The legal decks have been cleared for selling remaining Government stake in Hindustan Zinc Ltd. This sale can fetch over Rs 15,000 crore.

Hindustan Zinc has ceased to be a Government company for almost a decade. One way could be to sell the shares in the open market if the prevailing market (price is) considered to be fair, the Attorney General G.E. Vahanvati said in his opinion communicated to the Law Ministry. He also mentioned that this would be a policy decision which has to be taken after considering all the facts and circumstances.

This means the Cabinet Committee on Economic Affairs (CCEA) can now take a final decision for selling remaining stakes through the open auction method. Such a method will invite various bidders and those bidding high will get shares. This will lower the pressure on the Government which is struggling to meet the the disinvestment target of Rs 40,000 crore and residual stake target of Rs 14,000 crore. Till now, the Government has got less than Rs 3,000 crore under disinvestment and yet to open account in residual stake sale target.

According to sources, the top law officer informed that he did not have to consider the question of amendment of the Acquisition Act and the fact that the CBI had filed a preliminary inquiry on the original disinvestment in the HZL. The company was strategically divested to Vedanta group companies during 2002-03.

Hindustan Zinc along with Balco are now owned by Vedanta group companies. The Government currently owns 29.5 and 49 per cent respectively. The Government wants to exit from both companies. There were call options available for Vedanta but could not be exercised fully due to legal hurdles. Now, the Finance Ministry favours open auction method for selling residual stake in both companies. The Attorney General has already given its opinion for Balco paving the way for stake sale.

The sources also informed that the AG noted the submission by the Government that HZL is not a Government company on the basis of shareholding. Besides, the preliminary inquiry being conducted by the CBI is in original disinvestment in HZL in 2002-03 which has now become fait accompli, he said.

AGs opinion were sought after the Prime Minister called a meeting on December 3 to review disinvestment and residual stake sale matter.

Disinvestment is related with selling Governments stake in Central Public Sector Enterprises and residual stake sale refers to selling remaining stake in private companies which were once owned by the Government.

In the residual stake sale matter related to HZL and Balco, the Finance Ministry is being represented by the Law Minister Kapil Sibbal as the Finance Minister P Chidambaram P. Chidambaram has rescued himself from the exercise, having provided legal services to Vedanta in the past.

Nearly half of survey respondents are adding a window to their master baths (48 percent).

According to the Winter Houzz Bathroom Remodeling Survey of more than 7,500 Houzz users in the midst of or planning a bathroom remodel, four in 10 will go without the tub, and more than half are leaving their master toilet exposed. The survey also found that 82 percent of master baths are en suite, and 75 percent of homeowners are retaining the rooms footprint.

Additional findings include:

- Nearly half of respondents are adding a window (48 percent). Four in 10 are adding a lighted vanity, and one in 10 are adding a skylight. Seven percent are even adding LED lights in their showerheads.

- Ninety-one percent of new toilets will be high efficiency. Two-piece toilets remain most popular, but more than one quarter of younger homeowners choose tankless and wall-mounted options.

- More than half of homeowners will have double sinks in their master bathroom post-remodel, up from just 35 percent pre-remodel. Homeowners 45 years and older are more likely to install two sinks versus younger homeowners.

- Glass shower enclosures are the main choice for showers eight in 10 bathrooms with frameless glass topping the list for master baths (54 percent). Shower curtains are only appearing in 10 percent of new master baths, but they remain popular for other full baths (33 percent).

- Homeowners under 45 are more likely to choose rain showerheads (45 percent) and multiple showerheads (24 percent) in the master bath, while those 55 and older prefer hand showers (50 percent) and sliding bars (20 percent).

- Nearly half of respondents said the main reason for their remodel is to upgrade fixtures and features. Other reasons include making the space more functional (37 percent), increasing home value (31 percent), addressing changing lifestyle or family needs (22 percent) and improving organization and storage (19 percent).

Houzz study reveals what homeowners want out of a master bathroom renovation

St. Paul African Methodist Episcopal Church has come a long way in 150 years.

In the beginning, the church consisted of 10 African-American families worshipping together under a grapevine at the corner of Franklin Street and Merritt Mill Road.

This year, the church will break ground on 48,000 square foot housing development and a surrounding village.

The Rev. Thomas O. Nixon of St. Paul said the town of Chapel Hill pitched the idea to the church and has been reviewing the development through its extensive approval process ever since.

This project is not about St. Paul, he said. It is meant to bring the masses together for a common cause.

St. Paul has been providing money for the consultants, architects and any tests and studies that have been a part of getting the village approved.

There are a couple more hurdles to cross before the project is fully approved, he said. Then we will be looking for help through grants and partnerships.

Three phases of development

The construction of St. Paul Village will take about 10 years once it is fully approved.

The village will be built in three phases. The first phase will provide a 600-seat Fellowship Hall, an administration building, a day care center, a gymnasium, a sales office, memorial gardens and 36 independent living apartments.
