On our radar: Confederation Building renovations - January 4, 2014 by Mr HomeBuilder

Itll be November before the windows are all replaced and the scaffolding comes down from Confederation Building, according to the most recent estimate provided by the provincial government Friday afternoon.

The front entrance area and floors directly above it at the Confederation Building on Prince Philip Drive remain shrowded as workers on the inside continue the renovations to the provinces legislative building.

When the contract was initially awarded to Olympic Construction Ltd., replacing the windows and fixing the brick was supposed to cost about $34.3 million. That cost has since ballooned to $51.1 million.

Once Olympic began the removal of brick adjacent to windows, it was revealed that the deterioration was more extensive than anticipated, and the required repairs would be beyond the scope of the original contract, a government emailed statement said.

Initial plans called for the replacement of one per cent of the limestone, 20 per cent of exterior brick and 100 per cent of window and roofing systems. The new scope of work significantly expanded to include replacement of 100 per cent of limestone and 50 per cent of brick.

By the time its all said and done, the work will have been going for five years; the first windows were replaced in 2009.

YOU MAY VIEW PICTURES FROM THE DROP DOWN MENU ABOVE.

Inspecting the roof for signs of damage is something homeowners should do every year, but in my experience not enough people do it, says Connecticut builder John Provenzano. They think just because their roof is only a few years old, they dont have to worry about it, but theyre wrong.

If a leak is found, isolating the cause of your leak may not be all that difficult. The most conclusive means would be to look in the attic during a rain if that is possible. When that option is not available, a look outside at the roof over the troubled area may reveal the culprit. Do It Yourself DIY Roof Repair features the common problem roofing areas such as, fan caps, ventilation pipes, rotting facia near gutters and shingle layers, etc.

Roof leaks are usually located around penetrations such as:

If you find damage to your asphalt shingles, fixing the leak does not have to be costly, nor do you need to be an expert or professional. Most projects require simple tools and materials to patch the problem.

Our Do It Yourself DIY Roof Repair Guide site provides doityourselfers with the basics to easily conduct your own small quality repairs by helping you prevent common mistakes with simple instructions. From remodeling to cracked shingles to caulking adhesive, we guide you through the entire process quickly.

Fort Detrick Chiller Replacement and New Chiller Plant

    ----- Advertising -----

The Fort Detrick chiller replacement and new chiller plant design-build project included the demolition and subsequent replacement of an existing chiller plant for the U.S. Army Medical Research Institute of Infectious Diseases. To complete the mission-critical project, the team faced strict security requirements and worked within a tight location. Two ongoing and concurrent construction projects were located adjacent to the chiller project.

The chiller job included extensive work in the facility's interstitial spaces and its penthouse, which were located directly above fully operational, high-containment laboratories.

Turner, the general contractor, recorded daily safety inspections and tracked corrective actions for all non-compliant items using software that measures trends in subcontractor performance. That strategy allowed the project team to identify negative trends and proactively deal with them before they became actual issues in the field.

Because of the building's small footprint, safety was a major consideration when scheduling work to ensure there was no stacking of trades. Just-in-time materials deliveries and prefabrication were used to limit congestion and reduce clutter. That process created more free space for safe access to work areas.

The team's safety solutions helped it achieve zero recordable incidents and no lost-time accidents on-site, ensuring that all workers went home safely each day.

Homeowners planning to remodel face new water-conservation rules - December 31, 2013 by Mr HomeBuilder

After the first of the year, homeowners across the state planning to remodel will have to comply with a new year's resolution of sorts: Installing water-conserving plumbing fixtures.

The state law applies to all single-family residences built before Jan. 1, 1994 and requires that water conserving plumbing fixtures be installed throughout the home as a condition of building permits applied for after Jan. 1, 2014.

"I think a lot of people may feel that it's time to do it because they can see their water bills go up and see losing a lot of water with inefficient water fixtures," said Woodland's Chief Building Official Paul Siegel. "All it takes is one drought and you're rationing people."

Specifically, the law states that all residential buildings undergoing alterations, additions, or improvements must replace non-compliant plumbing fixtures with water-conserving fixtures (Think: Low-flow toilet).

The law does not apply to maintenance, however, such as water heater replacement, HVAC replacement, re-roofing, sewer replacement or window replacement.

A resale inspection would not trigger compliance either, unless a permit is required as a result of the resale inspection.

"Imagine replacing a water heater and spending five times more than you needed to," Siegel said. "That would have been brutal and people wouldn't have done it.

"This (law) will trigger during a major remodel of a home. A lot of people do that anyway.

The law isn't new. Senate Bill 407 actually came into effect in 2009, and stipulates that low-flow fixtures be implemented with home improvements starting in 2014, in all homes by 2017 and in apartment and commercial buildings by 2019.

When passed four years ago, the law went to the California Civil Code, rather than the health and community development department, which covers building codes. For this reason, some people are only learning of the law now.

Kin in dark about killing - December 30, 2013 by Mr HomeBuilder

A Ravena man was shot to death in Costa Rica last week, and his family knows little about the circumstances surrounding the incident.

