4.5m demolition bill for flats -
May 12, 2014 by
Mr HomeBuilder
IT WILL cost around 4.5million to demolish asbestos-riddled flats.
Demolition of the flats wiill cost 4.5m
Special measures must be used to take down the 248 multi-storey flats at Bellsmyre, Dumbarton, which were found to have "unexpectedly high" levels of asbestos.
The method of demolition, which has been approved by the Health and Safety Executive (HSE), has added an extra 1.3m to the demolition bill.
Now platforms called "mast climbers" will be put up around the four blocks of flats to allow contractors to remove the concrete surrounding the asbestos.
Once this has been done scaffolding will be put up to allow the safe removal of the material.
A spokesman for West Dunbartonshire Council said this method is the safest for both workers and people living nearby, adding that the demolition will be completed in time to allow construction of the new Our Lady and St Patrick's High School on the site, which is due to start in March.
Councillor David McBride, convener of housing, said: "We need to demolish these unwanted tower blocks using the safest possible methods for the local community and contractors.
"Our surveys revealed that the levels of asbestos were far beyond the normal content expected in buildings of this age and type and so we have had to revise our approach accordingly.
"I'm pleased that our new approach has been endorsed by the HSE and that the demolition can still be undertaken safely in time for the site to be ready for the construction of the proposed new Our Lady and St Patrick's High School."

Troy
A special City Council meeting to vote on issuing subpoenas to investigate city activities at the King Street and King Fuels demolition sites has been called for 7 p.m. Monday at City Hall.
The ongoing review by the council has caused political turmoil in the city. Mayor Lou Rosamilia has condemned the subpoenas and three Democratic council members have questioned the proceedings, which are backed by the remaining six council members.
The City Council was set to vote on the subpoenas Thursday when Councilwoman Lynn Kopka cited a charter provision that all council meetings must be called for 7 p.m. The Thursday meeting was called for 7:45 p.m., or 45 minutes beyond the mandated start time.
Council President Rodney Wiltshire promised the ordinance authorizing the issuing of subpoenas would follow the charter.
The ordinance would authorize the council "to direct legislative subpoenas to conduct investigation of city activities and processes concerning the following demolition in and around the King Fuels site, demolition, in and around the King Street site, oversight and direction of the code site," according to the meeting notice issued Friday by the city clerk's office.
The subpoenas are anticipated to be issued to compel city employees to testify. Nearly every city employee, except for a handful working for the City Council, are overseen by the mayor's office.
Wiltshire, a Democrat, recently began a series of public hearings on the August 2013 emergency razing of 4-6-8-10 King St. and the demolition of structures and buildings at the King Fuels site in South Troy following former City Engineer Russ Reeves' decision to resign.
Reeves listed concerns about public safety being endangered by the demolition projects in his resignation letters.
The investigative hearings come as the FBI has questioned Reeves and the state Department of Labor, the Department of Environmental Conservation and the U.S. Environmental Protection Agency have looked into possible illegal asbestos burial at King Fuels.

The first part of the Curtis Street bridge ripped apart by demolition crews was the last part anyone used.
No cars have driven on the bridge since 1970. But a footpath on the old bridge linked a South Toledo neighborhood together. That link was broken Sunday when, piece by piece, the bridge was torn down.
Built in 1899 by the former Penn Central Railroad, the bridge connects two parts of a neighborhood off the Anthony Wayne Trail near Sterling Field. Norfolk Southern Railroad, which passes under it, requested that the old steel bridge surfaced with wood planks be removed. Toledo City Council in November approved the demolition of the bridge, with the railroad covering the cost.

Nostalgia was in the air Sunday as the steel flew, as neighbors watched the bridge being tugged, pulled, and scraped by heavy equipment. Longtime residents said the bridge was a prominent part of their childhood, at least as much as a bridge can be.
Libbey High School was just blocks away, and the bridge was the path there. Kids met up on the bridge before and after school. It was a prime hangout spot for youth, day and night, yet still in view of watchful parents.
Wed just sit there and sing, Tamra McNeal said. She lives just a few houses from the bridge. Theres a lot of memories.
When council approved its demolition, city officials said the bridge was no longer needed as a school route because Libbey closed in 2010.
