    Extensive repairs needed for VISD facilities - March 3, 2014 by Mr HomeBuilder

    With Van ISD enrollment growing, expansion and planning from small maintenance repairs to large projects that will take a considerable number of years to complete were at the forefront of discussion at the Van ISD Board of Trustees meeting Feb. 17. Superintendent Don Dunn said the district is in a busted-then-fix mode. We need to be more proactive and have a plan in place. Some of those plans would include replacing roofing nearly district-wide and improving facilities throughout, said Danny Morrow, director of business, personnel and operations. Morrow gave a facility report to the board and explained what needed to be fixed and what had already been repaired. According to Morrow, we have made a number of improvements throughout the district. We replaced 10,000 square feet of a concrete drive, we installed new high school gym seating, remodeled the restroom and flooring in the AG building, fixed the foundation at the junior high, installed batting cage covers for the softball and baseball teams, and installed new push button door locks on all the doors. But, we still have a lot of work to be done. During the facility report, Morrow led a detailed presentation on the many improvements that Van ISD needs to make in order to keep buildings in good repair and keep up with growing enrollment. We are a work in progress district, Morrow said. We need to replace at least 30,000 to 40,000 square feet of roofing every year. Our projected date of completion for the roofing project will probably be 2021, but that doesnt mean that it will end there. We will still need to provide continual replacement. We also need to replace the AC and heat units on all the buildings. Some of them have been there since 1980 and it is time for us to replace those. Hopefully, that will all be done by 2024. Morrow predicted the cost of all the renovations would total about $1.3 million. We need to do a lot of renovations, including addressing playground safety, carpet replacement, repairing the foundation at the northeast corner of the high school, resurfacing tennis courts and being ADA compliant, he said. We have some drainage issues in some places, and we will also need to start looking into turf replacement on the football field. Morrow said he has concerns that Van ISD will not be able to handle the districts expected enrollment growth. We cant sit back and be idle, Dunn said. We have to have plans in place and start looking forward to the future and what we will need to continue to operate as we do.

    Attendance/ Employees of the month Van Junior High boasted the best attendance rate for two consecutive six weeks, with a 97.07 percent rate for the second six weeks and a 95.46 percent rate for the third six weeks. Employees of the month for February were: J.E. Rhodes Vicki Tompkins; Van Intermediate Shelley Walker; Van Middle Amber Robertson; Van Junior High Kyle Wright; and Van High Berny Duke. The employee of the month for December was Lisa Chitty.

    Suicide Assessment Rexanne Thomas, special education and special program director, updated the board on the Suicide Risk Assessment Training. Due to recent circumstances, Van ISD employees were trained in how to recognize suicidal behavior and what steps to take to prevent such from happening. Thomas noted that, Nearly all of the Van ISD employees have been trained. All that is left to train is the business offices. This is a huge step for us, and the program seems to be working.

    Board Training The Van ISD Board of Trustees will have board training March 17. Dunn said the March meeting will be crucial. It will get us geared up for what might happen in five to 10 years. It is vitally important.

    Vision Statement Dunn also asked the board to change the districts vision statement. I think we should take out the word strives, and change it to inspire and prepare, he said. The board voted to change the mission statement to now read, Van ISD inspires and prepares all students to be successful in a rapidly changing world.

    Other business: The board also: approved a budget change request; approved the Statement of Impact for Ranch Academy. The Ranch Academy requested to change its enrollment for up to 200 students; approve the memorandum of understanding between Van ISD Police Chief and the city of Van. considered and approved the 2014-2015 district instructional calendar; approved TEA application for low attendance days.

    City discusses TIF agreements - March 2, 2014 by Mr HomeBuilder

    MT. VERNON The council will be presented with seven Tax Increment Finance Redevelopment agreements on Monday.

    More than 12 projects were presented to the Downtown TIF Advisory Committee last week, but grant recommendations were not discussed at that time.

    The projects which will be presented for consideration of TIF funds are for King City Books, R&R The Crossing, Girolamos, Headpieces by Toni, Once Upon A Lifetime Photography, the William D. and Phyllis A Edminson Trust and Steven L. Beal.

    Kendra and Dale Peterson have been recommended to receive 47 percent of total projects costs for King City Books, not to exceed $40,000, which will be paid from 2013-14 TIF proceeds to rehabilitate a building on Ninth Street. The total project includes demolition, wood floor repair and refinishing, new wood partitions, plaster repair and painting, an electrical upgrade, coffee counter and equipment, shelving and furnishing, virtrolite repair, window restoration, new signage, plumbing and professional fees.

