One of the stranger stories of the year was the theft of $30 million worth of maple syrup in Quebec in August. The Canadian province had been called the "Saudi Arabia of syrup", and experts worried that such a loss could be "devastating" for the fragile industry, especially if the syrup made its way to the black market.

Thankfully police were soon on the case, raiding a facility in New Brunswick in October and finding between 600 and 800 barrels of potentially illicit syrup. According to Ian Austin of the New York Times, arrests were made this week.

The story has highlighted something unusual however something called a "global strategic maple syrup reserve" ran by what Austin says "amounts to a Canadian cartel":

Put simply, the supply management system sets strict quotas for producers and, in the case of maple syrup, requires them to sell their product through the federation.

The sap that becomes maple syrup after being boiled down often flows for only a short period each spring. Weather changes can introduce wild fluctuations in how much emerges from sugar maple trees.

To maintain stable and high prices, the federation stockpiles every drop its members produce beyond their quota. During bad seasons, it dips into that supply.

It's estimated that the "global strategic maple syrup reserve" holds 46 million pounds of syrup, which is more than 4 times the amount stolen earlier this year.

Seoul (The Korea Herald/ANN) - North Korea's successful launch of a long-range rocket is sparking fresh speculation over the communist state's covert partnership with Iran, another rogue nuclear aspirant.

A string of news reports and leaked diplomatic cables have constantly suggested that the two pariah states cooperate on developing atomic weapons and ballistic missiles through personnel exchanges and technology sharing.

Despite Tehran's denial, U.S. Congress is pushing to highlight the decades-long ties in its upcoming resolution designed to censure the North for the Dec. 12 liftoff. The motion cites news reports to mention that Iranian scientists apparently specialized in missile development were dispatched to offer technical support to the North and were observing the launch at the site.

The resolution was proposed to the House Foreign Affairs Committee on Monday by Rep. Ileana Ros-Lehtinen, its Republican chair, and 10 co-sponsors from both camps including Rep. Ed Royce, who will succeed her next month.

Japan's national broadcaster NHK reported Wednesday that Hamid Reza Taraghi, vice general secretary of Iran's Islamic Coalition Party, has said his delegation was informed of an upcoming rocket launch during talks on Oct. 20 in Pyongyang with Kim Yong-il, director of international affairs at the Workers' Party.

Shortly after the North's rocket launch, Gen. Masoud Jazaeri, a top Iranian military official, sent a congratulatory message to the Kim Jong-un regime, according to the semiofficial Fars News Agency.

"Experience has shown that independent countries, by self-confidence and perseverance, can quickly reach the height of self-sufficiency in science and technology. Hegemonic powers, such as the United States, are unable to stop the progress of such countries," he was quoted by saying.

Iran is believed to have first successfully test-fired its rocket in 2002. It claimed in 2004 it has secured the ability to mass produce its Shahab-3 long-range ballistic missile, whose prototype model is speculated to be the North's Nodong-1.

Such collaboration is "certainly" possible, said James Schoff, a senior associate at the Carnegie Endowment for International Peace and a former Asia-Pacific security advisor to U.S. Defense Secretary Leon Panetta.

"They clearly have some common interests in trying to build up a deterrent so that they can keep outsiders from interfering in their business, which allows them to carry on policies that are unpopular with neighbors such as funding and supplying terrorist organizations on the part of Iran, and for North Korea seeking to undermine South Korea while oppressing its own people," he said.

For his latest blood fest, "Django Unchained," Quentin Tarantino largely replays all of his other blood fests, specifically his last flick, "Inglourious Basterds."

In that 2009 tale of wickedly savage retribution, Allied Jewish soldiers get to rewrite World War II history by going on a killing spree of Nazis. In Tarantino's new tale of wickedly savage retribution, a black man (Jamie Foxx) gets to rewrite Deep South history by going on a killing spree of white slave owners and overseers just before the Civil War.

Granted, there's something gleefully satisfying in watching evil people get what they have coming. But "Django Unchained" is Tarantino at his most puerile and least inventive, the premise offering little more than cold, nasty revenge and barrels of squishing, squirting blood.

The usual Tarantino genre mishmash a dab of blaxploitation here, a dollop of Spaghetti Western there is so familiar now that it's tiresome, more so because the filmmaker continues to linger with chortling delight over every scene, letting conversations run on interminably and gunfights carry on to grotesque excess. Bodies bursting blood like exploding water balloons? Perversely fun the first five or six times, pretty dreary the 20th or 30th.

Tarantino always gets good actors who deliver, though, and it's the performances by Foxx, Leonardo DiCaprio, Christoph Waltz and Samuel L. Jackson that make "Django Unchained" intermittently entertaining amid moments when the characters are either talking one another to death or just plain killing each other.

Foxx's Django starts literally in chains, part of a line of slaves on their way to the auction block. Genteel bounty hunter King Schultz (Waltz, an Academy Award winner for "Inglourious Basterds") turns up searching for Django because the slave can identify three elusive overseers with a price on their heads. Next thing you know, Django's apprenticing as a bounty hunter, forming a partnership with King that takes them deeper south in hopes of freeing Django's wife, Broomhilda (Kerry Washington).

The trail leads them to a plantation owned by Calvin Candie (DiCaprio), a dandy who trains slaves for barbarous Mandingo fighting.

There are morbidly funny moments as Django and King infiltrate the plantation posing as buyers, the two sharing twisted exchanges with the flamboyantly creepy Candie and his chief house slave and Uncle Tom gone psycho, Stephen (Jackson, Tarantino's "Pulp Fiction" co-star).

Tarantino mostly lets them prattle on to such lengths that whatever tension was building is defused. A scene in which a posse of Klan forerunners (led by Don Johnson) debates the difficulties of seeing out of their white hoods is hilarious for a few moments. But then they talk the gag into the ground, and keep on talking.

The humor co-exists uneasily and often clumsily alongside a story so charged with racial enmity. Tarantino's solution to everything is to put guns and dynamite into people's hands, and while that might be good escapism in a gangster story, it feels flimsy and childish here.
