LOUISVILLE, KY (WAVE) - A Kentucky and Louisville landmark is in such a state that officials have ruled the public can no longer sit in the stands.
An inspection was recently completed on Cardinal Stadium at the Kentucky Exposition Center and what they found is not good for the future of the venue, including this summer's Kentucky State Fair free concert series.
Rip Rippetoe, the Fair Board President and CEO, said they're moving all concert goers to the field to watch this year's acts and placing the stage along the first base line of the baseball field.
The free concert series for this year's state fair includes:
Rippetoe ordered an inspection of the nearly 57 year old structure. A report was released this week that showed several serious issues with Cardinal Stadium from water damage that has caused rusting and bricks to fall out. They found areas where there is no support for seating and mold in other parts of the stadium.
Demolition of the once popular concert and sports venue has been on the long-term plan list for the State Fair Board. Rippetoe said Friday this recent inspection means that demolition could happen sooner than later.
"In many ways, it's sad that it had deteriorated and we're having to have this conversation," said Rippetoe. "It represents so many great things about this community and the Commonwealth. From concerts like Farm Aid, and you look at the Stones who came to town. You had a few minor league teams, the Colonels played there. UofL's played there. (Saint) Xavier and all those high school teams that have come and gone and all the concerts we've done at the State Fair. It's a little sad we have to have this discussion."
The stadium was also used for some offices. All those are currently being relocated.
The inspection report has been handed over the state Department of Housing, Buildings and Construction. Rippetoe said it will be up to them to recommend what to do next and when to do it.

Demolition of parts of an eyesore estate in Telford is about to start in a 6 million regeneration project.
Work to transform the centre of Brookside will begin next week after the project for new shops and open spaces was approved by Telford & Wrekin Councils cabinet.
A supermarket, including a post office, is amongst the shops planned for the new district centre.
The project is expected to be completed by the end of 2014 and once the new shops are finished the existing buildings will be demolished.
Councillor Shaun Davies, cabinet member for co-operative council and neighbourhood services, said work would start on Monday, adding: The contracts are ready to be signed. There has been a massive amount of consultation in our co-operative council pilot ward.
Its going to completely transform the centre of Brookside.
Flats in the area will be demolished as part of the plan and bungalows built, which will be managed by Wrekin Housing Trust.
Councillor Arnold England, who is a ward councillor for Brookside, said the considerable consultation had led to some of the plans being changed.
He said: Its been absolutely superb. Its been wonderful to be part of it.
In her report to last nights meeting, funding and investment team leader Kathy Mulholland said the masterplan had been drawn up with members of the community to address some of their issues with the dated estate centre.

New Delhi, April 26 -- The North and East Delhi municipal corporations on Thursday cracked the whip against illegal constructions by launching demolition and sealing drives in Rohini, Narela and Shahdara (South) Zones.
In Rohini under the North civic body, illegal portions of seven properties faced the hammer, while in Narela, 24 properties faced the wrath of the bulldozers and one was sealed. In East Delhi's Shahdara (South) zone, six buildings were sealed and 21 illegal constructions razed.
The building departments of the respective zones of the two corporations carried out the demolition drive with the help of the local police.
"The building mafia have been carrying out rampant construction in several parts of the city. This is a crackdown against them. We have demolished various unauthorised parts of buildings and are going to intensify our drive in the near future," a senior corporation official said.
On Tuesday, too, a demolition squad of the North civic body had pulled down illegal structures in the City.
"Illegal constructions have been carried out without sanctions from the authorities. We have served notices and will continue our drives," an official said.

