The American Institute of Architects and the Massachusetts Institute of Technology's Center for Advanced Urbanism, in collaboration with the Clinton Global Initiative and others, are expanding into urban-health design as never before. AIA recently launched a 10-year research project aimed at developing model methods to alter the urban environment in ways that would improve physical well-being.

The goal of "Decade of Design: Health and Urbanism" is to focus attention on health through research, community planning and community engagement. The aim is to "better understand the link between health factors and city form," says Alan M. Berger, the MIT center's research director.

To date, AIA and MIT co-funded $30,000 of research into links between health and design in eight American cities: Atlanta, Houston, Los Angeles, San Francisco, Chicago, Minneapolis, New York City and Boston. The aim is develop an evidence-based methodology to integrate health, architecture, landscape, transportation engineering, politics, technology and real estate.

AIA also is funding $40,000 worth of university grants every two years for a decade. Texas A&M has a $20,000 grant to create a tool kit to measure health impacts of walkable communities. Through a $15,000 grant, the University of Arkansas is studying ways to create a local food infrastructure. The University of New Mexico has a $5,000 grant to develop a health-architecture curriculum.

AIA is seeking funds and more partners for the 10-year project. Besides MIT and the Clinton initiative, current partners include the Association of Collegiate Schools of Architecture and the Rocky Mountain Institute.

Results of the AIA-sponsored university research are due next year. Further, on Sept. 24, MIT will release its findings. "I definitely think we will see a visible difference [in cities] at the end of 10 years," says Brooks Rainwater, AIA director of public policy.

That's why five panelists during a forum Tuesday called for preserving rather than replacing the Orange County Government Center. More than 125 people attended the even, hosted by a coalition of groups advocating for renovation.

Much of the night's vitriol was directed at County Executive Ed Diana, who speakers accused of distorting cost estimates and damage assessments in arguing for demolition of the Paul Rudolph-designed building.

"We have reached the point where they are completely out of reasons to built a new building," said retired architect Harvey Berg. "All these years of deception failed."

The Government Center closed two years and three days ago, after the building suffered damage from Hurricane Irene. Legislators voted in February to renovate, but Diana has commissioned designs that include knocking down part of the complex.

Renovation would cost at least $20 million less than replacement, said architect Francis Wickham, and could be totally finished in mere months.

Speakers emphasized the complex's historical significance and asthetically pleasing design, considered a prime example of the brutalist style. "It's a space of invention rather than convention," said architect Joseph Giovannini. "It's a heroic space that gives the public dignity and honor."

Allowing building professionals and consumers to have these new measurements will lead to the development of methods for reducing greenhouse gas emissions.

As long as Strollo Architects finalizes financing for a $5 million project to rehabilitate the downtown Wells Building and starts construction by Dec. 31 as well as have the project finished by Sept. 1, 2014, the firm will receive $1.8 million in state and federal tax credits.

In a letter dated Thursday, Jennifer O. Poklar, assistant deputy chief of Ohio Development Services Agencys Office of Redevelopment, wrote that the agency agreed to extend the completion deadline date to September 2014. The original completion date to receive the credits was in April 2014.

As the applicant has made significant progress toward financing the project and moving toward construction, [ODSA] has determined that this amendment is conditionally approved subject to having financing in place and starting construction by Dec. 31, she wrote.

The letter is very good news, and the extension will give the company the needed time to get financing in place, said Gregg Strollo, the firms president and principal.

Given the disruption in the tax credit environment, caused by a large, poorly structured project in New Jersey [the Atlantic City boardwalk], this extension allows us the time required to arrange financing and market the credits appropriately, he said.

Strollo originally was required to start construction by Aug. 11, but at the firms request, the state gave tentative approval a couple of days before that to postpone the completion of the work until sometime in the summer or fall of 2014. Poklars letter gives specific dates.