    Randy and Linda Lowery owners of R&R The Crossing have been recommended to receive a grant in the amount of 42 percent of total project costs not to exceed $50,000. The funds, if approved, will be paid from 2013-14 TIF proceeds.

    The project will rehabilitate the business building, which has a total project cost estimate at $119,700. The work includes tuck pointing, repair of front awning, new top band, new doors, new windows, paint, signage and removal of old awning; new ceilings in the front bar, removal and rebuilding of closets, removing the double door entrance; remove barn wood and replace and repair several walls, install new ceiling fans and re-do the bar; put new ceilings

    in the back bar and restrooms, paint and re-do the walls, remove the old heating system, cut down the bar and install new fireplaces; and remove and install new flooring throughout.

    Girolamos has been recommended to receive a grant of 23 percent of the total project costs not to exceed $75,000 paid from 2013-14 TIF proceeds.

    The total project undertaken by owner Frank Barlotta for 815, 817 and 819 Jordan St., is estimated at $323,500 which includes $265,000 in building renovations, $45,000 in building acquisition and $13,500 in equipment.

    Headpieces by Toni, owned by Toni Federici, has been recommended to receive a grant of 37 percent of total project costs not to exceed $10,000 to be paid from 2013-14 TIF proceeds.

    City discusses TIF agreements

    Bid accepted for High School roof work - February 28, 2014 by Mr HomeBuilder

    The Shelbyville School Board approved the recommendation by the districts architect for the roofing project on the high school during its regular meeting February 20.

    Bid opening was held February 14 with nine bids submitted. The project include roof replacement on the high school gym and auditorium.

    The districts architect Bill VanDusen of Allied Design Consultants told the board that if defects were revealed, the 10 percent contingency would be in the Life Safety contract.

    This is a 1980s roofing. Its time to replace it and the timing was good for competitive bids, VanDusen said.

    The low bid was Top Quality Roofing Company of Mt. Zion at $269,000. Estimated cost was $338,000. The board approved and signed the contract to get the project started. Work is expected to start after school is out June 2 with an anticipated completion date of August 15.

    In administrative reports, Superintendent Denise Bence noted that nine snow days have been declared so three of the days will be submitted to the state as act of God days.

    She reported that public forums, radio spots, and TV interviews are being used to inform the public on the Shelby County sales tax referendum.

    Bence added that she will be applying for a $50,000 maintenance grant, which will require a matching $50,000 from the districts funds, and recommended that, if awarded, the money be used for replacing exterior doors. Estimated cost for all doors is $140,000. The board approved the application.

    Bence also reported that damage from the storm earlier that day tore the roof off the press box, pushed the band trailer into the concession stand, damaging the roof of the stand; blew out a window in the high school, and damaged bleachers at the baseball field north of Moulton school. She added that she has already contacted the insurance company, noting that premiums went up after the claim on the Main Street School chimney that was damaged by lightning a few years ago.

    Moulton Middle School principal Russ Tomblin noted that ISAT testing will be held the first week of March. He added that as a result of last years test results that Shelbyville ranked 5th out of 40 area schools.

    Columbiana BOE hears proposals for roof - February 28, 2014 by Mr HomeBuilder

    COLUMBIANA The Columbiana Board of Education will soon be taking the next step with regards to the roof over South Side Middle School.

    During a special meeting Thursday the board heard presentations from two manufacturers and one local roofing company representing a manufacturer.

    The manufacturers are on a state bidding system and estimates range from $300,000 to $750,000.

    The companies all offer 20-year warranties, although specifics of those warranties differ. If approved by the board, the district will contract with the manufacturer, which will then hire contractors for the work.

    The local roofing company, Boak and Sons, already has a maintenance contract with the district and presented on behalf of Duro-Last, a manufacturer of prefabricated roofing systems.

    "It looks like you guys are just fighting it tooth and nail," Boak employee Chris White said of the roof's leaking that has caused damage to insulation and ceiling tiles in classrooms and hallways.

    The damage has resulted in the district opting to move students out of the 1962 edition to the 1969 edition of the school and even Joshua Dixon Elementary on the other side of town.

    The district is hoping to have the roof replaced before the next school year in order to have students back in the middle school. The board was originally hoping to replace the flat roof with a pitched roof using tax revenue generated from a 29-year bond issue, but the bond has been rejected by voters three times since 2012.

    A pitched roof has been estimated at upwards of $1 million while a flat roof is significantly less, and money for the new flat roof is coming out of the general fund.

    White said in addition to the "extensive history of leaks," the 45,000-square-foot roof over the 50-year-old structure has "severe blistering" of the surface and widespread splits throughout.