Stephen Rutkiewicz, 52, was in Costa Rica helping to rehabilitate some property owned by a family friend when he was shot in the early morning hours Dec. 21 in the village of Brasilito, a community on the Central American country's west coast.

The family friend called to alert relatives to the tragedy. But the family has gleaned little information from Costa Rican police officials or from the U.S. Embassy there, said a member of the Rutkiewicz family who did not want to comment further.

Police officials from Costa Rica had not contacted the Coeymans police or Albany County Sheriff's Office about the homicide.

A story in the Tico Times, a weekly English language newspaper in Central America, said Rutkiewicz was sitting in a car outside a bar when he was shot. He then drove to another bar nearby, where he bled to death waiting for an ambulance to arrive, according to a bouncer at the bar the Tico Times interviewed and who wanted to remain anonymous.

The newspaper also reported that there was a woman in Rutkiewicz's car, and that there was a man who jumped out of the back seat and ran after the shooting.

Albany County Sheriff Craig Apple said he got confirmation of Rutkiewicz's death from one of he slain man's brothers. Rutkiewicz, a graduate of Ravena-Coyemans-Selkirk High School, previously had a roofing business that specialized in the replacement of slate roofs. He was visiting Costa Rica a few times a year and staying with the close family friend.

Apple said in his time as sheriff, the department has never dealt with a murder that happened outside the U.S.

An official from the U.S. Embassy in Costa Rica Sunday said he did not have any information about a murder investigation involving a U.S. citizen.

Arrangements are pending until Rutkiewicz's body is returned to the United States, family members said.

Downtown fire station makeover nearly complete - December 27, 2013 by Mr HomeBuilder

Work on the seismic retrofit of the citys main fire station is nearing an end, with crews addressing a few remaining items on their punch list before handing the stations keys back to Napa firefighters.

Over the past few months, crews have worked to upgrade the firehouse to ensure it is seismically sound as well as up to code in a number of other areas. Several small improvements will be made over the next month before it returns to normal service.

Outside, crews recently painted the building and worked on new garage doors. Inside, a number of improvements and renovations are being made.

The project included replacement of the buildings leaky roof, which presented a number of challenges. Under the multiple layers of roofing, crews found moldy insulation and pipes that were not to code. Elsewhere in the building, crews uncovered asbestos.

Whenever youre retrofitting an old building, youre going to encounter the unexpected, Mark Tomko, a senior civil engineer with the city, said of the 1962 structure.

Additionally, the city opted to expand the project scope to take advantage of the fact that the space would be temporarily vacant. In October, the council increased the projects budget by $50,000 to a total of $750,000 to allow for replacement of the garage bay doors, something that was planned to happen in a few years but was moved up to save on installation costs.

City crews have also replaced ceilings and nearly all of the buildings electrical wiring to ensure they meet code, and will be replacing the carpet and tile beneath.

When we started pulling up the carpet, the tiles started coming up, Tomko explained. We found the tiles have asbestos.

Before the end of the year, the city plans to have crews on site to ensure the toxic tiles are properly removed. In January, some windows will be replaced, along with the carpets. Finally, the gas heaters will be installed and the station will be cleaned for the firefighters.

According to the latest project schedule, which was extended a few weeks on account of the additional improvements being made, firefighters should be able to move in at the end of January.

Millburn Township schools receive grants for roofing projects - December 26, 2013 by Mr HomeBuilder

Millburn Township Public Schools will receive almost $1.3 million in grant money from the State of New Jersey to be used toward four roof replacement projects at Deerfield, Wyoming, Glenwood and Millburn High schools.

Millburn received the four grants through the New Jersey Schools Development Authority Regular Operating District grant program. The Department of Education approves these grants that are financed by the School Development Authority for school facilities projects. The state share funds 40% of school projects that are deemed to be priorities based on critical need. The grants are contingent on local approval of the remaining cost to school districts.

At the Millburn Board of Education on Dec. 16 the board approved a resolution to accept the preliminary eligible costs as determined by the Department of Education. It will take several months to complete the grant acceptance process. Work on the projects is anticipated to begin during the summer of 2014.

The total cost for the roof projects is $3,190,828, of which the grants will cover 40%, or $1,276,331. The school district is responsible for 60% of the local share of costs, or $1,914,497. For the three projects at Millburn High School, Deerfield, and Wyoming, the local share will be funded by capital reserve funds totaling $1.6 million. The board will continue to consider the funding of the local share of $239,752 for the Glenwood School roof project, with the possibility of including it in the 2014-15 school year budget, or by using 2014-15 capital reserve funds. The school district has 18 months to spend the grant money from the state.

The Department of Education received applications for more than 2,100 individual school projects in September 2013. On Dec. 4 the state announced the approval of $507.7 million in state financing to help fund 1,538 individual school construction projects in 331 school districts. "This is a tremendous opportunity for the district to save a substantial amount of money while accomplishing some much-needed building preservation projects we absolutely must get done, says Dr. James Crisfield, Superintendent of Schools. My hat is off to Mr. DiGeronimo and his team for securing this state funding assistance. It took many hours to make happen, but clearly it was time well spent."
