Gloomy winter days in Winnipeg make it hard to imagine a vibrant social scene on city sidewalks but in the summer thats exactly what youll find downtown, in the Exchange District and on Corydon Avenue.
"It's awesome, said Alfonso Maury, owner of Corrientes Argentine Pizzeria. In a city that you sometimes have six months that you can't go outside to have a patio, and particularly in the downtown area, it's gorgeous."
Currently, restaurants with patios pay application fees to the city up front the first year they apply and then additional monthly fees whenever the patio is open.
Now, the legal services section of the citys 2015 budget includes yet another fee.
New patio applications will require an additional $1,160 up front to cover city legal costs.
The citys legal services department said the new fee fits in with city-wide plans to find savings in the city budget by recovering costs directly from people and businesses that utilize services.
"That's a big one and I think some business owners might have a problem with that, said Melanie Andrushko of the Downtown Biz. There's already quite a fee associated with the patios so anything above that might be a problem for some businesses - especially smaller ones."
Andrushkos role at the Downtown Biz involves helping businesses navigate the red tape at city hall to obtain patio licenses.
She worries the new fee will mean fewer patios which is exactly the opposite of what shed like to see.

A burglar escaped with a diamond watch after wrestling with the occupants of a house during a raid in Middleton.
The thief used tools to force the patio doors of the house on Mainway before combing it for valuables in the early hours of this morning.
Using one of the victims bags to sweep valuables into, they took a set of car keys and a Christian Dior Ladies watch worth 5,500 from the kitchen.
However, he woke the occupants who ran to confront him and wrestled with him in the upstairs of the property as they tried to restrain him.
He dropped the bag filled with stolen goods, and despite suffering an injured leg in the melee, managed to escape down the stairs and out the patio doors towards Malvern Road taking the luxury watch with him.
Detectives have now hailed the victims bravery and are appealing for help catching the culprit.
He was white and wearing a black hat or balaclava, grey tracksuit bottoms, a grey hooded tracksuit top and a dark coloured body warmer.
Detective Constable Andrew Robinson said: The occupants of the house showed great bravery in tackling this man, who unfortunately was able to give them the slip.
However, we believe the burglar may have injured his leg in the struggle so he would have found it difficult to get away in the aftermath.
He dropped most of what he had taken, but still ran off with a black Christian Dior ladies watch with diamonds on the face.
