KUCHING: It seems that the proposal to build a cable car at the Santubong peninsula has not been rejected despite reports of illegal land clearing.

Natural Resources and Environmental Board (NREB) controller Peter Sawal said yesterday that the contractor who wanted to build the cable car would not be allowed to proceed, until they get approval.

Speaking after the closing of a childrens environment camp at Santubong, Sawal was however circumspect on details.

Asked whether those behind the illegal land clearing would be penalised, he said: What I can say is that we have investigated. We have taken action by asking them to stop. Thats why you dont see any (more) clearing until everything is formalised. Thats the step weve taken. Beyond that, I cant tell.

Aside from the board, he said the state Land and Survey Department could also take action against those behind the illegal land clearing.

Land and Survey told them to get out, he said.

On whether the project could still go ahead, he said it was up to them to formalise their proposal. Formalise means they must get all the approvals done, looking at all the requirements including EIA (environmental impact assessments).

The controller declined to reveal the company or person/s behind the illegal land clearing.

I am not privy to reveal. Its partly (been) reported in (the) newspapers, Sawal said.

According to reports in recent weeks, two companies have been named publicly as wanting to build a cable car up Mount Santubong. One is closely linked to the owner of a nearby resort, who also has a hotel near Kuching International Airport, while the other company said it was still fund-raising.

THE recent illegal land clearing in Cameron Highlands has drawn much attention in response to complaints by locals.

The startling admission by the District Officer (DO), who said that he needed to clean up his house, proves that everything is not right up there. He is one of those who at least has the guts to admit that, and we look forward to proper enforcement against this rampant activity.

Ironically, this issue was raised after the Prime Minister declared a one-and-a-half-month bonus for civil servants. Its a wonder how something so glaring as illegal land clearing had escaped the attention of the DO and the MP, the Tanah Rata assemblyman, REACH, the DOE and the DID.

Why hadnt they raised this issue earlier? Why only now, after the press has highlighted the matter?

Again, we face the same modus operandi and the blame game continues. Suddenly, we have reports conducted on land studies, damage to the environment, raids being conducted, and the best part being, seized machinery being seized again right under their noses!

The Land Office is initiating creative methods to nab the culprits, but its an afterthought. We dont need creativity if there is integrity with strict moral and ethical codes.

Simple and steadfast adherence to standard operating procedures will suffice. You just require a helicopter to survey areas being cleared and map them down.

Land clearing does not happen overnight and it wont take long to obtain the evidence. It appears that under the watchful eyes of the District Office, permit holders for land clearing are having a field day clearing more than enough now.

After Penang, almost every state seems to share similar problems. And who is responsible for the Sultan Abu Bakar dam which is apparently being filled with silt?

I, too, live around a hilly area and at times do hear of earthworks being carried out for reasons unknown. Every related government agency must work hand in hand with the authorities to ensure that the enforcement culture is maintained.

Ahmad said his officers had been monitoring land clearing and had conducted raids "whenever we receive reliable information" of such activity.

"However, we suspect someone from within is leaking information to the culprits, resulting in unsuccessful raids.

What made him all the more suspicious was that the culprits had "retrieved" four of the nine items of heavy machinery seized during a raid when no one was guarding the site.

"I will need to clean up my house in order before launching a full scale operation to nab those involved," he added.

Ahmad was responding to The Star's front page report yesterday that land was being cleared rampantly in forest reserve areas in the Cameron Highlands, causing concern to residents.

Ahmad said he would organise a brainstorming session to come up with solutions to address the matter conclusively.

He said it was difficult to keep tabs on illegal activity because the culprits were believed to be carrying out their work at night and during weekends.

"It is not easy to just go in and nab them as we need to trek deep into the jungle," he said.

Cameron Highlands (The Star/ANN) - Rampant land clearing is being carried out in several forest reserve areas in Cameron Highlands, according to nearby residents.

Responding to the locals' complaints, the District Office conducted a raid and seized heavy machinery, including backhoes and excavators.

Residents said tree-felling was especially rampant in the last four months.

"From what I observed, some 12 hectares have been cleared," said K. Rengasamy, 58.

Another resident Oh Peng, 58, said the felling of trees had affected water supply to houses downstream.

R. Subramaniam, 51, feared that the exposed slopes would suffer from erosion during bad weather.

Tanah Rata assemblyman Ho Yip Kap said land clearing was rampant, but he did not know if it was illegal.

He was, however, worried about the consequences.

"With the rainy season approaching, we do not want landslides and rivers silting up," he said.

Cameron Highlands MP S.K. Devamany said illegal land-clearing was rampant in the constituency, and all parties should meet and come up with strategies to address the situation.
