By John Green - The Hutchinson News - jgreen@hutchnews.com A new law sought by some Kansas roofing companies to regulate the industry in the state will take effect Monday.
The law requires that any roofing contractor working for a fee in Kansas register with the Kansas Attorney General's office, and renew that registration annually.
If there's a lot of roofing damage following a major storm, for example, communities often see roofing companies arrive from out of town or out-of-state who are not reputable, Yates said.
"People just want to get the job done," Yates said. "This protects the homeowner in the sense that people doing a roofing job are qualified, and that they're people living here and paying taxes. It precludes the guy who all the sudden wants to be a roofer."
While the law doesn't require that roofers provide proof of any specific knowledge of the trade, or prove residency, it does require the company carry a minimum $500,000 in liability insurance and provide a certificate of workers' compensation coverage or an affidavit of exemption or self-insurance.
It also requires proof in the form of a certificate from the Kansas Department of Revenue that the business is current on its taxes.
The application requires the applicant list any felony convictions, in Kansas or elsewhere, though having convictions in itself doesn't prevent approval. The AG can deny a registration, however, if the office determines the application contains "false, misleading or incomplete information," such as leaving off a felony conviction.
The law requires, once a contractor is registered, they display their registration certificate number on every vehicle used for roofing services and on every "business sign, card, correspondence and contract used to solicit and conduct roofing services in this state."
"It doesn't preclude anyone from starting a company," Yates said of the rules. "They just have to do it the right way."
The legislation, HB 2024, allowed the AG to set fees up to $500. In his proposed regulations, which the State Rules and Regulations Board will take up this week, AG Derek Schmidt set the initial registration and annual renewal at $250. To renew a suspended or revoked registration will cost more.

Margins matter. The more Beacon Roofing Supply (Nasdaq: BECN) keeps of each buck it earns in revenue, the more money it has to invest in growth, fund new strategic plans, or (gasp!) distribute to shareholders. Healthy margins often separate pretenders from the best stocks in the market. That's why we check up on margins at least once a quarter in this series. I'm looking for the absolute numbers, so I can compare them to current and potential competitors, and any trend that may tell me how strong Beacon Roofing Supply's competitive position could be.
Here's the current margin snapshot for Beacon Roofing Supply over the trailing 12 months: Gross margin is 24.7%, while operating margin is 6.5% and net margin is 3.4%.
Unfortunately, a look at the most recent numbers doesn't tell us much about where Beacon Roofing Supply has been, or where it's going. A company with rising gross and operating margins often fuels its growth by increasing demand for its products. If it sells more units while keeping costs in check, its profitability increases. Conversely, a company with gross margins that inch downward over time is often losing out to competition, and possibly engaging in a race to the bottom on prices. If it can't make up for this problem by cutting costs -- and most companies can't -- then both the business and its shares face a decidedly bleak outlook.
Of course, over the short term, the kind of economic shocks we recently experienced can drastically affect a company's profitability. That's why I like to look at five fiscal years' worth of margins, along with the results for the trailing 12 months, the last fiscal year, and last fiscal quarter (LFQ). You can't always reach a hard conclusion about your company's health, but you can better understand what to expect, and what to watch.
