A Bayonne man who police had previously suspected of stealing packages from residents' porches and building lobbies was arrested when he was caught in the act, Bayonne Police Capt. Walter Rogers said.
Damion Baker, 45, of Avenue C, was arrested on Jan. 15 at 1 p.m. after detectives in an unmarked car saw him walking north on Avenue C from 17th Street with a shopping cart filled with items inside a plastic bag, Rogers said.
Police recognized Baker as a suspect from previous investigations involving stolen package and decided to follow him, Rogers said. Baker stopped several times, entering entranceways to several multiple-unit buildings and emerging empty-handed, Rogers said.
Detectives saw Baker attempt to sell several items from the shopping cart to a business owner on Kennedy Boulevard. After leaving the business, he was seen leaving the front vestibule of a house on the 400 block of Avenue C with several new clothing items wrapped in plastic and a portion of a cardboard box, Rogers said.
Baker threw the cardboard into the road at 18th Street and put the clothes into a red plastic bag that he took out of his jacket, Rogers said.
Detectives then got out of their car and arrested Baker, Rogers said, noting that the cardboard that was tossed into the street had a UPS packing label from retailer Aeropostale on it.

ALAMO -- Rejecting an appeal by neighbors, the county planning commission has let stand plans for a controversial recreation center to be built at San Ramon Valley United Methodist Church in Alamo.
The appeal asked the commission to overturn approval of the project by the Contra Costa zoning administrator.
Commissioners voted unanimously on Tuesday to uphold the zoning administrator's decision.
"We agreed with the zoning administrator's findings that the project was compatible with the neighborhood and consistent with the zoning and that's why we made our decision," said Aruna Bhat, a deputy director at the county Department of Conservation & Development, who presided over the appeal hearing.
Church officials say the gym is intended as "a gift" to the community, and that the idea for it came from an anonymous donor in the Alamo area. They plan to charge small fees to non-church members who want to use the gym, but say it will be open to the public.
But many neighbors of the Danville Boulevard church oppose the project. There are 29 houses surrounding the church, and the residents of 28 of them publicly oppose the gym's construction, according to a county staff report. Among neighbors' concerns are fears that the new gym will increase noise and light pollution in the area, and lead to more traffic congestion along Danville Boulevard.
In response, the church has agreed to measures designed to reduce gym and nighttime light pollution.
Bhat said anyone who wants to file an appeal to the county board of supervisors has until 4 pm Jan. 24, to do so.

In the latest addition to a relentless Downtown housing boom, developer Les Orosz is proposing a roughly $21 million, 12-story apartment building southeast of Capitol Square.
Orosz is seeking to demolish buildings at 425, 431 and 435 W. Johnson St. for the project, which will offer 148 apartments with four levels of underground parking. The development team is also exploring the possibility of mechanical valet parking, in which cars would be mechanically taken to storage spaces in a garage that would require less room than a standard garage.
The developer has been trying to assemble the site for more than a decade and is moving ahead now due to demand and low interests rates and construction costs, said architect John Sutton, who is working with architect Doug Kozel on the project.
The site is especially attractive because the new zoning code permits 12 stories there, Sutton said. That places a real value on the land, he said. Not all locations can go that tall.
The building, which would have a glass, metal and masonry exterior, fits the new Downtown Plan and Zoning Code, Sutton said.
The project, which would be geared to young professionals, would have a mix of one- and two-bedroom units with wood floors, high ceilings and decks, Sutton said.
The properties to be demolished include a two-story brick commercial building and two three-story wood frame structures used for student housing. The existing structures have no historic value, Sutton said.
Davy Mayer, president of Capitol Neighborhoods, Inc., said he has not seen detailed plans but isnt surprised to see another big housing project proposed.
The Downtown is a good place to live, he said. We want people to come here to live. When projects are within zoning, we welcome that.
Of the demolitions and the loss of lower-cost housing, Mayer said, Its always hard to lose this housing, even if its not historically significant. But more housing can ease the citys low apartment vacancy rate, he said.

Given the potential market for affordable apartments, particularly in urban locations, developers increasingly are interested in building micro-unit projects.
Near the Districts Logan Circle, developer Brook Rose is planning an eight-story apartment building containing 38 units, of which 32 are micro-units ranging in size from 280 to 350 square feet. Rising behind three existing rowhouses on Church Street NW, the project might not include parking if the Board of Zoning Adjustment approves in which case any tenant with a car will not receive a street parking permit.

The former Latham Hotel at 30th and M Streets in Georgetown might be transformed into a mixed-use building containing more than 100 micro-units. And the JBG Companies, according to a company source, is exploring several future projects in which micro-units would be included.
You might be thinking that micro-unit is just another term for efficiency apartment. Why this new, trendy terminology?
A micro-unit is, in fact, a very small apartment, typically smaller in floor area than a one-bedroom apartment and smaller than many efficiency and studio apartments. A micro-unit can be comparable in size to a hotel room.
One-bedroom apartments rarely are smaller than 500 square feet, while efficiency apartments usually range in size from 350 to 450 square feet. Micro-units commonly encompass 250 to 350 square feet. Its worth noting that under District regulations, the floor area of a dwelling in a multi-unit building generally must be at least 220 square feet.
Clearly, compactness characterizes the micro-unit trend. But other attributes differentiate micro-unit development from conventional apartment development.
As a Google-based mosaic of images shows, micro-unit interiors can be more inventively configured and elaborately designed than many efficiency apartments. Intended to accommodate one and perhaps two individuals, micro-units often include built-in furniture and storage systems, plus a complete bathroom and efficiently configured kitchen. With greater-than-average ceiling height, a micro-unit can feel relatively spacious and offer a sleeping loft floating above a small portion of the space.

In the aftermath of record amounts of December snow, Mother Nature is turning up the heat while snow-weary Calgarians struggle to navigate clogged and impassable residential streets.
The temperature is expected to climb to 14 degrees on Saturday in what promises to be a massive melt that will transform slick streets into mounds of soupy slush.
The weather warning comes as the citys 311 municipal line is already inundated with record complaints about snow and ice removal.
A team of contractors and city workers will be out again Saturday as part of a four week plan to clear the snow in 200 communities. We continue to move forward with our snow action plan, said Carissa Vescio, a spokeswoman for the citys transportation department.
The big thaw will create soft, wet, slushy conditions. We ask Calgarians to continue to drive cautiously and top up their windshield washer fluid.
Saturdays mid-January melt highlights a bizarre irony in the city. While bars along the Red Mile serve beer and appetizers to patrons on patios and skiers trade tuques for T-shirts at Canada Olympic Park, suburban residents continue to seethe over icy sidewalks and vehicles trapped on snow-packed roads.
Douglas Century, a New York-based journalist in Calgary this week to visit family, finds the situation astonishing.
He said the wheels of both an ambulance and a fire truck became stuck in heavy snow on an impassable street in his parents southwest neighbourhood of Chinook Park.
