    Bettendorf mulls delay in residential sprinkler mandate - November 22, 2012 by Mr HomeBuilder

    The Bettendorf City Council might delay implementation of a requirement that new one- and two-family homes be equipped with sprinkler systems.

    Bettendorf Community Development director Bill Connors told the council Tuesday that a possible change in state code prompted him to ask the council to delay the implementation of the mandate from Jan. 1, 2013, to Aug. 1, 2013.

    Connors said the city was following the states lead when it adopted the 2009 International Residential Code, which includes the sprinkler system mandate beginning Jan. 1

    Connors said during a recent meeting between city staff, local legislators and area homebuilders, some of the legislators indicated that the state may revisit the sprinkler mandate during the 2013 legislative session, and could consider removing it from state code.

    City Administrator Decker Ploehn said it made sense to wait to see what the state does about the issue before implementing the mandate.

    Robert Meyer of the Quad-City Builders & Remodelers Association told council members the city should not require that new homes be equipped with residential sprinkler systems because studies have shown that consumers dont want them.

    We feel that consumers should have a choice when it comes to personal property rights, Meyer said.

    Alderman Debe LaMar, 3rd Ward, said she would like the city staff to research the issue. Alderman Greg Adamson, 4th Ward, said he would like to see that research before the legislature addresses the issue so city officials can brief legislators about the citys position.

    The council unanimously approved the first reading of an ordinance delaying the implementation of the mandate.

    In other business, the council unanimously approved the first reading of an ordinance that would increase the permit fee for access to city right-of-way. The proceeds of the fee would go into a fund to pay for the restoration of city right-of-way damaged during construction.

    11:28 AM A 74-year-old woman is treated for burns after her cigarette started a fire in an overstuffed chair.

    PORTLAND Firefighters are crediting a sprinkler system in a Cumberland Avenue apartment building with putting out a fire in an overstuffed chair.

    Firefighters were called to 457 Cumberland Ave., Cumberland Park Place Apartments, at 3:30 a.m. Wednesday where they found water dripping from the second floor and heavy smoke inside an apartment there, said Deputy Chief Robert Wassick.

    Firefighters learned that a 74-year-old woman, who was on oxygen but had turned it off, had lit a cigarette and a spark or ash fell into the chair and started the fire. She tried to stamp it out, but couldn't, Wassick said, and retreated to a neighbor's apartment.

    A single sprinkler head discharged, putting out the fire and setting off an alarm that summoned firefighters, Wassick said. The woman was treated for a burn to the side of her hand, he said.

    The apartment will need to be renovated because of smoke and water damage but there was no damage to other units, he said, adding that without the sprinkler system, the fire would have been much worse.

    Here at SMU, one of our favorite things to complain about is the sprinkler systems eye for vengeance. I have several friends who swear that there is some evil being who hunts down students with the sprinklers as they dash across Dallas Hall Lawn to class. Well, a group of my friends decided to do something about the situation rather than sit back and be armchair critics.

    A class I am currently enrolled in tasks students with using data to solve problems. Most groups choose to do an imaginary company or product for this, but my group wanted to get involved with something that impacted ourselves and our peers: we wanted to optimize the infamous sprinkler system of SMU.

    We have only been working with the grounds department for a few weeks now, but we have learned that they get a lot of undeserved flak from the student body. I just want to help set the record straight.

    Perhaps the biggest complaint is that the sprinklers water the sidewalks. Obviously, this is a bad thing because water doesnt help concrete grow. The explanation behind this though not an excuse is that simply the sprinklers were often there long before the sidewalks.

    Take for instance Dallas Hall Lawn, which is perhaps the most noticed perpetrator. Dallas Hall has the oldest sprinkler system on campus. When it was put in the only sidewalk was the one that runs north to south from the flagpole to Dallas Hall.

    Another often heard complaint is that SMU is constantly watering. Well, the reason for that can be summed up in one word: Boulevarding. Boulevarding, especially on Dallas Hall Lawn, absolutely demolishes the grass.

    In order to get the campus back to looking as expected, the lawns must be overseeded and watered to germinate and grow the grass.

    Why doesnt the grounds department simply fix these problems then? Well, like most other things in the world, it comes down to money. They are staffed to maintain the current system, and not to design new systems.

    Just two people manage the entire SMU irrigation system and there is only so much they have time for.

    Thats where my engineering team has stepped into the picture. We are planning to use our skills to recreate the sprinkler system for Dallas Hall Lawn and hopefully optimize water usage and coverage to meet both SMU community expectations as well as city regulations.
