Making alterations -

Were as water conserving as any in Cambria, having mostly up-to-date low-flow toilets and fixtures, and a rainwater catchment system I designed myself.
But the thought of being forced to change out all plumbing fixtures when we want to make alterations/additions to our almost 20-year-old home starting Jan. 1 sent quite a scare through me, as Im sure it did many others in the county.
The article in The Tribune does not tell enough, however. The obscure bill that was passed in 2009 does not require this changeout for maintenance and repair issues (even when a permit might be required), according to California Building Officials. Fresno County is following CALBOs interpretations.
Repairs and maintenance that are exempt from the changeout law include: electrical service, HVAC changeouts/repairs, re-roofing, sewer line replacement, siding or stucco replacement, site work (retaining walls, fences), water heater replacement, window replacement, residential solar systems, swimming pools and other minor repairs /maintenance as determined by CALBO.
I hope local officials will abide by CALBO interpretations, and possibly follow Fresno Countys lead.

GLASGOW Bo Matthews, superintendent for the Barren County School District, gave a renovation update during the school board meeting Thursday.
Matthews said the roofing projects will be worked on in late spring because he wants to wait for warmer temperatures.
We have a timeline established for the complete removal and replacement of the roof on the gymnasium at [BCHS], Matthews said after the meeting. Theres one more piece to the project. Were actually going to include a roof replacement up at central office on the square in Glasgow, which was the former Glasgow post office. Weve also got approval to address storm water drainage issues that are in the front of the school near the gymnasium. Thats going to be taken care of as well in this project.
Matthews said revamping the media center at BCHS will also be part of the update.
Our plan for the media center renovation is to begin after the last day of school for the school year, Matthews said. That way the bulk of the renovations will be taken care of during the month of June and July and were hoping to complete the remainder of the renovation project for the media center by fall break and thats in order to protect as much as the learning environment during the school year as we can.
Since the library was built in the early 1970s, it has remained the same configuration, he said.
We are going to transform that from a library to a media center, Matthews said. Weve had some technology issues, some lighting issues. We are beginning to transform from the library full of books to electronic media usage. Weve got both types of facilities at all of our elementary schools. Were state-of-the-art at the middle school and the Trojan Academy. Its time that at our highest level of learning at [BCHS] that we move into the 21st century with a media center to complement all of our other parts of [BCHS].
In other news, Cindy Greer from the Campbell Myers and Rutledge firm presented the audit report for the most recent school year.
Matthews said they received a clean audit.
There were no material infractions that had to be addressed, Matthews said. There were some clerical procedural errors that we will be working on, but that will be taken care of by way of training. Certainly with the volume of dollars that come in and go out of the district, we are very proud to present that to the public as our staff members are being good stewards with the dollars that we have to transact with.

The Construction Defect Center says, "Because according to court records Atlas is no longer making the Atlas Chalet shingle, many homeowners are now stuck with a complete replacement of their home's roofing shingles. Court documents allege Atlas Chalet roofing shingles began to blister within the first year of installation, and show significant loss of granulation, and these shingles had issues related to premature cracking." The Construction Defect Center is encouraging any homeowner who has the Atlas Chalet shingle on their home's roof to call them immediately at 866-714-6466, if the following has happened:
The Construction Defect Center is urging homeowners whose roof has Atlas Chalet shingles to contact them immediately at 866-714-6466, especially if the homeowner has unsuccessfully attempted to get the manufacturer replace this specific type of roof shingle-with no success, and especially if the home is located to the US Southeast, or Midwest.
What is a Atlas Chalet Shingle? According to court records, the Atlas Chalet shingle was supposedly created to provide an affordable shingle that has the eye appeal of the more expensive architectural shingle. The Atlas Chalet was a shingle that was manufactured to provide a dimensional appearance in a granule overlay shingle. It is not an architectural shingle but rather achieved this look by utilizing random color palettes in a double thickness and creating a shadow line. The result is a 3 tab shingle that provides the eye-appeal of an architectural shingle. The Construction Defect Center says,"If you are a homeowner with a roofing product called the Atlas Chalet shingle, and this specific type of roof shingle has started to crack, blister or curl, please call us immediately at 866-714-6466, and we will do our best to make certain you get to national caliber law firms that are working on the Atlas Chalet shingle litigation." http://ConstructionDefectCenter.Com

Case number: (0:13-cv-01505-TLW). The suit was filed on June 3, 2013 in the U.S. District Court for the District of South Carolina, Rockhill Division

An avid traveler, swimmer and golf enthusiast, Williams has a Bachelor of Arts in English from Mills College and a Master of Business Administration from St. Mary's College of California.
When considering replacing your roof, a number of factors will impact the cost. Besides the area of the roof to be replaced, you also need to assess the difficulty of accessing the roof, the slant of the roof and the market rates in your neighborhood. Once you have this information, you can calculate an approximate cost. Generally, you multiply the square footage of the roof by the cost per square foot for your roof type. The trick is determining your roof type and making sure you and your contractor negotiate the complexity of the job prior to determining a final price.
Identify the area to be roofed. Typically, the roof is half again the size of your home. So, if you have a 1,500-square-foot home, you can assume the roof is about 2,250 square feet.
Determine the pitch of your roof. Most ranch-style homes have a standard, gable roof, which is considered the simplest, and thus, the cheapest, to replace. The steeper the roof, the more expensive the replacement, since the contractor will need to include specialized equipment such as harnesses to access the roof.
Evaluate how difficult your roof will be to replace. If it's a simple gable, again, it's easier to replace. But multiple dormers will increase the difficulty and the cost. If you have multiple skylights or solar energy panels on your roof, this will also increase the complexity and the cost.
Determine if your roofing contractor will remove the existing roof. While this is more labor intensive, it may be required depending on the condition of the roof or if you are switching materials from wood shingles to asphalt shingles.
Find out the going rate in your neighborhood. Regional costs vary widely, so make sure you're comparing roofing information that's specific to your area (see Resources below).
Consider material. Asphalt shingles vary widely in and of themselves but are more expensive than metal roofing material. Similarly, some homes require terra cotta tiling, which is not only expensive in terms of material, but also in terms of specialized knowledge required to lay this tiling correctly.
