A year ago, Lane4 Property Group reported retail construction in the Kansas City area was up again after five slow years.

That observation played out in 2013, as grading started on several new projects, and retailers increasingly opened area stores or announced plans to open new locations.

Now Lane4, a Kansas City commercial real estate firm that specializes in retail developments, says 2014 is poised to be a solid year.

Urban and so-called infill areas are becoming increasingly popular as both developers and retailers take advantage of the dense populations, outdated shopping centers ready for renovation, and an increasing number of Kansas Citians choosing to live closer in.

Retailers are also discovering that many of these older areas have been starved of not only unique, but even basic restaurant, fashion, and other retail formats commonly found in the suburbs, the report said. Demand for Class A locations continues to outpace demand throughout the metro.

Among the retail highlights of 2014 Kansas City Retail Report:

Northwest Kansas City: Some Northland centers are boasting their strongest sales and occupancy levels to-date. Land north of Tiffany Springs MarketCenter should be developed in the new few years with a major anchor and smaller tenants.

Northeast Kansas City: The Village at Shoal Creek saw the opening of the Mosaic Life Care, a 47,000-square-foot urgent, primary care and surgery center, an example of the new breed of shopping center anchors, and Cheddars cafe is scheduled to open soon. Sams Club plans to open a new store this summer at 8130 N. Church Road.

Central Kansas City: Lane4 called this one of the most robust markets in the area and that has led to increased competition for desirable retail space. While Halls announcement that it is leaving the Country Club Plaza this year may have disappointed many of the department stores customers, it does open up a large space in the heart of the Plaza for a single tenant or it could possibly be subdivided for multiple tenants.

South Kansas City: The former Dillards spot is still available on the south end of Ward Parkway Center. Redevelopment efforts also are continuing at Truman Corners in Grandview and at the former Bannister Mall site in south Kansas City.

STOKE-ON-TRENT North MP Joan Walley has called on the Government to intervene to save a day centre from closure.

Mrs Walley raised the issue of Kidsgrove Day Service during this morning's health debate in the House of Commons.

Cabinet members at Staffordshire County Council are expected to confirm the closure of the day centre tomorrow as part of plans to modernise provision for adults with learning disabilities.

They say some service users with less complex needs would be more fulfilled accessing 'opportunities' in the community, but campaigners do not believe the same level of care would be available in the independent sector.

Mrs Walley asked Health Secretary Jeremy Hunt if he agreed that the county council should hold off making a decision so more information about replacement services could be published.

She said: "Tomorrow Staffordshire County Council is expected to confirm devastating cuts to services for those with special needs, including the closure of the purpose-built Kidsgrove Day Centre in my constituency. Does the secretary of state agree it's time for the council to wait and at the very least share its detailed needs assessment and future action plan before forcing these cuts through."

Mr Hunt said he would look into the issue.

GLASGOW If one were to think of a game of musical chairs, but then apply it to offices, that might provide a glimpse into whats been going on lately in the building that has housed Glasgows fire department and the local emergency dispatch center for the past several months.

Within two or three months after Glasgow Police Department moved out of the building at East Washington and South Broadway streets and into another building, the remaining two departments that shared what some had called the public safety building began spreading their wings a bit.

On Monday evening, they hosted an open house to display the transformation that had occurred.

What had been the police chiefs office is now the office of Beverly Harbison, director of the Barren-Metcalfe County Emergency Communications Center, but now it has an additional door that is accessed directly from the East Washington Street entrance of the building. Before, it could only be accessed through an adjoining conference room. The conference room is still there, though, and the fire department and dispatch center will share it.

The room that had been occupied by a police lieutenant colonel is now the office of Joann Eaton, assistant director of the dispatch center. Two other smaller rooms that had been police offices are being used for storage and an extra temporary office.

Harbison and Eaton used to share an office just off the dispatch room that has now been opened up for use as an extra work area.

What had most recently been the reception area for the police department the room behind the glass window where a resident would go to pick up a copy of an accident report, for example is now the fire chiefs office. And an entire wall was removed and an existing doorway revealed to connect the fire department offices to the Broadway main entrance. The fire department secretary moved there, the assistant chief moved to the chiefs former office and the battalion chief moved to what had been the secretarys office. The room that used to be shared by the assistant and battalion chiefs is now used for filing storage.

All of the interior labor, except for the installation of new windows, was done by fire department and communications personnel; jail inmates did painting and other work on the front exterior.

GFD Chief Tony Atwood said he spent $8,376.34, of which $4,153.36 was for the windows. Barring anything catastrophic, he said, his maintenance budget for this fiscal year should be able to absorb it.

It was a huge undertaking that the guys basically volunteered to do, he said.
