    Sprinkler system puts out apartment fire, causes some water damage - February 16, 2014 by Mr HomeBuilder

    KNOXVILLE (WATE) - A fire, and the sprinkler system that subsequently put it out,caused some damageto a Knoxville apartment complex unit.

    According to the Knoxville Fire Department, crewsresponded to reports of a fire at a Summit Tower apartment unitaround 4:20 a.m. on Saturday.

    Firefighters say they saw flames on the sixth floor from outside the building. Once they made it to the floor, crews say the hallway had become filled with smoke, but that the fire had been mostly extinguished by a sprinkler system.

    Officials say no one was found inside the unit.

    Firefighters say they began venting the smoke, stopping the water flow, and pushing the water that had made its way from the apartment floor to the complex's hallway.

    A few apartments below the floor reported minimal water damage.

    Officials say they were informed by the complex's manager that are searching for an empty apartment to temporarily lodge the displaced resident.

    If none are available, the American Red Cross of Knoxville will assist with a place to stay.

    No injuries were reported. The cause of the fire remains under investigation.

    Richmond: Flooding in city jail after suicide attempt - February 14, 2014 by Mr HomeBuilder

    RICHMOND -- The city jail was damaged by flooding Wednesday after an inmate attempting suicide broke a fire sprinkler system inside her cell, authorities said.

    Police said the 19-year-old tied a blanket to the sprinkler system in an attempt to hang herself, but the weight of her body broke the sprinkler head, causing flooding inside her cell and other jail cells. The cost of repairs has not been determined.

    The woman, who was alone in her cell, was taken to the hospital on a 72-hour psychiatric hold, police said. She was listed in stable condition.

    The woman was being held in the jail after she was arrested Tuesday at about 9 p.m. on suspicion of assault with a deadly weapon. Police said she and a man assaulted another man with a knife during a disagreement on the 1700 block of Burbeck Avenue.

    A ''swinging'' leaving do has left some businesses in Queenstown flooded and owners facing a six-figure repair bill.

    Businesses off Searle Lane were flooded about 4.15am when a sprinkler system in Nomads backpackers was broken, flooding the budget hostel, Devil Burger, Cup & Cake, Below Zero Ice Bar and Cowboys bar.

    Staff were busy cleaning up this morning on Valentine's Day, one of the busiest retail days of the year in Queenstown, waiting for electricians, carpet cleaners and insurance assessors.

    Senior constable Chris Blackford, of Queenstown, said a 25-year-old man and 23-year-old woman, both British, were arrested and charged with wilful damage.

    They arrived back at Nomads, where they paid a discounted rate in exchange for cleaning, about 4am after their last night out in Queenstown before a scheduled flight to Australia today.

    ''They started to dance on tables and whilst on the tables it's alleged they swung off the sprinkler system pipe, which broke.''

    The pipe was pulled down and water started gushing out, flooding the first floor, ground level and neighbouring downstairs properties causing significant damage, he said.

    ''The potential for a six-figure sum is not unrealistic.''

    Lindsay Bustillos didnt realize her high-rise apartment building in West Los Angeles lacked sprinklers until a fire last fall made her unit uninhabitable.

    The Oct. 18 fire at the Barrington Towers complex caused water and smoke damage that forced hundreds of residents to leave their apartments.

    You would think that when you move into a place like this that they kind of have it nailed down, said Bustillos, 32, of the sprinker situation.

    Although laws mandate that residential high-rises built before 1943 and after 1974 have fire sprinklers installed, that leaves a 30-year gap in which high-rises were built in Los Angeles without having to install sprinklers. By the citys count, 71 of the citys roughly 200 residential high-rises dont have fire sprinkler systems installed.

    The gap has been debated for years, but the Barrington fire has brought the issue into focus again.

    Disaster drives regulation, said Los Angeles fire Battalion Chief Timothy Kerbrat. If its a big disaster then the time to get the ordinance and changes take a little bit more time. If its not a big disaster, its a blip in the paper and we forget about it real quick.

    Los Angeles officials first made a push to retrofit all high-rises commercial and residential - with sprinklers in 1988 after a fire at First Interstate Tower downtown killed one man and injured 40. But proponents opted to divide the proposal into two: one for businesses and one for residential.

    Our strategy at the time was: If we try to do them both were afraid were not going to get anything at all, Kerbrat said.

    Lawmakers approved retrofitting some 350 commercial buildings, but there was stronger resistance from residential building owners. The costs to retrofit were too high, they argued. Its the same argument that was made in 2004 after a woman was critically burned in a tower in Koreatown.

    Were always interested in providing clean, safe affordable housing, said Jim Clarke, head of the Apartment Assn. of Greater Los Angeles. If it doesnt have fire sprinklers, it may not be the safest place to live, but at the same time youre bound. Your hands are tied because of finances.

    Many seniors live in the Catholic Presbyterian Apartments downtown, and when a fire bloomed Thursday on the fifth floor there were some tense moments. But, the flames did not do nearly as much damage as the sprinkler system. Water flooded the 5th floor and the four floors below it. Mr. Ray is a resident that was flooded out.

    "Now, I am at a point where I can't go into my apartment right now until everything's dry. I can't get any clothes, toothbrush, razor or everyday stuff," said Ray.

    Jenny Carver with The American Red Cross was at the apartments helping to give people food and shelter. She said a fire is a big issue for anyone, but especially traumatic for seniors.

    "Sometimes, I think it is harder for them, because they feel established. And to have something thing like this happen, it completely disrupts everything. And they have to look at recovery and sometimes it can seem like a very overwhelming process," said Carver.

    Cold temperatures continue to cause problems across the Black Hills.

    And now some local businesses and residents have experienced sprinkler system pipes that froze over and burst. Rapid City fire department responded to 15 incidents this year alone due to frozen pipe bursts.

    Fire officials still highly recommended that sprinkler system be installed, as they can be vital if a fire were to occur, however those systems must be maintained properly in order for the sprinklers to work and to prevent any damage.

    If sprinkler pipes are in the attic or up in the ceiling just make sure theyre properly installed above the ceiling or properly maintained. You might even take some point to, if youre in a business, to remove part of the ceiling to see if its cold up there. If youre at home check the attic to make sure theyre properly installed and heat is reaching your pipes so they dont freeze, says Rapid City Fire Departments Public Information Officer, Calen Maningas.

    Officials recommend that the building temperature be a minimum of 45 degree to prevent pipes from freezing over. RCFD suspects that the prolonged extreme cold in the area is whats causing these incidences.
