Burglar climbs through second-floor window, asks for a beer - October 5, 2014 by Mr HomeBuilder

    From The Chronicle (Centralia, Wash.):

A man who crawled through asecond-floor window of a Lewis County home and asked for a beer was arrested on suspicion of burglary this week.

The 38-year-old, from Carter Lake, Iowa, told deputies he was on his way to Portland Wednesday evening when he saw a ladder and a rope leading up to the second-story window of a house near Chehalis and decided to climb up. He told deputies it looked inviting, like a hippie trail, authorities said.

Once at the top, the man saw the homeowner inside, asked for a beer and if he could go through the house instead of climbing back down the ladder. The homeowner didnt give permission, but the man came through the window anyway. The owner got him out of the house and called 911.

Deputies later discovered him walking down the road. He was arrested and booked in the Lewis County Jail for suspicion of burglary.

The homeowner told deputies the ladder and rope were there because he had been cleaning his rain gutters.

Cal/OSHA Helps Firefighters Execute High-Rise Rescue: Window Washers Brought to Safety after Getting Stuck on 18th Floor - October 3, 2014 by Mr HomeBuilder

IRVINE, Calif., Oct. 2, 2014 /PRNewswire-USNewswire/ -- The combined efforts of Cal/OSHA, Tractel scaffolding company, and the Orange County Fire Department helped ensure two window washers were able to safely exit a 19-story building on Wednesday, October 1.

A Cal/OSHA senior safety engineer was notified around 9 a.m. about a situation at 4 Park Plaza in which washers employed by Newport Window Cleaning had become trapped. Wire ropes suspending the cleaning crew's platform frayed, making the rope too wide in diameter for the motorized pulley system to raise or lower it.

The Cal/OSHA safety engineer consulted with Tractel Inc., and advised the Command Chief of the Orange County Fire Department. They secured the workers on the platform with harnesses before raising the platform by hand up to the rooftop.

"Days like this truly make me proud that all the agencies involved in the incident worked together towards one common goal: employee safety," said Christine Baker, Director of the Department of Industrial Relations (DIR). "Their careful attention to the technical complexities in this situation helped save two lives."

Rescue ropes, brakes and pulley systems had to be inspected for any damage before the rescue operation could commence. The trapped workers also assisted Urban Search and Rescue-trained firefighters in securing the rescue equipment to their platform, despite having been trapped in the sun for hours. The rescue operation was completed around 1:00 p.m.

However, questions remain about what led to the incident in the first place. "It is important that all industrial equipment be checked regularly for deficiencies," said Acting Cal/OSHA Chief Juliann Sum. "Cal/OSHA will be conducting an investigation into how the wire rope problems developed, and why they were not identified before the ropes were put into use on Wednesday."

Cal/OSHA could issue citations and fines as a result of its investigation into the faulty equipment used by Newport Window Cleaning on Wednesday.

Cal/OSHA helps protect workers from health and safety hazards on the job in almost every workplace in California. Employers who want to learn more about California workplace health and safety standards or labor law violations can access information on DIR's website as well as on Facebook and Twitter.

Two window washers rescued near top of 19-story Irvine high-rise - October 2, 2014 by Mr HomeBuilder

Firefighters went to great heights Wednesday to rescue three people stuck above the ground in two separate incidents.

A pair of window washers were stranded for more than two hours near the top of a high-rise building in Irvine, authorities said.

The Orange County Fire Authority received a call about the workers stuck on a platform outside the 17th floor of 4 Park Plaza around 9:30 a.m. Wednesday, Capt. Steve Concialdi said. No injuries were reported. About 35 firefighters were sent to the scene, including all four of the agencys urban search and rescue companies.

The platform became stuck after a motor malfunctioned, said Mike Lyster, a spokesman for the Irvine Co., which manages the building.

The workers were rescued just before 1 p.m. by firefighters who used a winch to raise the stuck platform, called a swing stage, about 20 feet to the top of the building, Lyster said.

It was a slow process and they did it very gradually, Lyster said.

The 262-foot high commercial office building is part of the Jamboree Center and was constructed in 1991. The workers are from Costa Mesa-based Newport Window Maintenance. An employee who answered the phone there refused to comment.

The windows at 4 Park Plaza are washed three times a year, and it takes about four days to clean all the buildings windows, according to Lyster. The window washers start at the top of the building and work their way down, cleaning two rows of windows at a time. Newport Window Maintenance has worked with the Irvine Co. for more than 20 years.

Representatives from the Occupational Safety and Health Administration were on site during the incident, Lyster added. After the washer became stuck, they called their supervisors. Members of the Irvine Co.s engineering team were the first to respond to the stuck window washers. They then called the fire department.

After the rescue, the window washers and firefighters were treated to pizza and soda in a third floor conference room.
