems a given as development swallows many of the remaining flat spaces in the upper Roaring Fork Valley.

    Its a function of our topography, said Lee Barger of SGM, an engineering firm in Glenwood Springs representing the town of Snowmass Village in the roundabout project. There arent a lot of flat spaces around.

    That includes the section of Brush Creek Road where the roundabout would be sited. To provide a flat bench for the traffic circle requires the roads approach be made steeper, up to a 10 percent grade at one point.

    And expanding the upper access to the roundabout at Kearns Road would trigger the need for at least one retaining wall.

    Anne Martens, public works director for the town, said this week, In order to install the necessary elements, such as bus stops, medians, sidewalks, a secondary access to the Conoco site, crosswalks and geometry of the roundabout, some type of retaining wall is necessary for the roundabout at both the Point parcel and in the southeast corner.

    The roundabout is one of the developer mitigation requirements tied to the 2004 Base Village agreement. Originally targeted for completion by 2007, the roundabout stalled when Base Village was upended by foreclosure, receivership and finally, reacquisition by Related Cos.

    A retaining wall would also be key to the Aspen/Pitkin County Airports runway relocation plan thats currently under public review. A 2,500-foot section of Owl Creek Road would need to be moved if the Airport Layout Plan goes forward.
