Opponents Wednesday celebrated the defeat of a controversial San Francisco measure that would have required the city to craft an $8-million plan to demolish the dam that created the Hetch Hetchy Reservoir in Yosemite and find alternate sources of hydropower and water storage.
The Sierra reservoir provides water for 2.6-million area residents. It was formed after the 1913 passage of the Raker Act, inundating a valley that John Muir called "one of nature's rarest and most precious mountain temples."
Backed by a number of environmental groups, the measure was widely opposed by elected officials here. Dianne Feinstein, California's senior U.S. senator and a former San Francisco mayor, said demolishing O'Shaughnessy Dam "makes no sense."
Mayor Edwin Lee called the idea "stupid" and "insane." The Board of Supervisors also opposed it, and the Bay Area Council, the region's leading business group, headed the costly campaign to defeat it.
On Tuesday, more than 77% of voters did just that. The measure, Bay Area Council president and Chief Executive Jim Wunderman said in a statement, didnt hold water.
This was a vote for common sense, he said, calling the dam one of the Bay Areas most important sources of clean drinking water and clean power. At a time when we are more vulnerable to drought, when demand for water statewide is growing, when were working to reduce greenhouse gas emissions, [the measure] represented a huge step backward for our region and for California.
Proponents spun the defeat as a victory, noting that more than 50,000 San Franciscans though casting fewer than 23% of total ballots had voted yes.
The Yosemite Restoration Campaign, which crafted the initiative, said in a statement that while the measure did not prevail, it achieved many of the goals it set out to accomplish, including inspiring San Franciscans to imagine a different future one that would increase their water security and begin to reverse the damage the city has done to Yosemite National Park and the Tuolumne River.
Today was a beginning, not an end, the group wrote. We will spend the next two years leveraging and expanding this base of support to advance the cause of water reform in San Francisco and environmental restoration in Yosemite.

Commerce City will begin demolishing the former Greyhound Park race track on Saturday and the public is invited to join in.
Just before the demolition starts with the destruction of the former clubhouse entrance a free community event will allow allow residents to reminisce about the past and learn what the future has in store as the 56-acre park is redeveloped.
The Commerce City Historical Society will display some of the objects that will be preserved from the track.
Former long-time employees will also be at the event to help mark the new direction.
Dog races ran at the track from 1949 through 2008. The city's Urban Renewal Authority bought the 65-acre site in August 2011 with plans to redevelop. In August the city council approved a $2.5 million loan to the renewal authority to help pay for the demolition.

BERLIN, Nov 8 (Reuters) - Bayern Munich played their best game this season to thrash Lille 6-1 in the Champions League on Wednesday with five goals in 33 minutes but the Germans warned they needed to remain grounded as they seek to end a two-year spell without a title.
The Bavarians exploded in the first half, carving out the biggest half-time lead in the history of the competition in a one-sided game that put the four-time European champions in the driving seat for a spot in the next round with two games left.
Bayern, losing finalists in both 2010 and 2012, eased off in the second half to score once more and go up to nine points in Group F, as many as Valencia who beat BATE Borisov 4-2.
The result means Lille, who have lost all four games, are eliminated. Whoever wins the next match between Bayern and Valencia in Spain on Nov.20 will definitely go through, although BATE still have a chance of finishing second.
"This was a superb game and especially the first half was as good as it can ever get," said winger Arjen Robben, gradually hitting top form after a month out with a back injury.
"But we have to remain with both feet on the ground and have to continue in exactly the same way. We have keep playing like that and not let off."
"At the moment everything is going great but we have to make sure that we hit top form in every game."
The Bavarians, who are also in command in the Bundesliga, seven points clear at the top, have so far dispelled any fears of a possible dip in form similar to last season that eventually cost them any silverware.
A frantic pace set from the start as well as the commitment of several players, including Ribery, to work hard in defence as well, gave the French team no chance as the Bavarians struck five times in the opening 33 minutes.
"I think everyone saw that my team was very motivated and very concentrated," said coach Jupp Heynckes. "It was flawless in the first half. We played as a team with textbook combinations and great finishes."

