    FLORHAM PARK -- A Borough Council member on Monday said his opposition to introducing a $1 million bond ordinance to fix the aging municipal pool had nothing to do with the pool or even the expense.

    Rather, his objection was over the concession stand.

    The ordinance was introduced 5-1 during the councils Thursday, Feb. 20 meeting, with Charles Germershausen the sole council member to reject the proposal.

    The ordinance is expected to be adopted following a public hearing set for 7 p.m. on Thursday, March 20.

    Germershausen, however, wanted to make it clear he is not against the work needed on the pool.

    Rather, We should not be putting $200,000 into a snack bar, he said.

    I was OK with $800,000 for improvement at the pool.

    The problem was, he explained, the snack bar cost could not be separated out for a separate vote, so it was he was forced to vote against the entire project.

    Those endorsing the proposal were Council President Scott Carpenter, and Council members William Zuckerman, Thomas Michalowski, Charles Malone Jr. and Carmen Cefolo-Pane.

    Once the ordinance is adopted, the borough will issue $950,000 in bond anticipation notes for the work. The remaining $50,000 will be taken from the boroughs capital improvement fund as down-payment.

    FLORHAM PARK A refurbished pool in time for this years Memorial Day weekend opening can actually reach fruition.

    The Borough Council on Thursday, Feb. 20 introduced an ordinance to appropriate $1 million to make improvements at the facility, located within the municipal complex off Ridgedale Avenue.

    Of that amount, $950,000 will be in the issuance of bond anticipation notes for the work, while the remaining $50,000 will be taken from the boroughs capital improvement fund for a down payment.

    The measure is expected to be adopted following a public hearing set for 7 p.m. on Thursday, March 20.

    The bonds will be used for various pool improvements, including a new snack bar, new one-half meter dive stand with a 10-foot diving board, sand blasting the pools shell and the application of a new pool shell finish with swimming lane lines, installation of handicap lift chairs that are ADA compliant, a pressure testing pool, new concrete deck around thee pool with an underground deck drainage system, and installation of a steel gutter circulation system with a surge tank to maximize rim flow gutter control.

    The introduction was endorsed by the council in a 5-1 split vote, with Councilman Charles Germershausen the sole dissenter.

    We should not be spending $200,000 for a pool concession stand, he said.

    Those endorsing the proposal were Council President Scott Carpenter, and Council members William Zuckerman, Thomas Michalowski, Charles Malone Jr. and Carmen Cefolo-Pane.

    This will be the first time in its 53-year-history that the pool will have such an overhaul.

    A few years ago, former Councilman David Wikstrom polled residents on whether the pool should have such extensive work performed. The job, however, was never done.

    As a major streetscape project along Fenton Street finishes, one member of the Silver Spring Urban District Advisory Committee says hes worried the way the sidewalk is built could create a tripping problem for pedestrians.

    Street improvements and pedestrian access were part of the Fenton Village and Georgia Avenue Streetscape project along both sides of Fenton Street, from Wayne Avenue on the north to Philadelphia Avenue on the south.

    During a committee meeting on Thursday, member Ernest Bland still had concerns about pedestrians not noticing that the curb extends six inches up from the sidewalk a step that he said could trip them.

    The concern remains somebody tripping right there either from getting out of the car or more specifically walking along talking [on the phone], said Bland.

    Roger Stanley, a senior planning specialist for the Montgomery County Department of Housing and Community Affairs who came to update the committee, said the curb has been discussed over and over again.

    Not to say that things cannot be modified if we have any issues, Stanley said.

    Stanley said the Fenton Village and Georgia Avenue Streetscape project is complete but still needs final walk-through approval from Maryland State Highway Administration officials. The project complies with the Americans with Disabilities Act, Stanley said.

    Bland said the area is newer looking [and] it is crisper looking.... but the reality of it still remains a concern, said Bland.

    Elements of the streetscape for the Fenton Village streetscape project included replacement of portions of existing sidewalk, driveways and adjoining curb and gutter. Also, installation of brick pavers, lighting and new trees and other landscape features, according to SilverSpringdowntown.com.

    The project was divided into four phases.

    The city of Charleston's Martin Luther King Jr. Pool is scheduled to re-open in mid-March after undergoing a resurfacing and the installation of a new water heating system.

    Jerry Ebeling, director of parks, said crews are doing the work now, with a target finish date of around March 15.

    The pool, which is covered by a dome, has been closed since the first week of February.

    While the resurfacing had been scheduled for some time, city documents say the project's timetable had to be elevated to "emergency repair status" because of leaking.

    At its worst, the pool was losing 100,000 gallons of water each month, with a monthly dollar loss of about $1,000, Ebeling said.

    Some of the heaviest leak points included around the lights and gutter.

    The recent cold weather also created a power problem with the heating system that warranted replacing. The resurfacing will cost about $126,000.

    City Councilwoman Kathleen Wilson, an avid swimmer, said the pool is the only 50-meter facility in the city. She described it as a "critical length" for competitive swimming.

    "It's simply showing its age," she said of the 40-year-old pool.
