A five-year effort to build a hotel, apartment building and parking deck on the North Side got a boost Monday from a $3 million state grant.
The $20 million development at East Ohio Street and Madison Avenue also will convert the former site of the Arc House alcohol treatment facility into a restaurant and banquet hall. The adjacent hotel would be a 120-room Comfort Inn. The apartment would have 36 units and the parking deck 300 spaces .
Construction could begin by spring or summer of 2015 and finish by summer 2016, said John Elash III, co-owner of October Development.
A second phase could include a second apartment building with from 36 to 48 units, and a row of single-family townhomes, Elash said.
The Northside Community Development Fund is helping finance the project. The two-acre site has been vacant since the Arc House closed about eight years ago.

Businesswoman Kesia Estwick wants to bring peace and happiness to your home. Through her relatively young business, My Zen, she intends do just that with unique pieces.
Known more as a fashion designer whose Kiss The Girl line has graced international catwalks, she is using her talents to create throw cushions, accent pillows, plant pots, candles, curtains and bed linens.
She told the BARBADOS BUSINESS AUTHORITY she always wanted to get into interior decorating and given the clothing line was seasonal in nature and sales were slowing down, now was as good a time as any to step assertively into this aspect of her business.
My Zen is very young; I started earlier this year. It is always something I wanted to do, even before I got into fashion designing. I just like to use my hands cooking fashion designing. It started as just a hobby while I was doing Kiss. I started during the down period, Estwick said.
She will not be giving up the fashion designing though, as she explained that is still a main source of income. However, she said that even though she has her regular customers, this summer was slower than last year.
It was in February this year that she exhibited some of the products in her line at Girlfriends Expo.
There was a good response. People were interested, including a wedding planner. I would say there was a really good response, she added.
Since then she has done throw pillows, accent cushions and floral arrangements for clients. The flowers were made from scratch using wood for stems and fabric for the flower petals. It was harder to create the petals, she said, as she explained the process, but she got it done.
With less than 90 days until Christmas, the businesswoman is optimistic about offering her home accents to a number of clients.
The plant pots will be up-cycled, with her using regular pots and applying the papier mch technique to give them a unique look. The candles will also be different as will be bed linens. Everything she makes will be branded My Zen.

About two dozen entrepreneurs in the legal marijuana trade came to west Houston Monday to pitch their products and services to local investors.
"We're all here for return on investment," said Tim Clark of Florida-based Modulux Lighting, which sells LED systems that he says boost yields while cutting electricity costs.
The head of another lighting company, Colorado-based BrightSpace, cited a university study showing $6 billion is spent annually growing indoor marijuana. Joseph DiMasi said electricity costs for indoor growing lighting and heat removal can make up a third of the final wholesale cost of a product.
Tony Alfiere, founder of Ripley's Formula, like many of those pitching their products today, also does not "touch" the plant. Ripley's makes a syrup that is sold to producers who bottle and sell cannabis-based drinks.
"We are the Coca-Cola of cannabis," he said.
Other presenters include Houston Amanda Gross, who plans to open a cultivation center in Los Angeles County, Calif., and a pair of Rice University-educated scientists who are starting a testing company.
Douglas Leighton, managing director of Massachusetts investment firm Dutchess Capital, which is underwriting the investors conference, told the Chronicle last month that the profit potential for those who get into the business early is enormous. He pegged the existing market for legal marijuana in the U.S. at $1.4 billion annually. The national black market, by comparison, is upward of $50 billion.
Dutchess Capital, founded in 1996, has invested in companies across the spectrum, from health care to homeland security. Leighton said managers began doing due diligence on the prospects for a fund to invest in marijuana-related businesses in November 2012, when a medical marijuana initiative passed in Massachusetts.
The firm made its first investment last summer and now has 11 companies in its portfolio. One produces edible marijuana products; another developed a social media website for cannabis enthusiasts. Others include a branding company, a consultancy that helps license applicants navigate the bureaucracy and a company that makes THC-infused personal lubricants for women.
With more medical marijuana votes coming up this year, a majority of states could soon allow some form of legal pot. Currently, 23 states do so. A majority of public opinion has already swung in favor of legalization, as a Gallup poll found last fall.
