The project allows for four locations for summer patios: Buster Rhino's Southern BBQ and the Patty Shack on King Street East, Stuttering John's on Simcoe Street South, The Table by Carol on Simcoe Street South and the Malibu Grille at the corner of King Street East and Mary Street South. The patio for the Malibu Grill will be located on the sidewalk while the patios for the other three restaurants could be located on on-street parking spots.
The initial report from City staff recommended that Oshawa recoup lost revenue from the parking spots -- which ranged from $611 to $780 for the summer -- but Coun. Roger Bouma suggested waiving those fees for the first year of the program, given the expenses businesses will have to incur to get the project going.
Buster Rhino's president and pit boss Darryl Koster spoke at council in support of the project and estimated the cost for the patio for the first year could be as high as $9,000. Business owners who opt to use the on-street spots will be responsible for building a platform flush with the curb, and will pay for all inspections including the fire, health and police departments, and liquor licences.
Mr. Koster said he didn't go to council expecting the fees to be waived and applauded council's decision to move forward with the program.
"The Patty Shack and Buster Rhino's are incredibly satisfied with the outcome, it was more than we were looking for," he said.

Robins and packed outdoor restaurant patios: In Toronto those are the two sure signs of spring.
But with the patios come the inevitable clashes. Last year, the City of Toronto recorded 270 complaints related to outdoor patios, some dealing with noise. And then theres the loss of precious sidewalk space, squeezing out pedestrians, moms with strollers, seniors on mobility scooters or parents with children in tow.
Teresa Pavlin, a mother of two who lives in the Junction, finds restaurant owners dont always use the best judgment when it comes to patio accoutrements. Getting a stroller down a street crowded with pedestrians as well as other furniture such as planters and sandwich boards can be difficult, she said. But at least we have options. People in wheelchairs and scooters are much more limited.
Councillor Mary Fragedakis (Ward 29, Toronto-Danforth) says residents used to complain about trying to navigate the Danforth with its numerous restaurant patios. But those days are gone with the removal last fall of bulky concrete planters on sidewalks from Broadview to Donlands.
Many had been located at the pinch points, or in front of existing patios, said Fragedakis.
People are praising it to the heavens theyre saying it seems wider now. Its better for pedestrians, for people pushing strollers, elderly people on mobility scooters.
Aside from that, Fragedakis hasnt heard of people unhappy with the Danforths patios. People come to eat, have a coffee or to drink. They sit out and enjoy the fine weather its part of the vibrancy of the area.
As long as the nice flavour restaurant patios bring to an area is balanced with a respect for sidewalk boundaries, Dwight Peters is happy to live near them.
It may sound petty, the downtown condo resident says, when a complaint is made about a patios umbrellas, flowers or sidewalk signs encroaching on the adjoining sidewalk, as happened recently with Bier Markt restaurant on The Esplanade.
But the issue of encroaching patios is important because so many people share the congested corridors of heavily trafficked pedestrian routes, like The Esplanade, says Peters.

Darryl Koster, president and pit boss at Buster Rhino's Southern BBQ, has been one of the driving forces behind the project.
He said customers from Toronto told him about the City shutting down a portion of Yonge Street for patios last summer, and he approached the City of Oshawa about a similar idea last year for his 28 King St. E. location.
"One of the big problems in the summer in the downtown is people aren't staying downtown to eat, they're going to Boston Pizza because they have a patio," said Mr. Koster.
City staff have prepared a plan for a downtown Oshawa cafe pilot project encompassing four restaurants.
The plans show the creation of patios using on-street parking spots and the bricked portion of boulevards in front of Buster Rhino's and the Patty Shack on King Street East, Stuttering John's Smokehouse at 19 Simcoe St. S.; The Table by Carol at 20 Simcoe St. S.; and on the sidewalk along Mary Street South in front of the Malibu Grille at the corner of King Street East, with the bricked boulevard serving as the sidewalk.
The City would remove benches and trash cans and supply planters to enclose the cafes located on parking spots for the safety of the restaurant patrons. City staff also used consultants to look at sight lines and other traffic safety issues and modified plans based on those recommendations.
Mr. Koster said he's talked to people about the Toronto project and there were no safety issues he's aware of.
"There was nobody getting run over and nobody running into the barriers," he said. "I think we could do the same thing in Oshawa."

Good news for late-night al fresco tipplers, bad news for sleepless neighbors: The Oregon Liquor Control Commission won't be restricting bar-patio hours this summer.
For weeks, Portland officials all the way up to Mayor Charlie Hales have complained that the OLCC's proposed rule changewhich would have closed patios at 11 pm on weeknights and 1 am Fridays and Saturdaysdidn't go far enough. The city wanted patios to close at 10 pm every night.
This morning, the OLCC voted not to make any new rules at all. That means bar patios can still stay open until 2:30 am.

Hales testified this morning that the OLCC should amend the rules to let Portland set earlier hours for bars close to houses. Restaurant owners, including McMenamin's chain co-founder Brian McMenamin, had told the OLCC that setting standardized rulers would cripple their businesses.
Hales policy director Josh Alpert tells WW the mayor's office is grateful the OLCC didn't set a statewide curfew. "A one-size-fits-all approach isn't going to work," he says.
But Alpert says the city will keep pushing for the right to set its own hours for outdoor drinking.
"We are continuing to work on using the city's authority to regulate the balance between residences and entertainment," Alpert says. "Inevitably, the city will need the freedom to regulate noise and liquoreither from the OLCC or from the state."

MINNEAPOLIS (WCCO) The warm up has started, and it seems, at long last, spring has arrived. Now many businesses across the Twin Cities arent wasting any time taking advantage of it.
Im ready for it, said Josh Petzel, general manager of The Local in downtown Minneapolis.
Petzel says seeing 60s in the forecast has him excited. The Local plans to setup their patio on the Nicollet Mall on Friday.
I think it sounds absolutely fantastic, and this is from a guy who loves winter and loves to play hockey outside, he said.
Twin Cities Patios To Open This Weekend
One year ago, The Local and a number of other restaurants on the mall had already been serving food and drinks on their patios for more than a month. Petzel says their sister restaurant, Kierans Irish Pub on 1st Avenue, is doubly excited since Twins baseball is underway.
Theyre dying to get some nice weather over there. Imagine all the fans who want to enjoy a baseball game without a blanket and parka, Petzel said.
South of the downtown Minneapolis in Uptown, a number of roof top decks have tables and chairs setup, but a little bit of snow can be found in the corners of the patios.
Last year, we opened up the first week in March, said Scott Harken, the manager at Stellas Fish Caf on Lake Street.
Now Stellas will open their sky deck the last week in April. The deck offers one of the best 360 degree views of the Twin Cities skyline.

PORTLAND, Ore. (AP) The Oregon Liquor Control Commission has declined to adopt rules regulating how late bars and taverns can allow customers to drink on outdoor patios.
Currently, sales and service can continue until last call at 2:30 a.m. The proposal called for it to stop at 1 a.m. on weekends and 11 p.m. on weekdays.
The city of Portland generally wants the patios closed at 10 p.m. But Mayor Charlie Hales testified Thursday that the city ultimately seeks greater flexibility than a one-size-fits-all statewide approach. For example, time restrictions for bars in residential neighborhoods might not make sense for bars located in Old Town.
The commission voted unanimously against taking action.
Commissioner Michael Harper said too many questions remained unanswered to support rules that could put people out of work.
