ELGIN The City Council Wednesday night is to award Davey Tree Expert Company a contract in the amount of $131,120 for tree removal and planting in the Remington Meadows and Remington at Providence subdivisions.
The tree bid for the two Remington properties is to replace dead or dying trees and to plant trees that were supposed to have been done but were not since the developer went out of business, City Engineer Joe Evers said. I do not believe the winter had an impact on the trees we are looking to replace.
According to supporting material for the Wednesday council meeting, the Remington Meadows subdivision is located south of Water Road and east of Nesler Road, and the Remington at Providence subdivision is located south of Gansett Parkway and east of Nesler Road.
As part of approving these subdivisions, city ordinances required the developer to post a security in the form of a letter of credit to guarantee the completion of public improvements within the subdivisions, which are now in the DR Horton portfolio.
When Remington Homes failed to complete the public improvements within the subject subdivisions and were therefore in default of their obligations, the city made a demand on the letters of credit, the material states.
The city hired Engineering Enterprises to come up with a punch list of public infrastructure itemsneeding replacement or completion, including the tree replacement.
The number of trees to be replaced is between 130 and 150, and the project is expected to be done by May 31, 2015. Ten different types of trees will be planted and all come with a one year replacement warranty by the contractor. The tree work in Remington at Providence will run $89,055 and the cost for the work at Remington Meadows will be $42,065. The supporting material notes that there are sufficient funds remaining from the letters of credit issued for the project to pay for the tree work.

Vernon Hills officials are about halfway done removing ash trees along public streets, and are now looking at how to get private property owners to remove potentially sick trees.
Local governments around Detroit, Mich., first noticed the Asian-based emerald ash borer in 2002. The bug grows inside ash trees, cutting off the flow of nutrition until the insect matures and leaves or until the tree dies. The bugs were accidentally transplanted through international travels.
There were about 3,600 ash trees living on public land along the streets in Vernon Hills before the bug made its way to Illinois. Private contractors and crews from public works began removing trees last year to prevent branches or entire trees from falling on cars or pedestrians.
All ash trees along public roads will be removed and replaced with non-ash trees by 2016. By then, Vernon Hills will have spent between $1 million and $1.2 million.
Village officials talked Oct. 7 about how to encourage or force private property owners to remove ash trees. Nothing was approved, but trustees gave their employees plenty to research over the next few months.
Assistant Village Manager Joe Carey cited a regional study that says private properties, combined, can have up to five times more ash trees than on public land, which means Vernon Hills could have 18,000 ash trees on private property.
Carey said a lot of nearby towns are sending letters to homeowners and corporations advising them of liabilities related to having sick trees on their property. He suggested taking the same approach.
Youre entering a whole new world when you go on private property, Village Attorney Robert Kenney warned trustees as the discussion progressed.
Mayor Roger Byrne, who works for an insurance company, said in most cases where a tree falls on a neighbors home or car, the victims file claims on their own homeowners insurance instead of trying to sue.
However, an insurance company might refuse to pay if that neighbor knew the tree was infected and chose not to remove it, Byrne said. That could lead to a lot of friction among neighbors, he concluded.

Safety Harbor city commissioners are scheduled to vote on a moratorium on tree removal during their meeting Monday night.
The moratorium would prevent people from removing certain trees while the city works on drafting a new tree ordinance.
The proposed ban comes after more than a dozen large trees were removed from private property at the Safety Harbor Resort and Spa to make way for a parking lot.
The city's current tree ordinance only protects trees of a certain size.
Specifics of the moratorium are still being discussed but city officials said it would not affect tree removal applications that have already been approved and it would not prevent the removal of trees that are dead or diseased.
If approved, the moratorium would expire April 1 unless a new tree ordinance is passed sooner.
