    Spartanburg's 2014 to-do list to get done this year - January 5, 2015 by Mr HomeBuilder

    In the first quarter of the year, city officials expect the new Wall Street development, with storefronts on the lower level and nine residential units on top, to open this month. A juice bar a first for downtown plans to open in the next few weeks, and Hub Diggity Dog is also expected to locate in the development. There is also a third storefront in the building.

    Not far from the Wall Street development, Dottie's Toffee founder Nick Belmont plans to open a retail storefront in February. The new location at 155 W. Main St. includes an exhibition kitchen where people can watch the candy-making process. Using his grandmother's toffee recipe, Belmont and his staff currently make milk and dark chocolate toffee in small batches out of a small commercial kitchen on Spring Street.

    City Communications Manager Will Rothschild said the Wall Street festival street concept will be completed in January.

    The street is being reconfigured from a vehicular street to a festival street with brick pavers and space for outdoor seating. The street will have no curbs or sidewalks, and pedestrian and vehicular driving lanes will be distinguished by different colors and paver patterns.

    After the completion of Wall Street, the city will begin work on Magnolia Street improvements. Wall and Magnolia street plans are part of $2.3 million in streetscape, biking and pedestrian improvements City Council approved in late 2013. The city's plan to improve Magnolia Street includes removing the street trees that are in the sidewalk and opening up that section.

    The city will wrap up work on its $2.5 million parks and recreation improvement plan with a new playground installation at Happy Hollow park, the last one to receive a play structure, and work will start on a new Stewart Park activity center.

    The city will open its new multipurpose athletic field at the C.C. Woodson Community Center the field was partially financed by a National Football League grant. Rothschild said completing work at the field, along with the new outdoor playground equipment installed in November, is the final piece of the puzzle for C.C. Woodson.

    The city plans to make headway on daylighting the Butterfly Creek in the Northside community. There is no official timeline yet, Rothschild said, but some preliminary work could be done on the creek that runs through the community. The city, the Northside Development Group and other partners are working to secure a $30 million federal grant to help with revitalization efforts on the Northside.

    City officials are optimistic the Hub City Cooperative grocery store board of directors will be able to raise $350,000 to open the state's first cooperative grocery. In May, City Council agreed to offer the group a $200,000 zero-interest loan and provide a $150,000 operations assistance grant that would be paid out monthly during the first four years of operation.

    Moscow Borough Building project moving along - January 4, 2015 by Mr HomeBuilder

    The Moscow Borough Municipal Building is in better shape than ever to weather the winter.

    A $304,272 project to renovate the municipal hub is well underway, with many building upgrades already finished or soon to be done, said Arthur Pencek, president of borough council.

    Eastern Roofing Systems installed metal tiles, finished adding division walls to the public works garage to ensure employees do not have to work on vehicles in sub-freezing temperatures, and whad largely finished placing an insulated roof on top of the existing corrugated metal roof.

    Even before turning on the heat, it is already much, much warmer in there because the wind is not blowing through the garage anymore, Mr. Pencek said.

    Contractors also added a guardrail to the back of the property by Van Brunt Creek, and were adding foam insulation to the interior of the building.

    Installation of a small roof over the walkway entrance to the Police Department, and some aluminum siding work were not yet finished, but Mr. Pencek said contractors expected to wrap that up during the winter.

    Paving the dirt and gravel part of the parking lot will not be done until the spring, he said.

    It is turning out good, Mr. Pencek said. The project is moving along.

    The borough is using funding from a portion of the $500,035 state Redevelopment Assistance Capital Program grant for the project. The grant also funded Main Street sidewalks and Van Brunt Street sidewalk, curb and drainage system work.

    A 10-foot-tall map of decades-old Mill Valley hiking trails is revealed on a wall of the former Old Mill Market at the corner of Throckmorton and Old Mill avenues in Mill Valley.

    A 10-foot-tall map of decades-old Mill Valley hiking trails torn off the side of a building will be considered for installation in Old Mill Park.

    The map, painted in shades of green, adorned a wall of the former Old Mill Market at the corner of Throckmorton and Old Mill avenues, across from the park. The Mill Valley Historical Society proposes to install it in the park, and story poles are in place there to give an idea of its size. The issue will be taken up at the Feb. 4 Parks and Recreation Commission meeting.

    "It was a local grocery store, and hikers would go to get supplies and ask, 'How do I get to the top of Mount Tamalpais?' and the like," said Mill Valley Parks Supervisor Brandon Stewart. "So the proprietor painted a trail map on the side of the building to answer their questions."

    The map, which is about 15 feet wide and 10 feet tall, would have a small roof over it, and would be placed near the toddler swings just east of Cascade Drive in the park, according to Denise Andrews, the operations superintendent of the city's Department of Public Works.

    The map sets forth informal hiking trails that existed in 1949, Andrews said. Interpretive text would be included in the exhibit to explain that the trails depicted are not current.

    "It's a historical map of what used to be here, but it's no longer the same trail system," Stewart said.

    NIAGARA FALLS Some fees to use Hyde Park Golf Course are going up next year.

    And many inspection permit fees from City Hall have been raised, with some new ones added, too.

    These appear to be part of the fallout from the disjointed city budget process lawmakers and Mayor Paul A. Dyster recently completed.

    The bottom line is the City of Niagara Falls is facing financial challenges, and one way to deal with them is to try to increase revenue by raising fees.

    The City Council last week approved the fee hikes, which were supported by the mayor, in two separate 3-2 votes.

    In terms of golf course fees, the season pass for those with disabilities will rise from $500 to $600. Golfers also will have to pay $100 more for season passes to use a golf cart, while the fee to play the Red Nine course will rise from $5 to $9. Buckets of golf balls at the driving range are also going up in price by $1 per bucket.

    Supporters said the increases will be used to help fund improvements at the municipal course, the operations of which will be subsidized with tax dollars next year by more than $400,000, according to the city budget.

    In October, lawmakers tabled a measure to pay for the installation of a paved golf cart path at the course because of concerns with the citys finances.

    Councilman Andrew P. Touma said he believes many of the courses fees are a little below the fees at other municipal courses in the area. Touma said he spoke about the issue with David James, the golf course manager, who had discussions with some golfers about the courses fees.

    He realized the fees havent been increased for some time and the increased revenue we could put back into the course, he said.

    The library's new public entrance and foyer were framed out by late summer.

    The day after the removal of the books and shelves, the library's main collection space is vacant.

    MONROE Monroe Free Librarys $1.9 million renovation is about 95 percent complete, according to a Dec. 1 progress report from Verticon Ltd., the contractor managing the project.

    The contractor estimated that the construction portion of the project will be substantially completed by the last week of December. This includes finishing the installation of the heating, ventilating and air conditioning and electrical systems; siding and roofing; and interior finish work such as ceiling tiles, painting and millwork, doors and flooring.

    The next progress meeting is scheduled for Dec. 22, when the libary expects to have a clear idea of the date Verticons construction work will be complete.

    Barring any construction delays or unforeseen contingencies, library anticipates opening an expanded and reconfigured facility at 44 Millpond Parkway at the beginning of March. The doors will open with an enlarged childrens area, a Young Adult room, added capacity for books and programs, improved office spaces, and the ability to offer more services to the community.
