    El Paso and community activists have claimed another small victory in the fight to stop the demolition of the Lincoln Center.

    Texas Department of Transportation officials agreed to remove all equipment from the center after city officials successfully obtained a temporary restraining order.

    "Representatives from TxDOT went into the building and have agreed that they will remove their ladders and the tractors that they brought and will cease any work from moving forward," city Rep. Lily Limn said. "This is a victory. It may be a very small victory, but it is a victory."

    The temporary restraining order was granted Wednesday after the El Paso City Council held a special emergency meeting to discuss efforts to save the center. The council voted 5-0 during the special meeting on Tuesday night to seek the temporary restraining order.

    The Lincoln Center, 4001 Durazno, is more than 100 years old and was the first school for minorities. The center may be demolished as part of a TxDOT project to build a bridge to connect Interstate 10 to U.S. 54 and the Csar Chvez Border Highway.

    In a statement, TxDOT officials said they have agreed to stop any work on the center until a court hearing. According to court records, a hearing on the temporary restraining order has been set for Thursday.

    "TxDOT is suspending all actions in the initial phase of the demolition of the Lincoln Center," officials said in a statement. "While the condition and location of the building remain a concern for TxDOT, our contractor has ceased operations while the courts consider the matter."

    Before TxDOT officials arrived, Manny Madrid, operations manager for JMR Demolition company, refused to move the equipment from the center until lawyers from TxDOT examined the restraining order. JMR is a subcontractor hired to remove asbestos and whatever is inside the building.

    LAS CRUCES >> Demolition of an Interstate 10 overpass near Mesquite launched Tuesday, a project that prompted further narrowing of driving lanes in that area.

    Officials continue to urge caution on the part of drivers, not only because of the congestion but also because of the still-fresh memory of a crash that claimed the lives of two construction workers on I-10 in El Paso this month.

    In addition, more traffic may be taking to the roadways this weekend for Memorial Day weekend activities and the unofficial kickoff to summer.

    Contractors with Rio Rancho-based El Terrero Construction on Tuesday began tearing down half of the Mesquite overpass the portion over the eastbound I-10 lanes.

    As a result, all traffic eastbound and westbound is being directed under the other half of the bridge, highway officials said.

    It means both directions of travel are on what are normally the westbound lanes when no construction is happening, said Bridget Spedalieri, spokeswoman for the New Mexico Department of Transportation.

    "So, when we tear down the bridge and reconstruct it, traffic can keep going underneath," she said.

    Eastbound travel already had been cut down to two lanes from three. But Monday, that was narrowed further to one lane.

    Westbound travel was already narrowed to a single lane, and it will stay that way for the for the foreseeable future.

    The demolition of the 45-year-old primary school building on the Estes Park School District campus will be moving into full swing in the next couple weeks and will likely generate a lot of interest, school district officials say.

    The building which was first constructed in 1969, and had as many as five additions done to it through 1993, hasn't been used as a classroom since 2003. A new primary building was constructed in 1997 and expanded in 2007.

    The cost of demolishing the old building was originally set at $435,727, according to Brian Lund, the district's business manager. However, asbestos was discovered in the building and its removal is adding another $149,100 to the cost.

    Lund said the final cost for demolition will be $584,827.

    Dave Coleson, the school district's transportation and maintenance manager, said the asbestos was discovered in the building's cinder block walls.

    "Apparently they used it as block filler to make it easier to paint the walls," Coleson said. He added that there is approximately 38,000 square feet of area that will require asbestos removal.

    Since the presence of asbestos is wide spread, Coleson said its removal is being done in two phases. He said the first phase - already underway - will be to remove the asbestos in the main building by May 21.

    After a state inspector checks the site and deems it safe, demolition of the northwest wall will begin on June 2. Sometime after that, the second phase of asbestos removal will begin, this time in the gym area.

    Once that's done, Coleson said the gym will come down.

    School officials admit that the demolition of the building will likely create a lot of discussion in the community.

    THE demolition of 100-year-old Wong Ah Fook mansion in Johor Baru has gained international attention with China's media showing interest in the news.

    Oriental Daily News reported that the news and chronology of the demolition have been published on China's news portals, drawing international attention.

    Checks showed that Singapore's media Asiaone had also carried the news.

    The historical building was taken down on April 30 by its new owner, a Malaysian residing in Singapore, despite efforts from various parties to preserve it.

    Oriental Daily writer, Zhong Shi Yu lamented that the demolition has once again proved that the state government was not serious in preserving our cultural heritage.

    Zhong said that the mansion was one of a handful historical buildings left in Johor Baru.

    Despite calls from the Sultan of Johor Sultan Ibrahim Iskandar Al-Masyhur to preserve the building, the state government and relevant authorities failed to act on it, leading to the regretful event.

    Wong Ah Fook was Johor's iconic philanthropist and contractor. He born in 1837 and said to be closed to the then state ruler Sultan Abu Bakar in the mid-1800s.

    According to earlier report, he had built some of the most recognisable heritage buildings in Johor, including Istana Besar, Balai Zaharah, the residence of the state's first menteri besar, Datuk Jaafar Mohamed, at Bukit Senyum and the Johor Baru prison in Jalan Ayer Molek.

    MAYOR Jose Max Ortiz of Salvador Benedicto town declared Wednesday that the Municipal Government will defy any removal and demolition of structures at the multiple use zone of the North Negros Natural Park (NNNP) located in their locality.

    "If there is somebody or any government agency who will order the demolition, we will defy the order," Ortiz said.

    He was reacting to Governor Alfredo Maraon Jr.s statement last week that the demolition of illegal structures at the NNNP will be conducted soon.

    "We see no problem if the demolition will be done at Strictly Prohibited Zone. The Municipal Government should be the one to regulate because we already have the Forestry Land Use Plan approved by the Protected Area Management Board (PAMB) and it is only PAMB that is the administering body and has jurisdiction on the matter," Ortiz said.

    He added that the Technical Working Group (TWG) will submit its report and recommendation to PAMB regarding the NNNP issue at Salvador Benedicto.

    Ortiz lamented that their municipality is being singled out on the issue of encroachment at the NNNP even though the forest reserve covers several localities from Murcia town to San Carlos City.

    Last week, Maraon said the Department of Environment and Natural Resources (DENR) is ready to demolish the illegal structures at the protected area of the NNNP in Salvador Benedicto which include those owned by individuals who were served cease and desist orders (CDOs).

    A total of 89 individuals were already served CDOs for putting up illegal structures within the NNNP.

    The governor said the demolition will not have legal impediment, because the owners of the structures trespassed the law.

    Provincial Environment and Natural Resources Office (Penro) officer Andres Untal earlier said the matter will be referred to the PAMB before the demolition takes place.

    Barb Satler spent a little more time than usual looking out of her office window this week.

    The interim executive director of Boyd Community Center was eager for crews to arrive and knock the first bricks from a vacant portion of the building.

    The move signifies the first step toward construction of a new $8.2 million facility, which is to start this summer.

    It has been extremely exciting here the last few days, Satler said.

    I'm looking forward to moving ahead with this project.

    Demolition was scheduled to begin at 12:30 p.m. today (Thursday), nearly six weeks after Ritenour & Sons contractors landed the $166,000 job.

    Satler said work was delayed while the contractors waited for asbestos-removal permits from Allegheny County.

    O'Hara Engineer Chuck Steinert said fencing was erected around a portion of the building last week. Over the last several days, trees were removed from the perimeter of the 11-acre campus along Powers Run Road.

    Demolition is the first step in a long-awaited project to replace the worn community center, where programs long ago outgrew the cramped classrooms.