PLEASANT HILL -- In the latest setback for the developer, the city on Thursday postponed the demolition of the dome movie theater pending another appeal hearing.
In an April 25 letter, Mike Nielsen, chief building official for Pleasant Hill, said SyWest Development cannot tear down the theater until after the Building Board of Appeals holds a hearing on the demolition permit. That hearing has yet to be scheduled.
Before this latest hurdle, SyWest could have razed the 46-year-old local landmark as soon as Cinemark Theatres removes its property. The movie theater closed April 21 and Cinemark has until May 3 to clear out the building. The City Council is scheduled to consider an appeal of the project May 6.
Although the appeals will cost time and money, SyWest President Bill Vierra said he is not concerned about the outcome because the city has reviewed and approved the redevelopment plans in a series of public meetings going back nearly a decade.
"I'm OK with it because there's a process, and the city has to go through it," Vierra said. "Things are going to have to play out, and people have an issue they want to vent."
On Tuesday, attorney Mark Wolfe, who represents the Save the Pleasant Hill Dome group, asked the city to revoke the demolition permit. Wolfe contends that the city should not have issued the permit until after the May 6 appeal hearing.
In a letter dated April 26, City Attorney Janet Coleson did not
In the appeal to the building board, Pleasant Hill resident Dorothy Englund raised several questions related to the demolition permit including whether the city reviewed plans for removing hazardous materials and disposing of waste from the building. Vierra believes the company submitted a complete application to the city.
SyWest has been trying for years to redevelop the southern half of the Crossroads Shopping Center. The company applied for the demolition permit in January, and the city issued it April 1. On April 8, opponents filed an appeal of the Planning Commission's approval of permits for SyWest's development proposal, which calls for demolishing the movie theater and replacing it with a two-story Dick's Sporting Goods store. SyWest also plans to renovate the adjacent building that once housed the Bally Total Fitness Gym.
Supporters say the city should preserve the theater as a venue for independent films or convert it into an arts and cultural center. On Friday, Vierra said unequivocally that Cinemark will never show movies at the dome again, nor will SyWest repurpose the building for community or municipal use.

The Cracker is supplied in powder form and sealed in vacuum packed heavy duty plastic bags. The Cracker is mixed with a specific amount of water and poured into specifically spaced pre-drilled vertical holes. After a few hours reaction time, The Cracker develops an extremely high expansion pressure that breaks reinforced concrete or hard stone. The Cracker is easy to use indoors as well as outdoors and in dry or humid environments. It can be used in situations that are inaccessible for typical demolition, where blasting is not permitted or where heavy equipment, noise or vibration is unacceptable.

Eugene Moy, vice president of the Chinese Historical Association of Southern California, recently asked the city of Rancho Cucamonga for more time in order for China House supporters to come up with a preservation plan. (Photo by Thomas Cordova, Staff)
RANCHO CUCAMONGA--The Planning Commission on Wednesday night voted to reject a city report that found the near century-old China House on Klusman Avenue and San Bernardino Road had lost its historic significance.
Approval of the report, a mitigated negative declaration of environmental impacts, would have allowed the Cucamonga Valley Water District, which owns the property, to pull permits to demolish the building. The city building official had earlier provided a demolition order for the district to remove potential harm to public safety after the building had been deemed dangerously unsafe.
The commission's unanimous action on Wednesday, delays the demolition until a full environmental impact report is conducted, under requirement by the California Environmental Quality Act. The city also asks the water district to stabilize the structure in the interim.
Prior to the vote, water district general manager Jo Lynne-Peyrera said the district was prepared to comply with the building official's earlier demolition requirement on the home to mitigate the dangerous condition.
"We're gonna have to first see what the building official actually provides us," she said. "I don't know what you can do to shore up that building because, what our structural engineer has told us, is that as soon as you start touching that building, it's going to fall apart. So, I don't know what good that's going to do to the structure."
Lynne-Peyrera said the shoring up of the structure would mean some kind of expenditure by the water district. It's also unclear which agency would conduct the environmental impact report, though discussion on the matter will take place soon between the district and the city.
Historic preservationists from the Rancho Cucamonga Historical Society and representatives from local Asian American heritage organizations were elated with the new opportunity to have more time to negotiate with the water district and raise funds to save the house.
The two
Chinese heritage groups learned of the demolition late last year, and convinced water district officials to request for an extension on the demolition requirement. The extension was granted to April 11 for the district to provide a preservation plan.