On Wednesday, Oct. 31, partial demolition of the former Pendleton Memorial Methodist Hospital structure began. The demolition and removal of portions of the existing hospital complex will make it possible for the new hospital facility construction to begin. New Orleans Mayor Mitch Landrieu and the Orleans Parish Hospital Service District A (HSD Board) made the announced last week.
We are excited to be able to share more good news about this project. This is another important milestone that puts us closer to our ultimate goal, said Mayor Mitch Landrieu. Earlier this month, we received a commitment from the federal government to insure a $97.6 million mortgage loan. Now, just a few weeks later, the demolition of parts of the old structure is physical proof that we are moving in the right direction. We are completely and totally committed and will continue to move forward to bring this full-service hospital to the New Orleans East community.
This demolition paves the way for a first-class hospital for the citizens of New Orleans East, the Lower Ninth Ward, and Gentilly, said Ronnie Burns, Chairman of the HSD Board. I look forward to continuing my work with the Mayor to restore a full-service hospital for our community.
As the old walls come down, the new ones can go up. This demolition is an important step in our process and is great news for the New Orleans East community and our entire city as we continue towards our goal of a full-service hospital. said Dr. Karen DeSalvo, City Health Commissioner. We have been working extremely hard with a singular focus towards our goal.
DURR Heavy Construction, LLC will perform the demolition of the existing structure, which primarily includes buildings located on the west side of the complex. These buildings consist of one-, two-, three- and six-story buildings originally built in 1967. The demolition scope also includes removal of interior components in the East Tower.
Since he took office in May 2010, Mayor Landrieu has worked aggressively to open a full-service hospital at the former Pendleton Memorial Methodist Hospital site. The $130 million project will restore full-service health care to residents in New Orleans East and is slated to open before the end of 2013.

Voters throughout California weighed in Tuesday on more than 370 local measures, most of them aimed at raising money for hard-pressed cities and counties.
In addition to bread-and-butter measures that included more than 100 school bonds, voters grappled with a number of environmental and political questions.
In San Francisco, residents were leaning against developing an $8-million blueprint to demolish a dam and drain the Hetch Hetchy Reservoir, which provides water for 2.6 million area residents. Environmental groups said they wanted to restore the wilderness valley that is buried under 300 feet of water.
LIVE RESULTS: California election | National election
In Santa Cruz, city residents seemed likely to approvea measure requiring a public vote on a $115-million desalination project. The city has set a 2014 election but an anti-desalination group wanted to keep a future council from reneging.
Voters in Arcata, Chico, Richmond, San Francisco and Mendocino County were confronted with resolutions against corporate personhood the idea that corporations have basic human rights. The measures were headed for approvalin all five localities. The issue gained traction after the U.S. Supreme Courts decision in the 2010 Citizens United case, which allows corporations and unions to spend unlimited sums on candidates campaigns.
Marijuana has long been a staple on the California ballot. In Arcata, residents were on the road toward approving aproposed 45% tax on residential electric bills that are six times over a baseline level set by the state. Nearly 7% of the towns homes have bills that high, indicating they could be electricity-guzzling grow houses.

In Berkeley, residents have been split over a proposed ban against sitting on the sidewalk in commercial areas from 7 a.m. to 10 p.m. Hotly debated, the ban appeared to be winning.
Thirty-five communities proposed extending or increasing their sales taxes. In tiny Maricopa, an oil town whose dismal finances prompted a grand jury to recommend unincorporating, voters were poised to rejecta one-cent sales tax.

Demolition of storefronts has begun at 800-940 East Colorado Boulevard in Pasadena Monday, as developer Park Place Commercial moves forward with a restoration plan that will include underground parking. The historic Constance Hotel is also part of the project. (SGVN/Photo by Walt Mancini)
PASADENA - Demolition of a vacant storefront near the historic Constance Hotel began this week, making way for an office and retail development that's part of a $76 million restoration project.
Not all of the storefronts lining the 900 block of East Colorado Boulevard are coming down. Some, such as the old Taste of Bangkok restaurant, will have their facades stripped back to their historic look.
"It's significantly better and much more like the original historic structure," said Richard A. McDonald, an attorney representing developer Park Place Commercial, owned by Arcadia- based Singpoli Pacifica.
Those storefronts are attached to the Constance Hotel, a 1926 building currently undergoing renovations to turn it into the 136-bed boutique New Constance Hotel.
It's part of a changing landscape at the business-oriented Lake and Colorado intersection that has come at the expense of several small businesses.
Last week, Wolfe Burgers at 46 N. Lake Ave. suddenly closed. Signs posted at the building announce the pending arrival of Rounds Premium Burgers, a growing chain based in West Hollywood that is part of the food truck trend.
A neighboring business on North Lake Avenue, International Discount Golf, went out of business this past summer.
The demolition for the hotel project is on a separate retail building that abuts the west side of the historic storefronts on Colorado. The building previously housed Copy Right
The entire block will eventually become a uniform retail front, with the hotel on the east end at Mentor Avenue and a new office building on the west end at Lake Avenue.
